The article attempts to review the genesis and development of the security concept by presenting related and fundamental concepts, related and synonymous terms of the term "security", and various levels of security. The authors try to briefly describe the problem, which is reflected in a number of Bulgarian and international scientific and legislative sources, and which reflects the research purpose of the presented work. |

(LXII.): 123-140 | DOI: 10.3849/2336-2995.30.2021.04.123-140 The paper analyses differences in remuneration of professional soldiers in the Czech Republic and the Slovak Republic between 1999 and 2020. This structural analysis focuses on changes in respective remuneration systems and their design. Results of the presented research enable to identify differences in the development of remuneration of professional soldiers after the split of the Czechoslovak Federation in 1993. The paper submits development of the amounts of salary for selected military ranks, their comparison and relation to general trends in domestic labor market and relation to average costs of living in respective countries. Between 2016 and 2019, salaries of professional soldiers grew higher in the Czech Republic than in the Slovak Republic, in 2020, the pay gap is already narrowing. |

(LXII.): 154-167 This article looks at the operation of the Armed Forces of the Slovak Republic in Cyprus within the UNFICYP peacekeeping operation. It presents the basic legal framework for the operation of the Armed Forces of the Slovak Republic in this peacekeeping operation and maps the progress of the peacekeeping operation and the fulfilment of tasks by its members. The aim of the research was to evaluate the current approach of the Slovak Republic to UN operations with an emphasis on addressing the security situation at Cyprus. At the same time, the article points to the important role of the Slovak Republic in the UNFICYP peacekeeping operation after it took over responsibility for the entire Sector 4 in 2018. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

Therefore, this research paper aims to highlight the potential uses of Artificial Intelligence in the military operations carried out by the Land Forces. In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI's contributions in optimizing commander's decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study. |

The aim of the article is to present the potential of the concept of security sector reform as a NATO tool for prevention and resolution of internal conflicts on the real example of the deployed military advisory team of the Armed Forces of the Slovak Republic to the ISAF operation in Afghanistan. The authors focus on the orientation in the topic and correlation and causal anchoring of the topic in the introduction and the first part of the article. The second part presents the initial situation of the deployment of the Slovak advisory team in the ISAF operation. The third part and the discussion summarize lessons identified from the deployment of the advisory teams of the Armed Forces of the Slovak Republic. It also illustrates the conceptual framework, conditions and axioms for optimal and effective security force assistance within the efforts of the security sector reform as an important part of the stabilization and reconstruction concept. |

It was elaborated by US intelligence officer Colonel Ulius Louis Amoss. It is used by various insurgent actors and it is researched within the context of insurgency and counterinsurgency and interconnected issues (extremism, terrorism etc). The author of this contribution deals with the development tendencies and with the strengths and weaknesses of this strategy (including the derived concepts as "leaderless Jihad" etc.). Its adaptation in the era of modern political and hybrid warfare is explained. Challenges for successful countering from the point of view of security architecture (intelligence and law enforcement agencies, army, non-.state actors) are discussed. |

(LXI.): 51-70 | DOI: 10.3849/2336-2995.29.2020.01.051-070 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |

(LVIII.): 61-70 | DOI: 10.3849/2336-2995.26.2017.05.061-070 The paper discusses the correlation between methodologies of conflict analysis and dynamics of international security environment and highlights the need to tailor these methodologies to the rapid sequencing of world events. The analytical approach starts with an overview on the general theory of conflict, whereupon the author focuses on the most widely used models of contemporary conflict analysis and summarizes the way they approach the same conflict, namely the recent events in Ukraine, in order to illustrate the advantages and disadvantages of each model. The final part of the paper develops, instead of conclusions, the correlation between the two analysed items and the way in which specific components of the methodologies can be adapted to the development of main characteristics of the international security environment. |

At the macro-level the paper analyzes geographical spread of the conflict and its key quantitative characteristics (numbers of fatalities stemming from different types of incidents). At the micro-level it focuses on Malian region Mopti. At this level the paper analyzes geographical distribution of various incidents and the interaction of the key armed groups operating within the region. |

(LXI.): 105-117 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. |

In fact, motivation is the force behind doing something, including the desire, the need, the energy, and the actual doing of it. It is a combination of various factors. Motivations vary so much. In formal descriptions of the socio-educational model of language acquisition (Gardner), we define the whole class of variables as the social milieu. Individual differences regarded as the most eminent are as follows: intelligence, aptitude to learn foreign language, last but not least, and the pressure from social surrounding. Nowadays, the concept of integrative motivation is often referred to (Dorneyi) in discussions about the learning of another language. The present-day concept is drawn from real life, from social interactions that force a man to overcome his language barrier (Finegan). Instrumental motivation means better university/working rating, better financial reward (Sansone, Harackiewicz, Intrinsic and Extrinsic Motivation: The Search for Optimal Motivation and Performance). In spite of mentioned differences, motivation and successful acquisition of foreign language represent a complex outlet that could be tested and evaluated. |

(XLVIII.): 95-105 EU Battle Group CZE/SVK was formed as the part of a long-term strategy to turn the Czech Army from static defence, garrison force, to mobile, expeditionary formations capable to participate in EU common security and defence policy operations. In June 2003, the first EU autonomous military crisis management operation Artermis was launched. It successfully demonstrated EU ability to operate with quite a small Interim Emergency Multinational Force (IEMF) in a highly hostile environment. The IEMF, dispatched 6,500 km from Brussels, operated under the UNSC mandate, in cooperation with UN forces (MONUC) in the Ituri District, Democratic Republic of the Congo. Operation Artermis demonstrated the need for further development of rapid response capabilities. Subsequently, it has become a reference model for the development of Battle Groups, with rapid response capability. Lessons learned are valuable for Czech army planners being involved in force planning, or building the first EU Battle Group CZE/SVK. (LX.): 78-93 Is Georgia's integration into the North Atlantic Treaty Organization (NATO) security structures leading to assured full membership? Ever since gaining independence in 1990, Georgia has tried to free itself from Russian influence, focusing on becoming a member of NATO. However, the Georgian journey to NATO is complicated by the country's internal political situation and external relations with Russia. Georgian internal conflicts with breakaway territories supported by Russia led to the Russian invasion into Georgian territory in 2008. Russia suppresses Georgian efforts to join NATO, considers the South Caucasus to be a strategic sphere of interest, and intends to exercise its influence there. Nevertheless, the current Georgian government continues to pursue NATO membership. Key determinants for any invitation to new members are whether their admission to NATO will strengthen the alliance, further the basic objective of NATO enlargement , and increase security and stability across Europe. |

(LX.): 55-70 | DOI: 10.3849/2336-2995.28.2019.03.055-070 The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components. |

(LX.): 20-37 | DOI: 10.3849/2336-2995.28.2019.02.020-037 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |

Discord at Home, Discord in the World: Is Turkey, NATO's Eastern Frontier, Sustainably Stable and Peaceful?Reviewed - ReviewVladimír BízikVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 49-63 | DOI: 10.3849/2336-2995.27.2018.04.049-063 The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict. |

The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education. |

The basic classifications and prognosis typologies are mentioned as well. Particular phases of prognosis making are described too. For the Czech security community the prognosis making has an important potential whose outcomes (of particular surveys) should be manifest in following years. This text has only tried to outline selected methods and techniques for their potential application. |

The article describes the genesis of PESCO and explains its functioning, including its legal framework, objectives, the role of the main actors and the dynamics of the whole process. The purpose of the article is to demonstrate the scope and strength of the more binding commitments that the participating Member States have decided to fulfil in the name of strengthening Europe's defence under the umbrella of the Common Security and Defence Policy. |

(LIX.): 105-119 | DOI: 10.3849/2336-2995.27.2018.04.105-119 The retraining courses of the Ministry of Defence aim to prepare soldiers for the civilian environment and to enable them to acquire the knowledge and skills that are applicable in the labour market. In the years 2008-2017 11 605 soldiers of the Czech Armed Forces terminated their service. The application for retraining was submitted by 3 644 persons, of whom 2 769 were retrained. The prevalence of retraining is in technical professions (1 342 persons) and in managerial and business training (832 persons). The research question and the statistical evaluation of the data obtained confirms the hypothesis that most soldiers were not retrained. The results of sociological research carried out among 313 former soldiers of the Czech Armed Forces show that more than three fifths of soldiers did not apply for retraining (64%), especially among higher positions and college graduates, because of no information about the data of termination of service (25%), no need for retraining (20 %) and not completing the retraining course (30 %) mostly because of the refusal of the superiors. The shortcomings of the retraining system of professional soldiers are summarized. |
