The "Women, Peace and Security" Agenda and Integrating Gender Perspective in the Environment of the Armed Forces of the Slovak RepublicReviewed - ResearchMária BlehováVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 96-110 | DOI: 10.3849/2336-2995.32.2023.03.096-110 The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research. |
Do Economic Determinants Affect the Size of Military Spending?Reviewed - ResearchLenka Brigzalová, Vojtěch Müllner, Jakub Odehnal, Jiří NeubauerVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 63-83 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |
Relevance of Transactional Leadership in Czech Armed Forces: Case of Military StudentsReviewed - ResearchJakub Stříbrný, František Milichovský, Veronika Koleňáková, Lenka ČadováVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. Typology and Analysis of Armed ConflictsNonreviewed - OtherRichard StojarVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 83-91 The text deals with the conflict analysis and the use of typology within its framework. The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts. |
Analysis of NATO and EU Approaches to Capability Planning ProcessReviewed - ReviewIng. Zdeněk Petráš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. (LVIII.): 3-21 | DOI: 10.3849/2336-2995.26.2017.01.003-021 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

Analysis of Approaches of Selected NATO and EU Countries to Defence Planning and Capability PlanningReviewed - Reviewplk. gšt. Ing. Zdeněk PETRÁŠVojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 3-19 | DOI: 10.3849/2336-2995.25.2016.04.003-019 The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |
Economic Aspects of Passenger Vehicles Operation in Defence SectorNonreviewed - OtherJiří Camfrla, Blanka AdámkováVojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. (LVIII.): 89-108 The article deals with economical aspects of operation of the military vehicles designated for the transport of persons in the competence of the defence department. However, the lack of monitoring of the total costs of operating vehicle use all cars unevenly, and fleet renewal is realized in low volumes. Although the data in the article are reported to and including 2015, evaluated the development and evolution of this trend persists until today. |
Methods of Strategic Analysis Used by Strategic Documents Processing in the Ministry of DefenceReviewMonika Grasseová-Motyčková, Jiří RichterVojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 61-81 | DOI: 10.3849/2336-2995.25.2016.05.061-081 The most frequently used methods during strategic documents processing at the Ministry of Defence are group discussion, brainstorming, discussion and analysis of stakeholders. SWOT analysis and other methods are represented in less than a fifth of cases. The research results show that some methods are used in methodologically wrong way, meanwhile, the most common method used is intuition based on experience. Implementation of strategic analysis usually encounters at the Ministry of Defence a lot of barriers. The article describes the results of research in this area and presents some recommendations for improvement, particularly synergistic use of methods called multi-methodology. |
Utilization of Selected Methods of Strategic Analysis in Key Documents of The Czech Ministry of DefenceReviewed - Researchplk. Ing. Josef Melichar, Ing. Miroslav Mašlej, Ph.D., Ing. Alena Šafrová-Drášilová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |
The Modern War Veteran: Identifying Needs, Problems and Risky FactorsReviewedMarcela Trávníčková, Jitka Laštovková, Benjamin Petruželka, Miroslav BartákVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 70-90 | DOI: 10.3849/2336-2995.33.2024.04.070-090 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |

Scenario-based Planning of State Material Reserves: Case Study of LatviaReviewed - ReviewJan StejskalVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 74-92 | DOI: 10.3849/2336-2995.30.2021.04.074-092 The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia's security policy circumstances. |
The Role of Discursive Behavior in the Colombian ConflictReviewed - ReviewMilan ŠkolníkVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 102-115 | DOI: 10.3849/2336-2995.29.2020.01.102-115 One of the longest conflicts in Latin-American history ended in 2016 when then Colombian President Juan Manuel Santos signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest guerrilla movement in Colombia. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing. |
NATO, 2% to Defense, 20% to Equipment: Cumulative Nature of Military Spending and the Role of the Economic PerformanceReviewed - ResearchJan KofroňVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 27-43 | DOI: 10.3849/2336-2995.33.2024.03.027-043 Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor. |
Evaluation of the Annual Physical Training Examination and Possible Suggestions for Change in the Endurance Discipline of RunningReviewed - ResearchJiří Néma, Petr Lašák, Libor Wawrzacz, Vladimír PavlíkVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 91-109 | DOI: 10.3849/2336-2995.33.2024.03.091-109 The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper. |
Proposal of Legal Status of the Expert Valuation Institute Objectifying the Acquisition ProcessReviewed - ResearchJan Hak, Pavel Foltin, Dagmar Pospíšilová, Karel PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 97-115 | DOI: 10.3849/2336-2995.33.2024.02.097-115 The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis. |
Development of the Czech Armed Forces Doctrinal FrameworkReviewed - ResearchPavel Žižka, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 3-20 | DOI: 10.3849/2336-2995.33.2024.01.003-020 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |
