(XLVIII.): 128-130 Contemporary military psychology tries to augment psychic resistance to various forms of stress arising during carrying out the tasks of military profession. Generally speaking, there is both quantitative aspect to labour (military profession), i.e. amount, effort and time, and a qualitative one, i.e. intelligence and skill. The availability of particular types of labour can influence the location of their activities. From the point of military professionals, the soldier is exposed to three factors: sensorial, mental and emotional loads. Modern military psychology defines basis schemes and methods for psychological preparation of servicemen, it uses psychological experiments that lately enable to predict behaviour of military personnel and serve as a guideline to realize manpower's potential in the most effective ways. Proper preparedness and training help to prolong high soldiers' deployment even in high demanding surroundings. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |

The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities. |

However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

(LI.): 93-100 The Command and Control process may be defined as an ability to determine what to do and implement effective actions. With the use of the Standard Operating Procedures, the commander must be able to realize set tasks in defined time. The C2 system must be able to monitor and collect data on the situation, to develop an understanding of the situation, to develop a course(s) of action and select one, to develop a plan to execute the selected course of action, to execute the plan, to include providing direction and leadership to subordinates, to monitor execution of the plan and adapt as necessary. The commander draws the picture of situation on the base of surveillance and data collection from various sources, classified and unclassified. The context of information is formed by means of paradigm of personal experiences of commander and his intuition. |

In Iraq, there some elements of improving, but in Afghanistan there are a lot of problems, we must mention tensions in Iran concerning building its nuclear capacities and missile tests, Russian-Georgian conflict, which is reflected in the policy of NATO enlargement: Georgia, the Ukraine were not accepted to NATO alliance. (LI.): 3-15 The NATO's New Strategic Concept is only starting point to open discussion on a wide range of security problems. At the beginning there is a description of Czech home politics, attitudes of Czech political parties toward NATO alliance. The author explores the history of NATO's identity crisis. In recent years, different security optics of the members splintered NATO. The US wants an expeditionary alliance with a global reach, the Western Europeans hold to a vision of a regional club of liberal democracies, the Central Europeans have a wish so that Washington would stand by them when they will find themselves pressured by Russia. NATO is divided on how to reform its decision-making processes and how to fund and resource its home and away missions. In Afghanistan, the Alliance faces the most difficult operational challenge to date, with a real possibility of strategic failure. The overarching problem is how to define the core business of NATO: cyber defence, energy security, WMD proliferation, stability and reconstruction missions, out-of-area missions, territorial security, enlargement, partnership-building. The discussion over the New Strategic Concept needs to reorder the question how to define NATO's appropriate roles and go from there. |
Will Europe Defend Itself without Americans? (L.): 61-70 There are many items in American foreign policy the Europeans do not agree, namely its tendency towards "strong world leadership". On the other hand, the Americans would prefer stronger Europe, namely in time of world's economic crisis when US defence expenditures are practically frozen, and when pre-emptive strategy by president Bush exhausted most of American sources. Even the Europeans feel that they should profile themselves as independent, strong power, but their Common Foreign and Security Policy is still more political declaration than really military strategy. Many security experts suggest that the Lisbon Treaty excludes NATO membership as far as questions concerning defence are concerned. NATO alliance still expects new strategy that ought to be approved in December 2010. The authors predict the necessity to strengthen the so-called Second Pillar of the EU, as the United States are going to be more oriented towards cooperation with Japan, South Korea and Australia. We must bear it in mind, drawing up long-term visions of Czech Security policy. |
The Comprehensive Operations Planning Directive (COPD): Revised InstructionMilitary artVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 65-68 All-inclusive attitude of NATO forces assumes that conflict can't be solved only by military means. This shift from purely soldierly level to political brought around numbers of Alliance activities at Strategical and Operational Commands. The common denominator was the philosophy of complex approach in operational thinking, planning, and implementing NATO activities. As a result the operational SACEUR's directive GOP was substituted by its revised successor-the so-called Comprehensive Operations Planning Directive (COPD). It is going to be introduced in 2011 and will influence groups and military persons at all levels of warfare, dealing with operational planning and operational art for art's sake. The article familiarizes readers with this directive (COPD) as a tool for comprehensive approach to operations. The COPD offers more deliberate and inclusive planning procedures that allow for both military and non-military actors broader understanding of operational environment and better cooperation in their common effort. |

However, the real content varies and it is affected by particular command level and the territory supported. The article describes the structure and manning of the Geographic Section at the HQ KFOR Pristina, Kosovo, and the Geographic Cells of all KFOR Multinational Task Forces. The author discusses the changes on both the customer and request sides and their changes caused by a recent transition of KFOR to the "Deterrent Presence" operations. Our soldiers work in leading positions and specialist occupations. Since 2003 the Geographical Service (GeoSl) has been regularly occupying geographical posts at KFOR Command Pristina. Those positions are prestigious, recognized by all NATO geographical community. |
Is Building a Weapons of Mass Destruction Free Zone in the Near East Feasible?Informational pagesJUDr. Miroslav TůmaVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 65-72 The establishment of nuclear-free zones in various regions covers roughly 110 countries and thus helps to the final aim--freeing of the world of nuclear, biological and chemical arms. Nuclear-free zones are suitable counterpart to other institutions to stop proliferation of nuclear weapons and the threat of its usage: Non-Proliferation Treaty, Biological and Toxin Weapons Convention, Chemical Weapons Convention, Comprehensive Test Ban Treaty. The risk of nuclear proliferation in the Near East is high, the main obstacle lies in different attitudes of key actors to the successive operations: whether to create peaceful arrangement among all involved states as a first step (proposed by Israel), or preferably to renounce atomic weapons (proposed by Arabic countries). The author suggests rethinking security interests in the Near East, to remove deployment of nuclear weapons from military doctrines, to concentrate on soft security to bolster up mutual trust, to create security guarantees and transparency in the region. |
NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |

(L.): 38-49 The basic task of the post-1989 period was to formulate a security policy and a strategy ensuing from it. The strategy had to be based on a synthesis of the international policy concept, defence concept and internal security concept to ensure that defence would not be seen solely as the task of the army and the Ministry of Defence, but of the whole state and society-of every citizen. In this article his author evaluates some aspects of the armed forces transformation in process of adaptation. He assesses these changes with regard to approved strategic and conceptual documents that significantly determined this gradual transformation process. He identifies both same of its successes as well as failures. The study does not have a clearly analytical and evaluative character; rather it is a combination of factual information drawn from official sources, country's practical security policy as they appeared in contemporary Czech press, and opinions of the author. |

(LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |

The candidates have to be flexible persons with comprehensive educational background. In the conclusion, the author opens the possibility to continue with the theme of military observers by means of a subsequent article based on personal experiences. |

Attention is paid to ensure a common understanding of COA process. The article broadens the vision and offers deep insights for its readers. Moreover, the war game was described as a method of refining or modifying the COA. It has also been emphasized the commander and staff consider each COA advantages and disadvantages. The Czech Army personnel training and preparation should steadily and deliberately bring improvements into the field of operational planning capability within forces´ command levels. In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive. |

(LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |

(LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075 The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest. |

(LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |

There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator. |

The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. The author thinks that we are in a point when it is necessary to open a wide debate over the responsibility for country defence, the state of armed forces, defence capabilities. He concludes that this Military Review should be the best place to start with. |

(LIV.): 65-75 | DOI: 10.3849/2336-2995.22.2013.01.065-75 In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice. |

(LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. Some nations are already investing massively in cyber capabilities that can be used for military purposes.
