Current Approaches of the Czech Republic, the EU and NATO to Hybrid Threats

The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists.

Concepts of the Hybrid Warfare and the Czech Armed Forces

The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.


Cognitive Resilience Education in the Czech Military: SWOT Analysis

This article presents the first systematic analysis of cognitive resilience education within the Czech Ministry of Defence, which is growing in importance in the context of contemporary hybrid threats. Through methodological triangulation (document analysis, questionnaires, interviews), the research maps the coverage of relevant topics across all levels of formal military education. The SWOT analysis reveals both existing foundations for cognitive resilience development and the absence of a systematic approach to this issue. The results highlight three main challenges for transforming the educational system: systematisation of the approach, personnel resources, and infrastructure modernisation. The study establishes an empirical basis for strategic recommendations to strengthen military personnel resilience against information and psychological operations.

Models of Proliferation of Rocket Technologies Used by Hybrid Actors in the Middle East

Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles.


Current Status and Some Future Challenges of Information Environment Defense in the Czech Republic and Abroad

The article addresses the issue of information environment defence in the current security context, with a special focus on cognitive warfare as one of the key and rapidly developing challenges of recent years. The aim of this overview article is to place this phenomenon within a broader security-strategic framework of information environment defence and to describe how this area is conceptually and institutionally approached in the Czech Republic and in selected NATO Allies – specifically in the United Kingdom, Estonia, Finland, Sweden, and Slovakia. The article is primarily based on publicly available strategic and conceptual documents and official policies of individual countries. On this basis, the article identifies the basic common features and differences in their approaches to information environment defence, while also drawing conclusions about some future challenges in this area.

Development and Change of the Concept of Hybrid War

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

Hybrid Warfare - Cases of Croatia and Ukraine

Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion.


(Re)Framing the Frontlines: The Role of Strategic Communication in the Russian-Ukrainian War

This paper examines the role of strategic communication in military operations, with a focus on its impact during the first year of the Russian-Ukrainian war. Using a process-tracing methodology, the study explores whether Ukrainian strategic communication was decisive in resisting Russian attacks. Our findings indicate that strategic communication functioned as a central component of Ukraine’s defence. Effective messaging mobilized broad support from diverse actors, including state entities with no regional stakes and non-state contributors such as civilians, volunteer fighters, and organizations, driven by motivations beyond self-interest. Ukraine’s resilience stemmed not from a deceptive Russian strategy (i.e., a lack of genuine intent to engage in a full-scale war), but from its bold counter-offensive, bolstered by international aid - support amplified and sustained by the strategic communication efforts that shaped global perceptions and secured critical assistance.

The New Wars: Terrorism and "Asymmetric" Warfare

The term "new wars" is often used to describe how terrorist groups achieve objectives in addition to the "classic" means of intervention by states. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The "war on terror" is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. In addition to an alliance-wide approach, there is a national solution to answer these new threats in form of the comprehensive national defense in Austria.

From Subcultural Groupings to Actors of Hybrid Warfare

This article deals with transformation of several categories of subcultural groupings to real or potential actors of hybrid warfare. It is based on trends and events related to the Ukrainian crisis and to the new Russian power projection in Central and Eastern Europe, as well as on the reaction of governments and societies which are threatened by this way of warfare and politics. Research on subcultures and research on strategy and conflict form the conceptual framework of the article. The author analyses the role of military re-enactment groups, bikers, football hooligans and other youth subcultural groups. The risk analysis serves for an assessment of the current impact and a possible future development of the researched phenomenon.

Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate.

This text presents development of the Ukrainian conflict in the context of contemporary discussion about the extent of Russian intervention in crisis regions. The author explores thesis about application of hybrid war by Russian side, use of new military and strategic methods. He also presents and evaluates the arguments which oppose the idea of considerable changes in character of military conflicts, which were demonstrated during the occupation of Crimea and during the combat clashes in Eastern Ukraine having in mind the state and possibilities of the involved actors.

The article describes attributes will influence character of modern warfighting and presents the basic approach to prepare commanders and leaders of "new generation". The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders.


Sino-Russian Military Cooperation since the War in Ukraine

The presented study seeks to illuminate the nature and scope of Sino-Russian military cooperation following the onset of the war in Ukraine in 2022. The research question guiding this study is: In which military dimensions – such as technological collaboration, joint military exercises, or the provision of ammunition – does Sino-Russian cooperation manifest, and what underlying factors drive this engagement. The study revealed that the military cooperation between the two countries is very close and has been developing and deepening for a long time. The war in Ukraine has played a role in partially changing the nature of cooperation, but the continuity of cooperation itself was already set before the Russian invasion of Ukraine in 2022.  The war in Ukraine did not open a new area of military cooperation but rather deepened existing ties. It also highlighted the asymmetry of the partnership, which now tilts in favor of China, which is a shift from the situation prior to 2022.


Transformative Role of Emerging Technologies in Enhancing Military Operations: Insights from the War in Ukraine

The objective of this study is to analyze how emerging technologies affect the operational effectiveness and resilience of the Ukrainian Armed Forces during the ongoing conflict. To achieve this, the article develops and applies a five-dimensional analytical framework covering command and control, intelligence and situational awareness, decision-making speed, operational agility, and resilience. The methodology is qualitative and exploratory, relying on literature review, comparative analysis, and indirect observation of open-source intelligence. Findings show that the integration of artificial intelligence, unmanned aircraft systems, advanced communication infrastructures, and data-driven platforms has enhanced coordination, awareness, adaptability, and resilience. At the same time, persistent challenges remain regarding cybersecurity, logistics, and limited resources. The study concludes by contributing an original conceptual framework and by offering practical recommendations relevant for defense organizations and allied armed forces.


Infiltration and Influence Targeting of the Czech Armed Forces’ Active Reserves: An Overview of Non-Conventional Risks to Critical Infrastructure Protection

The article examines infiltration and influence operations targeting members of the Active Reserves of the Czech Armed Forces as a specific non-conventional risk factor for critical infrastructure protection. As a bridge between civilian and military spheres, the Active Reserve is exposed to psychological and informational pressures affecting loyalty and operational readiness. The paper summarizes theoretical approaches to the insider threat phenomenon, identifies human-factor vulnerabilities, and compares the Czech framework with selected NATO, EU, and U.S. models. It concludes with recommendations for preventive measures focused on education, cognitive resilience, and integrated risk management within national defense and critical infrastructure protection.

Application of Decision-Making Support Model in the Operations Planning Process at the Tactical Level

The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation.

Deepfake as an Advanced Manipulative Technique for Spreading Propaganda

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

Strategic Communications: From a Reactive Fight Against Disinformation Towards Comprehensive Use in Support of National Security and Defence

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.

The Impact of Recent Legal Regulation of Armed Conflict in the Context of the War in Ukraine

This article analyses the current state of international humanitarian law (IHL) considering the armed conflict in Ukraine. It explores the theoretical framework of IHL, the typology of the conflict, recent legal developments, and their practical impacts. Special attention is given to the failures of international law in protecting civilians, the limitations of legal enforcement, and proposals for improving the system's effectiveness. The aim is to contribute to scholarly debate on the future of legal regulation in armed conflicts.

Challenges of the Tactical Leader in the Context of Multinational Military Operations Process

This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational  military operations.


Comparative Analysis of NATO and U.S. Approaches to Multi-Domain Operations

The article is a thematic sequel of a previous work addressing the concept of Multi-Domain Operations (MDO) in the context of modern warfare. It highlights the differences in the conceptual approaches to MDO as applied by the U.S. Armed Forces and NATO in response to current security challenges. The study outlines the shift by NATO and the U.S. from traditional joint operations to integrated strategies within respective operational domains. Based on a literature review and content analysis of doctrinal documents, it identifies a fundamental difference in the conceptual approaches of NATO and the U.S. to MDO. While the U.S. approach emphasizes a military-oriented model that generates synergistic effects through coordinated operations and technologically driven dominance, NATO’s framework favours a comprehensive civil-military model of strategic integration.


In the Beginning Was the Word: The Role of Language and Culture in Peace Operations

The article examines proposals for post-war peacekeeping in Ukraine, emphasizing that future missions must integrate linguistic and cultural competence as strategic assets rather than auxiliary skills. Drawing on experiences from NATO and UN operations, it argues that knowledge of the local language markedly improves trust, intelligence gathering, and operational safety. Because Russia’s war is fundamentally an identity-driven, imperial conflict aimed at erasing Ukrainian nationhood, relying on Russian language or Russocentric expertise would reproduce “imperial knowledge” and undermine mission legitimacy. The study contends that only Ukrainian-centered, decolonized preparation – grounded in cooperation with Ukrainian scholars and institutions – can ensure the effectiveness and social acceptance of any stabilization force deployed after the war.


Systemic Challenges in the Pre-Hospital Medical Reporting Framework: A NATO-Aligned Concept Development and Experimentation Study

Pre-hospital medical reporting is critical for MEDEVAC activation and Medical C2. However, NATO exercises frequently reveal data inconsistencies and information loss. This study evaluates information flow within a Czech Army mechanized battalion and verifies a new Pre-Hospital Care (PHC) concept designed to address these friction points.
A Table-Top Exercise (TTX) involving forty participants was conducted to test the concept. Results revealed significant deviations from NATO standards (9-liner, MIST), with critical information loss occurring between company and battalion levels. Conversely, the PHC concept demonstrated improved structure, clarity, and time discipline. The study concludes that the PHC concept effectively addresses systemic shortcomings, offering a user-friendly tool to enhance Medical C2. It recommends further validation in field exercises (LIVEX) and gradual integration into national training and doctrine.

Approaches to Modernizing the Land Forces of Selected Countries

The modernization of armaments and military technology is one of the ways to increase the combat potential of the Armed Forces and has implications at all levels of the Armed Forces. Its main purpose is to replace obsolete technology with new ones to prepare the Armed Forces to meet the new challenges of the future security environment. New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces.

The article deals with the issue of warfare. Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications.

The purpose of this paper is to present some particularities of mission command during the conflict in Ukraine. Intended as a  framework of analysis, it describes the ways in which the involved parties manage warfighting from the perspective of practicing mission command as a method to enhance military effectiveness. Using qualitative methods, combining literature review, critical analysis of relevant resources, comparative analysis and indirect observation, the findings are related to aspects of mission command that are critical for enhancing operational and decision-making resilience, through identifying and examining various situations involving Ukrainian and Russian military forces. The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

Cognitive warfare is a new phenomenon that differs from any forms of action previously used in the information space aiming to affect the thinking of target groups. The main difference consists in the targeted and sophisticated use of scientific knowledge from neuroscience, with special attention on consciousness and perception of reality. This deeper understanding of how the human mind works has impacted distributed narratives and the choice of the most suitable technological platforms for their distribution to the target audience. This article presents a conceptual classification of cognitive warfare and defines its three core segments: neuroscience, technology and aspects of social science.
