Ing. Miroslav Jurenka

Vojenské rozhledy / Czech Military Review Nr. 4/2006, Vol. XV. (XLVII.): 31-33

Security system is an institutional frame for the creation and implementation of Czech security policy. It is closely tied with NATO, the EU, and other international institutions, which enables its compatibility and interoperability within European security systems. The Czech government prepared The Concept of Security System of the Czech Republic that put emphasis on its effectivity and simplified cooperation and coordination among individual components of security structures. The concept was based upon the analysis of Czech security system, covering events after 11/9 2001, NATO Summit 2002, the Floods 2002, etc. Presented principles of the optimalization of current security system of the CR incorporate key proposals of legislative character that ought to be processed in two years; partial measures will be implemented step by step. The author proposes to incorporate mentioned steps into amendments to defence and recruitment laws, laws dealing with emergency or crisis situations. Such amendments are to be offered till the end of 2007.

Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred.

Pplk. Ing. Bohuslav Pernica, Ph.D., plk. gšt. Ing. Jaromír Zůna, MSc.

Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 43-48

The article elaborates local conditions that lead to the fundamental changes in recruitment and preparation system of new army officers. Traditionally, new career officers used to be graduates from military colleges (since 2004 University of Defence). Due to the changes aroused by the transition from conscription to all volunteer forces, Czech military is experiencing increased internal and external pressures on this traditional models of recruitment and preparation. At present, the most visible outcome of this development is severe shortage of junior officers. The combination of internal and external factors (competitive civilian job market) brings the need for expansion of the traditional recruitment models. One of the most promising ways of manning appears to be recruitment of graduates from civilian universities and their subsequent military training at Military Academy in Vyškov.

Vojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 23-31 | DOI: 10.3849/2336-2995.26.2017.05.023-032

This article deals with the research of the internationalization of conflicts, trying to examine this phenomenon from the theoretical perspective and as a definition. Then the term of internationalization of conflict is conceptualized in order to be applied to a chosen internationalized internal armed conflict. The text also deals with various actors intervening in the internationalized conflict. They are divided into external and internal actors, while their interventions during civil war can be multilateral or unilateral. The concept of the conflict internationalization is also compared with the concept of the proxy war. The closeness of both terms can be confusing for many researchers and their division is one of the important outcomes of this article. There is also a typology of internationalized internal armed conflict types in the text as well as identification of reasons for military actions against a neighbouring state in civil war. At the end, two case studies of Syrian and Yemeni civil wars are introduced to the reader in the framework of the conflict internationalization concept. The text itself is a conference contribution and it has no ambition of bringing new scientific findings and extending knowledge. Rather, it presents a general survey of the examined phenomenon, which can be developed and researched by social sciences based on case studies.

The global security environment brings forward different and surprising challenges for the armed forces, which require a good training and preparation. One way of sorting out the endeavour is using scenarios, the concept used extensively in the military field, the military field being the initiator of this concept. Military scenario development is the subject of this article, which is going to bring some essential characteristics and propose a working option for elaborating a scenario. The final aim is to help military planners have a good working procedure when developing a scenario in order to create a document updated with warfare evolution and operational planning process ready to respond to all risks and threats. The scenario is a way used by military structures at all levels of military art (strategical, operational and tactical) to get in contact with a probable unknown situation, to assimilate it and to sort it out. The article focuses on the scenario development process and proposes stages and activities that should be followed by a joint operational group when tasked with preparing a scenario.

The paper discusses the correlation between methodologies of conflict analysis and dynamics of international security environment and highlights the need to tailor these methodologies to the rapid sequencing of world events. The analytical approach starts with an overview on the general theory of conflict, whereupon the author focuses on the most widely used models of contemporary conflict analysis and summarizes the way they approach the same conflict, namely the recent events in Ukraine, in order to illustrate the advantages and disadvantages of each model. The final part of the paper develops, instead of conclusions, the correlation between the two analysed items and the way in which specific components of the methodologies can be adapted to the development of main characteristics of the international security environment.

Czech Foreign Fighters in the Ukrainian Conflict: Legal Aspects and Propagandist Use

Vojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 71-82 | DOI: 10.3849/2336-2995.26.2017.05.071-082

This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use.

Typology and Analysis of Armed Conflicts

Richard Stojar

Vojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 83-91

The text deals with the conflict analysis and the use of typology within its framework. The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts.

Vojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 101-109

The future security environment through 2035 and beyond will likely be increasingly complex and both present challenges and offer opportunities to NATO military forces. Analysis of the future security environment indicates that forces will likely face challenges that could unfold in an exponentially accelerated and increasingly complex fashion. As trends converge in the future, there are twelve likely instability situations that could reach a threshold requiring the Alliance's use of military forces, including: weapons of mass destruction/effect use, conventional war, escalatory use of force, hybrid war, unconventional war/terrorism, global commons disruption, critical infrastructure attack, cyberattack, governance challenges, endangerment of civilian populations, pandemic disease, and natural/man-made disasters. However, there are also many opportunities that NATO military forces could seize in the future, including building and strengthening relationships, addressing emerging challenges, capitalising on innovative technology and ideas to maintain the military edge, and understanding and influencing the human aspects of conflict. Ultimately, to keep the operational edge today and in the future, NATO joint forces and partners will need to continually evolve, adapt, and innovate to improve their ability to act together comprehensively across all domains to communicate and achieve the political-military objectives of the Alliance.

Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development.

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research.

Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion.
