Back to the Future: Counterfactuals and Scenarios in Defense Research and PlanningReviewed - ReviewRNDr. Jan Kofroň, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

Various forms and typologies of contemporary terrorism which occurs in different geographical and cultural areas and uses large scale of methods and tactical and strategic approaches are introduced as well.The main goal of this article is to describe psychological aspects of terrorism with the emphasis on the motivation and group dynamics of terrorist organizations. The staircase metaphor which allows thinking about the process of recruitment of terrorists is introduced as well. The article derives especially from theoretical socio-psychological and political findings. |
Border Defense against Infiltration and Guerilla AttacksReviewed - ResearchMichael BátrlaVojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 102-118 | DOI: 10.3849/1210-3292.24.2015.03.102-118 The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense. |

(LVI.): 132-143 | DOI: 10.3849/1210-3292.24.2015.03.132-143 The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit. |

The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors. |

(LVI.): 159-171 | DOI: 10.3849/1210-3292.24.2015.03.159-171 The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities. |
Overview of the Foreign Experience of the Influence of Additive Manufacturing on Development and Deployment of Military TechnologyReviewed - ReviewMgr. (LVI.): 64-71 | DOI: 10.3849/1210-3292.24.2015.02.064-071 The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field. |

It highlights the importance of common training and interoperability amongst participating units. The article derives from NATO written sources, national operational procedures and expert views of interested persons. |

Host Nation Support (HNS) in the Context of International Air Forces Exercises in the Czech RepublicNonreviewed - Othernadporučík Ing. (LVI.): 117-130 The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept. |

(LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |

Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |

One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process. |

In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |

Robertson, Globalization: Social Theory and Global Culture, Albrow, M. The Global Age, and many others. Today's world actors, the U.S., People's China, Russia, India, Iran, are in their roles accompanied by institutions, such as the Unites Nations, European Union, NATO, International Monetary Fund, the World Bank, multinational monopolies, etc. Among key actors also belong established international terrorism, international crime. The common outlet of those megatrends is emerging New Multipolarity, new picture of world's configuration. Among others, at the end, the author calls for good relations with Russia, otherwise we might face energetic crisis (energy aspect of security). |

(XLVIII.): 118-127 The heads of state and government of the member countries of the North Atlantic Alliance met this date in Riga to face the security challenges ofthe 21st century. The summit provided a platform for interaction between the security and defence community in order to discuss the global threats, challenges to the integrity of the world's energy system. It provided a focus on the pragmatic responses to the challenges to global energy supply and system integrity, enhancing energy security across the Euro-Atlantic area. Part of the discussion focused on defining NATO's role in the field of energy security, as part of state economy security. The Czech legislation doesn't know the term of "criticalinfrastructure". But now, the basic predispositions are being laid down for creating relevant regulations in the field of crisis management. It is gratifying to see that newly approved Czech State Energy Concept is not only in harmony with the so-called the Green Paper, "A European Strategy for Sustainable, Competitive and Secure Energy" of 2006, but it its visions of security, independence, and sustainable development of energetics even exceeds the limits set down by the Green Paper. |

(XLVIII.): 3-11 Nowadays we use the term security in a broader sense, covering ecology environment, economic discrepancies between the North and the South, raw material sources, demography, energy. The transfer of economic power from West to East is gathering pace and soon will dramatically change the context for dealing with international challenges - as well as the challenges themselves. Many in the West are already aware of Asia?s growing strength. The author uses data e.g. from The Pentagon?s New Map to demonstrate a cutting-edge approach to globalization that combines security, economic, political, and cultural factors. He predicts and explains the nature of war and peace in the twenty-first century and outlines the role that Western world can and will play in establishing international stability. European governments need to improve their military capabilities and develop their own distinctive approach to warfare. That approach should build on core European military strengths related to post-war stabilization after a military conflict. These approaches include nation-building, peacekeeping and counter-insurgency warfare. |

(XLVIII.): 21-31 Both in our country and the world the wider concept of security is on its way. It influences wide variety of various subjects and objects that create national and coalition strategies. There are many academic branches dealing with various individual aspects of security, but the present day calls for more complex and sophisticated access to security problems. The author proposes to establish a new academy discipline, the so-called security science or securitology, to respond adequately to current security challenges. It would be an interdisciplinary, transdisciplinary, problems oriented "meta-science", associating history, philosophy, social sciences, international politics, axiology, the Arts, law studies, psychology (namely military psychology), demographics, criminology, ethics, environmentalism, geography and so on. To tell the truth, in practice, complex security system is accepted. The author enumerated all relevant institutions in our society, civilian or armed, bodies, authorities, legislative and executive powers that are being involved in predictions, analyses, assessments and responses to possible threats, dangers or perils. |

"Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |

The Assessment of Political Risks in the Selected Countries: Multivariate Statistical MethodsInformational pagesIng. Jakub Odehnal, por. Bc. (LII.): 111-119 The paper deals with the data were obtained from the set of variables published in the International Country Risk Guide. The variables were as follows: Government Stability, Socio-economic Conditions, Investment Profile, Internal Conflict, External Conflict, Corruption, and Military in Politics, Religious Tensions, Law and Order, Ethnic Tensions, Democratic Accountability, Bureaucracy Quality. To analyse the current situation in selected 140 countries, authors employ multivariate statistical techniques. They classify the analysed countries by means of cluster analysis to prove the existence of differentiated groups. The results were evaluated with the help of a dendrogram. The conclusions indicate that traditional NATO member countries achieve above-average values in the selected variables. |
Critical Looks at Hybrid Wars ConceptMilitary artIng. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 33-45 The term "hybrid war" is frequently used today within the military community, but the term does not bring something new in the view of the terminology of the stability operations, comprehensive approach or compound wars. This concept is based on the destructive threats to the military components of international community. It does not help in delimiting reasons of violent confl ict and from that point it is harmful, as it does not explain soldiers why they are fi ghting the "just war", why they should sacrifi ce their lives in confl icts far away from their homeland. We should not use terms of hybrid wars, hybrid confl icts, hybrid enemies or forces. Only "hybrid warfare" could find some legitimacy, but only when used with the correct definition of the conflict typology, backed by the political objectives of the war. Confl icts typology, as used, forms the framework for the mission analysis orientation at all command & control levels and it guides the informational support to the military decision making processes. |

Security tasks are composite problems solving one of main state functions: to guard external and internal security together with principles of civil control. This essay among others aims to explain practicability of the EU's concept of preventive engagement as a tool of implementation of the European Security Strategy, further it describes European concept for crisis management missions in the field of civilian administration supporting security and justice. At the end there are some recommendations for the Czech Republic how to form capacities for EU missions and for the transformation of Czech security sectors. |

(LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. (LV.): 63-74 | DOI: 10.3849/2336-2995.23.2014.04.063-074 Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future. |

In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world. |
