Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |

(LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |

Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The Strategic Control of Czech Republic Defence: a Part of National SecurityReviewedIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |

Security Preconditions and Threats (Economy, Religious and Cybernetic Menaces)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 38-52 One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters. The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. The author underlines that we are the last member nation in the EU that has no official CSIRT (Computer Security Incident Response Team) to react cyber /terrorist attracts. |
Private Military Companies (New Elements in Operational Environment)Military artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |

Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
