Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |
Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |

Private Military Companies (New Elements in Operational Environment)Military artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |

Assessment of Exercise Waste by Means of Hazard Impact IndexMilitary professionalNadporučík Ing. David Řehák, Ph.D., plukovník prof. Ing. Aleš Komár, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2006, Vol. XV. (XLVII.): 133-135 Wastes resulted from military exercise and their negative influences are imminent risks for our environment. To eliminate this, first we have to make the classification of wastes and secondly their index evaluation. The indexing can frame negative potential influence of wastes even before actual start of the exercise, so that we can evaluate negative impacts and arrange preventive measures beforehand. With using tablets and charts, the article depicts the process of classification and index appraisal of wastes, originating during military exercise. The method is being developed at the Defence University in Brno and was presented in front of Environmental Training Working Group (NTG/ ASG) and consulted with individual representative of Alliance nations. However Hazard Impact Index method is developed for testing purpose within a mechanised company of the Czech Ground Forces, ACR. Another step is the creation of algorithm for the conversion of index values for higher organic units and levels of the Army of the Czech Republic. |

The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries. |
Unfulfilled Ambitions of Scottish Defence PolicyReviewed - OtherMgr. Bc. Ondřej SvobodaVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 102-108 | DOI: 10.3849/2336-2995.23.2014.04.102-108 In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate. |

Concept of Kant's Peace: Settling Disputes PeacefullyReviewed - ReviewMgr. Petra PrůchováVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 64-89 | DOI: 10.3849/1210-3292.23.2014.03.064-089 This essay is focused upon the concept of Perpetual Peace (1795) by the German Philosopher Immanuel Kant. To reach this goal, he advocated the establishment of a word federation of republican states. But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world. |
Security, Threats, and Risk in the 21st CenturyNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 146-148 After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

Common European Armed Forces: Reality, or Utopia?Reviewed - ReviewPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 101-108 | DOI: 10.3849/2336-2995.23.2014.02.101-108 The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |
