Evaluation of Education Quality

Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course.

The article deals with the use and future prospects of the international cooperation for the development some of Czech Armed Forces capabilities in the field of military medicine. It has no ambition to address this issue in its entirety, but only contains an analysis of some of the current formats and initiatives of international cooperation in the field of military medicine, with the justification of their origins and a brief evaluation of their contribution. Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation.

When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. The reluktance to "complicate the situation" in training may have different causes, but the continuing importance of CBRN defence is indisputable. The article discusses probable commander questions related to the effective management of subordinate units in a contaminated environments. Their answering can help to successfully fulfill defined combat tasks that have been disrupted by the use of enemy weapons of mass destruction, improvised devices containing highly toxic substances, or leakage of industrial hazardous substances into the environment.

The Importance of Development Trends Analysis and its Military Implications for Defense Planning

Participation of experts form NATO member and partner countries in security situation development trends together with related military implications is meanwhile the newest mean of member states engagement onto NATO Defence Planning. In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition

Selected models and internal structure of Capability Planning Process

Since the 1st release of an internal ministerial norm guiding planning processes of activities and development within the Czech Ministry of Defence (MOD) presuming existence of Capability Planning Methodology, this document has not been established. This article offers selected theoretical starting points and, on their basis, it outlines possible a ministerial process tree focused on the capability process as a ground for its definition within Czech MOD conditions. Further in a framework of an added value model proposes possible internal structure of above mentioned process down to sub-processes level with justification of their purpose and mutual links. Formulating mentioned attributes of the capability planning process this article makes a contribution to set up this process within the Czech MOD.

Permanent Structured Cooperation (PESCO): New Pillar in Building European Defence

The establishment of the Permanent Structured Co-operation (PESCO) in defence in 2017 is one of the most important European initiatives of recent years, aiming at enhancing effectiveness in addressing security challenges and advancing towards further integrating defence cooperation within the EU framework. The article describes the genesis of PESCO and explains its functioning, including its legal framework, objectives, the role of the main actors and the dynamics of the whole process. The purpose of the article is to demonstrate the scope and strength of the more binding commitments that the participating Member States have decided to fulfil in the name of strengthening Europe's defence under the umbrella of the Common Security and Defence Policy.

Some Aspects of Biological Defence in the Czech Armed Forces Conditions

The paper deals with general aspects of problems of biological warfare agents and toxic industrial biologicals understanding from the point of view of protection against their effects and a possibility of specialists´ cooperation. The aim of the paper is to point to some problematic aspects of biological defense realization in connection to experiences from their historical usage. With the help of analysis of current strategical and operational documents and synthesis of available experiences from operational deployment of medical service and chemical corps units variants of optimization of current state have been proposed. These ones are main conclusion of the paper.

The authors present the results of the research on the Lessons Learned process applied within the Ministry of Defence of the Czech Republic. The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education.

At present, we pay great attention to alternative methods of teaching and learning foreign languages. Actually, it is difficult for language instructor to choose from among them. This article is a sort of hint to help teachers to pick up the most suitable one. Reciprocal teaching has its prominent position, namely in the field of reading with understanding. There four basic strategies: prediction, questioning, clarification, summarizing. During socio-cognitive conflict, in discussion, the language knowledge of learners (students) is pushed up and higher, learners are mutually influenced in social interaction. This learning process is sometimes recorded, monitored. The role of a teacher is multifaceted, indispensable and very demanding. New security threats ask for the transformation of NATO alliance, in the background of political Islam or the recent Russian-Georgian conflict. The contents analysis of presented papers points to main hidden problem lying behind all security questions: whether the U.S. would be able to continue in its role as a world leader, explicitly owing to American economy difficulties, e.g. today's financial and mortgage crisis.

The primary purpose of this research was to determine the successfulness in language examinations set by STANAG 6001 among future servicemen and prospective officer candidates. In comparison with 2006 their common knowledge was significantly higher. The authors assume they acquire better English capabilities as a result of participation in foreign study projects and increasing level of schools. The results are presented in several tablets and graphs.

The purpose of this article is to deal with Course of Actions development (COA). Attention is paid to ensure a common understanding of COA process. The article broadens the vision and offers deep insights for its readers. Moreover, the war game was described as a method of refining or modifying the COA. It has also been emphasized the commander and staff consider each COA advantages and disadvantages. The Czech Army personnel training and preparation should steadily and deliberately bring improvements into the field of operational planning capability within forces´ command levels. In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

The article presents some prospective variants of accoutrements supply for professional soldiers. The system might operate like that: the soldiers will receive cash money to buy equipment, outfits, even clothing by themselves, in civilian outfit distribution network. There are three possible variants in question, first equivalent items, identical with military categories of components, second sports items, and third field outfits that do not affect the functionality of uniform, its completeness, as well as external appearance.

Application Equipment as an Alternative to the Field Artillery Automated Fire Control System of the Czech Republic Army

The paper deals with the Czech artillery application equipment for enabling more efficient execution of classical ways of some measures in case of malfunction of the field artillery automated fire control system. The first part of the paper includes an analysis of Czech artillery current software and the introduction of two developed software. This two developed software are under finishing works and they should partly eliminate the poor Czech artillery software equipment. On the basis of the synthesis of author's experiences followed from the development of two new programs PVNPG-14 and ArtyCalc there are defined key principles in the paper, that should be applied in the future development of new software for the Czech artillery.

Development and Change of the Concept of Hybrid War

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

Economic Aspects of Passenger Vehicles Operation in Defence Sector

The article deals with economical aspects of operation of the military vehicles designated for the transport of persons in the competence of the defence department. In the beginning of the article basic concepts are defined, types of vehicles, and current structure of fleet of the sector. In addition, all passenger vehicles and buses exceeds the national average age in 2015. A more detailed analysis showed that the MoD makes the procurement of new vehicles in cost-effective way, and the structure of these purchases began to predominate significantly cars with diesel engines in the last ten years. However, the lack of monitoring of the total costs of operating vehicle use all cars unevenly, and fleet renewal is realized in low volumes. Although the data in the article are reported to and including 2015, evaluated the development and evolution of this trend persists until today.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

Teaching Listening Comprehension: Its Implications for Foreign Languages Acquisition

The authoress surveys recent research into how people acquire languages and considers its relevance for language teaching. She describes the most important studies and ideas about language acquisition. The method mentioned above is element. If we compare it with other language skills, i.e. reading, writing, speaking, it is above all listening that is used most. But to acquire sufficient proficiency, learners must cover a long way. Language teaches should do it for students the most pleasant as possible. Listening in language classrooms is being assessed, according to levels of students' understanding contents. The authoress familiarizes readers with several ways of teaching by principles that are in fact interactive approaches to learning foreign languages. We may use forecasts, news, listen radios, watch films in target language, be in touch with native speakers. It is reccomended to write down new word power, according to set context.

The paper deals with cyber security, cyber defence and operations in cyber space. It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

Security Discourse of the Russian Federation on the Energy Relations with the EU in 2012-2017

The article explores the energy security relations between Russia and the EU. The aims of this article are two. The first is to analyze the content and basic themes of the Russian security discourse on energy relations with the EU in 2012-2017. The second is to interpret the influence of norms and values in the energy security discourse on identity and interests of Russia in the studied period. Security discourse of the Russian Federation focuses on defending Russian diversification projects to strengthen EU energy security. In the security discourse, Russia in relations with the EU de-securitizes the issue of energy when it presents itself as the main and reliable partner and supplier of oil and gas to the EU.

Utilization of Selected Methods of Strategic Analysis in Key Documents of The Czech Ministry of Defence

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

Conceptual Development of the AFCR - Approaches and Strategic Starting Points

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

The Possibilities of Antitank Mine-Laying with Mine Delivered Systems

The paper focuses on issues related to possibilities of use of mine delivery systems within the Czech Armed Forces. Its content is aimed on technical and tactical capabilities of the mine launcher MV-3 during the placement of anti-tank minefields according to the desired effect on the enemy. On the basis of indicative calculations this paper presents limited possibilities and abilities of the Czech Armed Forces Corps of Engineers within the area of remotely placement mine fields and the use of the mine launcher MV-3, which is currently the only special established means for fulfilling this task. This fact has a significant impact on tactical deployment of countermobility engineer units during carrying out their missions.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

Institutionalisation of the Analytical Support Function to Ensure Credibility of Defence Management - Canada, Norway, Sweden and NATO Case Study

The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence.

Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet Space

In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.
