(LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |

(LV.): 50-80 | DOI: 10.3849/2336-2995.23.2014.01.050-080 This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

(LIV.): 3-14 The White Paper on Defence was approved by the Government of the Czech Republic on 18 May 2011. The article describes a circumstances of the document development and its substance and role in the family of the defence strategic documents. In addition, the article highlights some important measures of the White Paper that has been implemented in practice. The author who was a member of the committee, responsible for development, and an editor of the White Paper, responds to some voices, claiming that the document has not come up to expectations and it is not usable for the future of the Czech Armed Forces. The author presents his lessons learned from the development and implementation of the document and describes some recommendations for the future. |

Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

(LII.): 186-189 He graduated from Political and Social University and the Philosophical Faculty, Charles University Prague. From 1950 till 1970 he served in the army, he became a member of editorial staff of military magazine A-revue. After the invasion of Warsaw Pact to the former Czechoslovakia, he was separated from the Army. First, he worked as a storeman, later as an instructor in the Central House of Pioneers and Youth. After 1990 he was legally rehabilitated, promoted to the rank of retired colonel and became an advisor to Deputy Defence Minister for Social and Humanitarian Affairs. At this time he laid down foundation of Military Chaplaincy in the Army of the Czech Republic. After leaving defence department, he became a pedagogue at the Catholic Theological Faculty and cooperated with the Faculty of Social Sciences, Charles University. |

It is a work of enduring value and listing relevance, this book is both a classic account of the application of powerful ideas to the problem of managing the U.S. Ministry of Defence (DoD) and a cautionary history of the controversies inspired by that successful effort ...206 Defence secretary Robert S. Namara's device was a new system for allocation defence resources, the Planning, Programming, and Budgeting System (PPBS). Most of those decisions are taken as bedrock defence policy today, and the methods have become embedded ad the DoD's approach to defining and resolving issues. According to the author of this article, this book ought to be the inspiration even for our Ministry of Defence in its effort to save restricted means and at the same time to increase Czech military capabilities. |

The command and control area is nowadays under the constant impact of the influx of information technology, as well as it is affected by the changes in the contemporary security environment. This article is dedicated to the military, its history, and its contributions to current military operations. It provides an attempt to specify terms "command and control" in both general and military levels. Finally, it provides clarification of the terminology within command and control systems, as their terminology has been changing. In a simple way, the C2 could be characterized as the execution of authority by the commander, via communication and information systems, with the use of current standard operational procedures, under present laws and rules, to act in the interest of forces to meet assigned orders and intentions. |

(LII.): 30-37 Taking into account the prepared 2011 Security Strategy and the White Paper on Defence in our country, due attention ought to be paid to political ambitions and economy influence of emerging actors, both world and regional. In ten or twenty years to come we shall face basic transformation of international system. Today, there are four main global power centres: North America (United States, Canada), the European Union, China and Japan. The author of this study concentrates predominantly on their economy strength that is also a base of all sources spent on armed forces. Among emerging powers belongs above all India, regional power in South Asia, Brazil in Latin America, followed by Indonesia, Turkey, and Mexico. They together cover 52 per cent of word's economy production. Different interests give rise to various disputes, but they are able to act cohesively against e.g. decisions by G-20. Among other's the article is accompanied by the table comparing military powers of the USA and Russia. |

In military, they are used within the armed forces, usually by means of electronic equipment, including communications security equipment, organic to the tactical forces. They are implemented in integrated surrounding NEC (Network Enabled Capability) by means of widening and updating field communication system of the AČR. NEC together with other key operational capacities will enable to change information power into higher operational effectivity and strength of Czech armed forces. |

(LII.): 137-143 Prof. Dr. Štefan Volner, CSc., is a very diligent and prolific author. He is the author of many monographs, books, papers and articles in the field of security and defence policy published worldwide. Now we have his latest two books: Security of Mankind (Bezpečnosť ĺudstva) and Security for the 21st Century (Bezpečnosť 21. storočí). In the former one, he comes out of a broad concept of security. Dr. Volner regards the theory of securitization as a lingual and socially determined construct, and so does analyses of security topics. The purpose of his first monograph is to familiarize experts and students with new theoretical concepts, ideas, methodological approaches and paradigms. The latter monograph has a classical structure tied with security studies; it contains theoretical fundaments, dealing with global risks and classifies wars of 21st century. He regards human security as a multifaceted phenomenon, at macro- and micro- levels. |

(LI.): 101-113 The article deals with persistent problems of Czech military policy within 1993-2009, its achievements and failures. A new managerial concept, system planning, programming and budgeting, which superseded a communist central control, was not implemented fully because of governance instability. The office of Defence Minister was held by 11 persons within 1993-2009 (Czech Republic). Among others, it aroused the return of a concept of central planning in 2004, which was not successful, because it was not supported by institutions outside the MoD. The authors propose more transparency in military matters and better cooperation with academic community to prevent the repetition of concepts supporting short-term goals instead of long-term visions. |

The Current Automated Fire Control System of Artillery Regt ASPRO and the Concept of its Further DevelopmentMilitary professionalNpor. Ing. (XLVIII.): 182-186 Michal Sorbaňa, Ph.D. The article deals with contemporary conditions of automated Fire Control System called ASPRO which was introduced into the ACR in the late 90s. It is a classical computer network of enforced computers with commercial operational system Windows 95, with special applications for command, control, communication, intelligence at the level of artillery regiment. It is the so-called C3I system that is divided into three program modifications designated for individual components ASPRO system: Artillery Tactical Computer, FO Tactical Computer, Gun Tactical Computer, and Meteo Tactical Computer. The connections and ties among individual elements of system are depicted on several detailed charts and schemes. The issue was discussed at the Artillery Conference in January 2007; the visions of ASPRO support to mechanized units were presented by the Chief of Joint Force Artillery. (LV.): 40-50 | DOI: 10.3849/1210-3292.23.2014.04.040-050 The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

(LV.): 51-62 | DOI: 10.3849/2336-2995.23.2014.04.051-062 The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts. |

Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

The article proposes changes in furnishing soldiers, so that they would take into account their individual occupational specialities and predominant types of used military uniforms. Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations. |

(LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit. |
