The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

(LV.): 106-120 | DOI: 10.3849/2336-2995.23.2014.01.106-120 This paper deals with a geospatial support at a strategic level, especially with the production of rapid map products, presenting at this level the most required product type. Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU. |

(LV.): 121-127 | DOI: 10.3849/2336-2995.23.2014.01.121-127 The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users. |

(XLVIII.): 26-29 Usually, there are many scholarly concepts able to be fixed to newly constituted branches of knowledge. Among others, this is the alternative and interdisciplinary concept of safety framework. Presented article deals with a competence of this concept to highlight many crucial aspects of this framework, originally transformed from a defence or armed safety. General ideas or notions correspond to some class of entities and that consists of the characteristic or essential features of security system. The conjunction of all characteristic security features and theoretical construct within a security are based upon German terms, e.g. Wehrstruktur (defence structure), Wehrverfassung (defence legislation), Wehrsystem (defence system). The study demands high predispositions for abstract way of thinking of readers. It is accompanied by two detailed charts to explain some author's concepts. |

(LIX.): 64-77 | DOI: 10.3849/2336-2995.27.2018.04.064-077 The paper analyses goals of the Slovak and German foreign and security policy focused on their role in NATO as well as on the role by forming European security and defence policy. The paper deals with potential and opportunities for more intensive and effective cooperation between Slovakia and Germany regarding their security and defence policy orientation. It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations. |

EU Permanent Structured Cooperation - a New Momentum for Streamlining Interaction Between the EU Operations Planning and Capability DevelopmentReviewed - ReviewZdeněk Petráš, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 3-14 | DOI: 10.3849/2336-2995.27.2018.03.003-014 The authors' intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders. |

The author asserts that the first ISIS losses and the thinning of the first wave of enthusiastic recruits accompanied with the first disillusioned returnees and changes in public policies and in public discourse (political narrative and narrative of Islamic communities, mass media) caused the unprecedented decline in the number of new recruits. |

Militaries regularly go into conflicts with operational concepts that are not relevant in the face of the enemy and his plans. The authors propose a way to reduce uncertainty and rapidly check, then adapt, the operational concept - designed learning operations at the beginning of campaigns. These relatively small operations will create friction with the enemy, giving learning teams crucial information to assess their operational concepts. Learning operations offer conventional militaries a way to maximize their advantages over sub-state enemies, by concentrating learning at the outset of the fight and adapting first. |

With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |

(LIX.): 3-18 | DOI: 10.3849/2336-2995.27.2018.02.03-18 Since the 1st release of an internal ministerial norm guiding planning processes of activities and development within the Czech Ministry of Defence (MOD) presuming existence of Capability Planning Methodology, this document has not been established. This article offers selected theoretical starting points and, on their basis, it outlines possible a ministerial process tree focused on the capability process as a ground for its definition within Czech MOD conditions. Further in a framework of an added value model proposes possible internal structure of above mentioned process down to sub-processes level with justification of their purpose and mutual links. Formulating mentioned attributes of the capability planning process this article makes a contribution to set up this process within the Czech MOD. |

The article is closed by the explanation of the role of the experiment in the decision making process under the uncertainty in the complex environment. |

(LIX.): 53-69 | DOI: 10.3849/2336-2995.27.2018.02.53-70 The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime. |

(LIX.): 71-81 | DOI: 10.3849/2336-2995.27.2018.02.71-82 The article analyses activities of geographical support in missions abroad. The proposals for adjustment of processes and equipment during a preparation phase of perspective deployment of mobile geographic support unit were created on a basis of author's knowledge and experience, studies of documents and a discussion of participants in missions. The ISAF mission (currently Resolute Support mission) represents a model on which a future form of geographic support of national contingents in missions abroad is being developed. The brought up results represent a recommendation for further development of geospatial support of AČR in missions. The main conclusion is defining a need of position for a geographer within a mid-sized contingent and at a same time making use of a new mobile geographic set GeMoZ-C, which already complies with a majority of mentioned remarks. |

Institutionalisation of the Analytical Support Function to Ensure Credibility of Defence Management - Canada, Norway, Sweden and NATO Case StudyReviewed - ReviewJosef ProcházkaVojenské rozhledy / Czech Military Review Nr. (LVIII.): 3-22 | DOI: 10.3849/2336-2995.26.2017.05.003-022 The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence. |

It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |

The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners. |

(LVIII.): 79-97 When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. The reluktance to "complicate the situation" in training may have different causes, but the continuing importance of CBRN defence is indisputable. The article discusses probable commander questions related to the effective management of subordinate units in a contaminated environments. Their answering can help to successfully fulfill defined combat tasks that have been disrupted by the use of enemy weapons of mass destruction, improvised devices containing highly toxic substances, or leakage of industrial hazardous substances into the environment. |

(LVIII.): 99-118 This paper provides an introduction to the quantum radars that can cause a revolution in the modern warfare in the near future. The goal of the paper is to present basic principles of quantum radars without deep knowledge of quantum mechanics, where its properties and phenomena important for the quantum radar will be outlined. After the physics introduction, the three basic designs of how the quantum radar could work will be presented as well as their advantages. In more details, the main benefits of quantum radars including higher quantum radar cross section and more difficult jamming and localization will be discussed. Next, the state-of-the-art research, the important technologies for quantum radar and its other applications will be commented. Finally, the time scale of the first prototypes and the role of the quantum electronic warfare will be discussed. |

Four scenarios as another source of identified tasks were created and used to describe possible situations requiring cyber defence capabilities. The presented analysis is a prerequisite for specifying required capabilities, and a proposal how to assign roles, responsibilities and required capabilities. |

(LVIII.): 73-88 | DOI: 10.3849/2336-2995.26.2017.02.073-088 The issue of terrorism is becoming increasingly important on the level of social, economic, political and security. The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight. |

(LVIII.): 89-105 | DOI: 10.3849/2336-2995.26.2017.02.089-105 In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s. |

In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition |

Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation. |

Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state. |

(LVII.): 18-48 | DOI: 10.3849/2336-2995.25.2016.05.018-048 The contemporaneous security environment is more diverse, dynamic, interconnected and far less predictable than ever. As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |
