Employing CALS in Acquisition Process of the ACRMilitary professionalIng. Petra ButorováVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 141-148 Computer-Aided Logistic Support (CALS) appeared for the first time in 1984 in a common study of US government and American defence industry. The study recommended using technical data in digital form. Further it was changed into Computer-Aided Acquisition and Logistic Support and in 1994 the acronym CALS was changed into Continuous Acquisition and Life-Cycle Support. At present we interpret CALS as the support to all automatized processes with fully digitalized data processing. Among its important tools belong LCC (Life-Cycle Costs) and risk management. It is a vast standardization strategy, covering the whole life cycle, via acquisition process, its support, innovation and product disposal. CALS is supposed to make acquisition procedures in the ACR more effective. |
The Structure of Security System of the Czech RepublicOpinions, controversyIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 77-88 The purpose of this article is to offer readers rather different look at the Czech Security system as that was presented in Vojenské rozhledy No 1, 2007, in an essay by dr. Rašek "Creation of the Foundations of Security Science", in which its author enumerates relevant institutions in Czech society, civilian or armed, involved in this complex security system. It is the definition of security that causes that Mr. Krulík adds other security elements and amends security system by references to basic law and legal norms that are in the background of this system. Even simple summary indicates that our security system is too complicated, tangled, without balance. It is a static picture of institutions, the validity of which could be proved only in practice. It is evident that security process should be more dynamic, as its suitability and effectiveness can be only proved face to face crisis situations. This problem is tied to the question of military expenses. Mr. Krulík hopes that further budget cuts in public sector will produce drawing up real concept of security system. |
Conceptual Approach to Multi-Domain OperationsReviewed - ResearchZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 66-85 | DOI: 10.3849/2336-2995.32.2023.04.066-085 This article delves into multi-domain operations in the context of future warfighting. A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment. |
Modern Battlefield and Necessary Reflection in Military Leader's Education and TrainingReviewed - ResearchPavel Zahradníček, Martin Botík, Luděk Rak, Jan HrdinkaVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 110-122 | DOI: 10.3849/2336-2995.32.2023.04.110-122 The article describes attributes will influence character of modern warfighting and presents the basic approach to prepare commanders and leaders of "new generation". The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |

The Roots of Military Logistics in a RetrospectiveNonreviewed - OtherJaroslav KomárekVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 111-120 No military operation is conceivable without logistics. It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics. |
French military interventions in MENAP countries during the 2010sReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 52-66 | DOI: 10.3849/2336-2995.32.2023.02.052-066 The article is about six French Special Military Operations (SMOs) that were conducted in Islamic countries in the MENA region between 2011 and 2022. It provides an explanation of their historical, geopolitical, and military contexts while also assessing their compliance with international law. The text introduces two innovative concepts, the Holland doctrine and the Macron doctrine, and analyses both their successes and failures. Ultimately, the article concludes by addressing the question of why these SMOs achieved military success but failed to meet political objectives, resulting in a significant disillusionment among French political and military elites, as well as the participating soldiers. |
Deepfake as an Advanced Manipulative Technique for Spreading PropagandaReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 3-16 | DOI: 10.3849/2336-2995.32.2023.01.003-017 The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected. |
From the Common Security and Defence Policy to the Common Army of the European Union?Reviewed - ReviewVojtech Jurčák, Radoslav IvančíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |
A Special Military Operation in the Context of Russia's InterpretationReviewed - ReviewJaroslav Galba, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 50-68 | DOI: 10.3849/2336-2995.32.2023.01.050-068 The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |
Integration of Women in Combat Operations and Warfare: Possibilities of Integration into Pakistan Armed ForcesReviewed - ReviewShamaila Amir, Saman ZaidVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 83-97 | DOI: 10.3849/2336-2995.32.2023.01.083-097 The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into. |
Possibilities of Developing Medical Support Capabilities in the Area of Chemical, Biological Radiological and Nuclear DefenceReviewed - ReviewAleš Tichý, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117 The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network. |

A Case Study of Defense Resource Management in a (Un)Sustainable Development PerspectiveReviewed - ResearchDaniela-Elena Hrab, Gheorghe MinculeteVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 41-62 | DOI: 10.3849/2336-2995.31.2022.03.041-062 The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |
Current Approaches of the Czech Republic, the EU and NATO to Hybrid ThreatsReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |
The use of NATO Evaluation Tools for the Assessment of the Czech Land and Air Forces PreparednessReviewed - ReviewPetr Slíva, Tomáš ŠpokVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |
Strategic Communications: From a Reactive Fight Against Disinformation Towards Comprehensive Use in Support of National Security and DefenceReviewed - ReviewVendula DivišováVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 34-53 | DOI: 10.3849/2336-2995.31.2022.02.034-053 The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |
NATO After the End of the Cold WarReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2021, Vol. XXX. (LXII.): 3-25 | DOI: 10.3849/2336-2995.30.2021.02.003-025 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |
