(LV.): 146-153 | DOI: 10.3849/2336-2995.23.2014.02.146-153 During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

(LIV.): 182-193 | DOI: 10.3849/2336-2995.22.2013.02.182-193 During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

Updating Security Strategy Czech Republic 2011 (Inspirational Power of Security Community)Opinions, controversyPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. What A Commander Needs from System of Education? (Response to an article by Brig.Gen. Zůna and Lt.Col. Pernica in Military Review No. 3, 2010)Opinions, controversyPodplukovník gšt. prof. MUDr. Jan Österreicher, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 80-81 The author, director of military hospital base, reacts favourably to the article mentioned above. He would like to add something from the practical point of military commander. In his unit, there is a deficiency of attested graduated surgeons, whereas there are a lot of graduated nurses, rescue workers, because of a wide offer of civil colleges and universities. They study in their leisure time and thus gain higher educational background. In consequence, his unit does not need graduates from Defence University in Brno. He comes to the conclusion that necessary commissioned officers could be recruited from among ranks of non-commissioned officers or sergeants, by means of additional schooling and scholarships, or by recruiting graduates from civilian colleges and universities. |

Homage to Eightieth Birthday of Miroslav PurkrábekPersonal dataPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 197-201 Had PhDr. Miroslav Purkrábek, CSc. was still alive today, he would be 80 years old. It was on September 8, 2005, that Miroslav Purkrábek, suffered a stroke. This year it has been fi ve years since he died. He was a person who contributed to social sciences on three distinctive fi elds: military sociology, sociology of military health, and sociology of public policy. As a gifted scholar he expected that alongside with disarmament talks and preparing collective defence, especially after the fall of world?s socialist system, that task of the army would shift towards preventive, threatening role. But he even lived to see the moments when military professionals were engaged in real combat, in preemptive conflicts, against non-traditional, assymetric forces of guerrilla character. At the same time he could see that another hypothesis of transition to all professional forces was going be fulfi lled. Unfortunately, the Czech Army was not prepared for this important process, as political and MoD leaders at were occupied by this theme of professionalization only marginally. |
The Current State and Prospects in the Field of Financial Sources Designated for MoD DepartmentInformational pagesIng. Lenka BrizgalováVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 84-97 In fact, financial resources together with human and material resources belong to the category of "defence resources". They hold a special position in defence system as financial resources are the multiplier of other sources, forming background for the effort of military commanders and leaders. This situation is caused by one simple fact: without the existence of financial resources there is no way how to pay for both human and material assets. This study describes present conditions and prospects of economical development in the word, as well as in the Czech Republic, during the period from 2000 to 2009. The article further analyses development of armed forces financial requirements, funding trends, and identifies factors that are going to determinate future military expenditures. |
Scientific Support of Strategical Decision-Making not only in Department of DefenceOpinions, controversyIng. Vlastimil Galatík, CSc., doc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 82-87 The article is a polemical expression of authors' opinion over this problem. It is related to the orientation of society, political coalitions, and single states towards higher goals. If we admit that the sustainable development of society is the base for securing a peace and stability, then we can state that the question of security or consecutively country defence cover problems of the whole social system, subsystems and system elements. Strategical decision-making ought to be the highest priority in our society. It is indisputable that such decisionmaking deserves scientifi c support. At the end of this article the authors propose a short algorithmic program for Czech military strategy that is planned for the year 2014 and the concept of Czech army development planned for 2015. |

(LI.): 126-132 The idea of this enquiry into Czech Army logistics was to prove that even under hard conditions originated in permanently changing army concepts, the army logistics still keeps its high standard and responsibility. The funding ought to be more economical. The article is backed by a longterm study and observation of logistics development in defence sector. |
Human Capital Theory and Problem of Optimisation of Labour Cost in Armed ForcesReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 45-50 Human capital refers to the stock of skills and knowledge embodied in the ability to perform labor so as to produce economic value. The article deals with a practical application of this theory into armed forces. The core of its application is wage motivation of a soldier to leave military service if his/her salary is not increasing. The problem is explained by comparison between the age structure of UK Army and Czech Armed Forces. The age structure of UK Army is shaped by the career scheme selecting majority of soldiers out of service before their age of 40. By way of this selection, labour cost is automatically optimised. It is a proof of impact of human capital theory on armed forces that is usually ignored in Czech Forces. The author hopes that poor economic situation in our country ironically helps to optimise Czech army structure. |
Cyberspace as a "Fifth Domain"?Reviewed - ReviewMgr. Martin Bastl, Ph.D., Zuzana GruberováVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. Armament of Mechanized Force: Keeping on BVP-2 and the Vision of DevelopmentReviewed - ReviewNadporučík Mgr. et Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |
