Approaches to Scenario DevelopmentReviewed - ReviewJan GirethVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 15-24 | DOI: 10.3849/2336-2995.27.2018.03.015-024 The article deals with the issue of methodological approach to scenario development. This paper describes the methods and techniques used in scenarios development both in civilian sphere and within NATO and the EU, with an emphasis on their role in the military capability development process of the armed forces. The article defines the usual scenario construction process and describes the location and differences of generic and specific planning situations. In addition, the principles necessary to create quality scenarios are described here. The conclusion of the article deals with proposals focused on the elaboration of a methodology for scenario building in the Czech Armed Forces as part of the project "Strategic Alternatives to the Construction and Development of the Czech Armed Forces", which is being elaborated at the Center for Security and Military and Strategic Studies of the University of Defense in Brno. |

Militaries regularly go into conflicts with operational concepts that are not relevant in the face of the enemy and his plans. The authors propose a way to reduce uncertainty and rapidly check, then adapt, the operational concept - designed learning operations at the beginning of campaigns. These relatively small operations will create friction with the enemy, giving learning teams crucial information to assess their operational concepts. Learning operations offer conventional militaries a way to maximize their advantages over sub-state enemies, by concentrating learning at the outset of the fight and adapting first. |

Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation. |

(LIX.): 141-153 | DOI: 10.3849/2336-2995.27.2018.03.141-153 The article deals with the mental strain, as subjectively perceived by Czech soldiers and their families in the course of and after return from international missions. The research part was processed based on nine in-depth interviews with soldiers with different experiences from foreign missions. The data were processed with the help of grounded theory. The results showed that the involvement in missions is mainly positively assessed, primarily thanks to professional development. The operations bring specific stressors; additionally to critical situations, there is primarily the stress related to separation from the family and the cabin fever. The soldiers cope with the stressors thanks to the contact with their families, thanks to a good team, leisure time activities and support from the chaplain or the psychologist. The duration of the adaptation stage after the mission varies very much. It includes problems with restoring contact with the children and adapting to routine life, as well as the envy of surrounding people, considered by the soldiers a "Czech particularity", caused by low positive publicity of the Czech army. |

It is anchored by the experiment explanation in the NATO context paying special attention to the capability development. Basic principles and terminology of design, execution and analysis is discussed in the following part employing 5W approach. The main focus is aimed at the experiments' examples from the NATO and Nations environment. The article is closed by the explanation of the role of the experiment in the decision making process under the uncertainty in the complex environment. |

(LIX.): 95-108 | DOI: 10.3849/2336-2995.27.2018.02.95-108 Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

(LIX.): 45-67 | DOI: 10.3849/2336-2995.27.2018.01.45-68 The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |

This approach is considered as a very important in terms of possible responses to the challenges having impact on current and future security environment. Respective parts of this article describe the military causes and related historical consequences based on which the mentioned command philosophy had been constructed. The relevant parts describe basic principles of Auftragstaktik, developed and implemented by Prussian and later on by German military leaders which aim is to emphasize centralized intent and dispersed execution through disciplined initiative. |

(LIX.): 85-105 | DOI: 10.3849/2336-2995.27.2018.01.85-106 Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance. |

(LVIII.): 3-22 | DOI: 10.3849/2336-2995.26.2017.05.003-022 The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence. |

As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |

The article proposes changes in furnishing soldiers, so that they would take into account their individual occupational specialities and predominant types of used military uniforms. Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations. |

(L.): 129-138 The purpose of this study is to analyse system of economic control at a level of expense institution of the ACR in comparison with theoretical approaches and experiences of civilian company economics and the practice of NATO armies. The author wants to postulate necessary prerequisites widening the space for rationale economy behaviour and decision-making of leading army management. He creates an economic model constituting methods, proceedings, tools of economic control in all phases of budgeting and accounting processes, behaviour of the whole economic system of defence department. The case study is based upon the presentation delivered at the international conference on economy, logistics and ecology in armed forces taking place at IDET 2009 trade fair. Proposed methods should be used for sources allocation, value based management costing transparency, resulting in saving sources and increasing personal responsibility. |

One way of sorting out the endeavour is using scenarios, the concept used extensively in the military field, the military field being the initiator of this concept. Military scenario development is the subject of this article, which is going to bring some essential characteristics and propose a working option for elaborating a scenario. The final aim is to help military planners have a good working procedure when developing a scenario in order to create a document updated with warfare evolution and operational planning process ready to respond to all risks and threats. The scenario is a way used by military structures at all levels of military art (strategical, operational and tactical) to get in contact with a probable unknown situation, to assimilate it and to sort it out. The article focuses on the scenario development process and proposes stages and activities that should be followed by a joint operational group when tasked with preparing a scenario. |

(LVIII.): 41-59 | DOI: 10.3849/2336-2995.26.2017.05.041-060 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |
Czech Foreign Fighters in the Ukrainian Conflict: Legal Aspects and Propagandist UseReviewed - ReviewMiroslav MarešVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 71-82 | DOI: 10.3849/2336-2995.26.2017.05.071-082 This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use. |

It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |

(LVIII.): 99-118 This paper provides an introduction to the quantum radars that can cause a revolution in the modern warfare in the near future. The goal of the paper is to present basic principles of quantum radars without deep knowledge of quantum mechanics, where its properties and phenomena important for the quantum radar will be outlined. After the physics introduction, the three basic designs of how the quantum radar could work will be presented as well as their advantages. In more details, the main benefits of quantum radars including higher quantum radar cross section and more difficult jamming and localization will be discussed. Next, the state-of-the-art research, the important technologies for quantum radar and its other applications will be commented. Finally, the time scale of the first prototypes and the role of the quantum electronic warfare will be discussed. |

(LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |

Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. (LVIII.): 3-21 | DOI: 10.3849/2336-2995.26.2017.01.003-021 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation. |

Based on the broad definition of the objectives of social work in an international context reflects the current status of social work with military personnel in an Armed Forces in the past 25 years. On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined. |

This is defined as a set of diplomatic activities executed by the representatives of a defence department, primarily focused on implementing the military and security interests of the state. The analysis results in the statement that arms trade management is applicable to the scope of military diplomacy, especially as military and security interests are typically pursued by the state in this type of diplomatic activity. The study also uncovers the relevance of the engagement of military diplomats as a special category of diplomatic representatives of the state in the field |
Methods of Strategic Analysis Used by Strategic Documents Processing in the Ministry of DefenceReviewMonika Grasseová-Motyčková, Jiří RichterVojenské rozhledy / Czech Military Review Nr. (LVII.): 61-81 | DOI: 10.3849/2336-2995.25.2016.05.061-081 The most frequently used methods during strategic documents processing at the Ministry of Defence are group discussion, brainstorming, discussion and analysis of stakeholders. SWOT analysis and other methods are represented in less than a fifth of cases. The research results show that some methods are used in methodologically wrong way, meanwhile, the most common method used is intuition based on experience. Implementation of strategic analysis usually encounters at the Ministry of Defence a lot of barriers. The article describes the results of research in this area and presents some recommendations for improvement, particularly synergistic use of methods called multi-methodology. |

(LVII.): 104-123 | DOI: 10.3849/2336-2995.25.2016.05.104-122 Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion. |

(LVII.): 3-19 | DOI: 10.3849/2336-2995.25.2016.04.003-019 The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |
