The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements. |

(LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

(LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |

It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |

In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |

One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |

The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory. |

In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established. |

(LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |

It is a different sort of crises; we ought to respond by systems reaction in which the society should response to crisis as a whole. This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. The paper presents results gained from a survey about the knowledge of logistics study models, academic and science projects, in Logistics Department of University of Defence Brno. (LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |

Georgia's position astride the western access route to the Caspian sea's energy reserves and Central Asia give it geopolitical significance. Moreover, Georgia represents exactly what Russia does not want to see on its borders: a country both independent and increasingly democratic. Russian government instead seeks submission, preferably by authoritarian rulers that it can manipulate. In summer 2008, Russia invaded South Ossetia, aimed at locking Georgia out of NATO. Moscow's military operation has far-reaching implications. To leaders in Ukraine and the Baltic states, it sends signals that it seeks to re-establish control in the former Soviet space. How should the West react? The author is a supporter of improving Russia's behaviour by mutual dialogues, negotiations. (XLIX.): 173-175 In February 2008 the Security Forum took place in Slovakian city Banská Bystrica. The collection of 32 presented papers was issued by Matěj Bél University. This review summarizes main ideas of those papers, in a form of cross-section study. The reviewer finds most inspirative Maersheimer?s neorealistic theory of stability, classifying bipolarity above multipolarity, which is reflected in consequent evaluation of security threats. New security threats ask for the transformation of NATO alliance, in the background of political Islam or the recent Russian-Georgian conflict. The contents analysis of presented papers points to main hidden problem lying behind all security questions: whether the U.S. would be able to continue in its role as a world leader, explicitly owing to American economy difficulties, e.g. today?s financial and mortgage crisis. |

(XLIX.): 66-75 The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises. |

Fifth-generation warfare (5GW) will result from the continued shift of political and social loyalties to causes rather than nations. It will be marked by the increasing power of smaller and smaller entities and the explosion of biotechnology. (LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |

They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |

It defines the basic terms and describes the role of the Czech Republic in Islamist strategies. Threats of terrorism and jihadism, extremism and riots, violation of women's rights, including the so-called "honour crimes", and internal clashes within the Muslim community are analyzed. Contemporary situation of the Czech Republic can be characterized mostly as "logistic area" to Islamism. Even thought there is not an eminent danger, the intensity of several Islamist threats could be higher in the future. The primary purpose of this article is to form a basic frame for identification of prospective terrorist attacks by means of extrapolation. |

(LII.): 190-194 In his new book, Geopolitics, its author Štefan Volner examines geopolitical theories as if through the prism of new images. It is in fact a free sequel to his previous books on political science. He puts geopolitics somewhere in between natural and social sciences, which is rather ambivalent attitude, namely in cases of using terms thermodynamics, chaos theory and so on. He mentions names such as Huntington, Brzezinski, Friedman, but surprisingly he pays his attention also to less known - at least in our country - Aleksandr Dugin, as a representative of 'new Eurasianism', a new ideology of present-day Russian 'national patriots'. In the second part of his book, Štefan Volner lays down theoretical and methodical foundations for forming geopolitics as scholarly discipline; the third part of this book is concentrated on the EU. |

The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. (LII.): 66-75 When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating. |

(LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |

(LII.): 20-29 With the running changes in methods of modern operations within NATO framework, there are also changes in demands and tasks in the scope of civil-military operations-CIMIC. They are incorporated in many documents, such as the Comprehensive Political Guidance, New Concept of Civil-Military Cooperation or Field Manual 3-07 Stability Operations. The CIMIC capacities ought to be used for active impact on impending security situation, crisis development, impact implemented more sooner then crises might escalate to conflicts, eventually they could be used to halt the conflicts, in the places where they are a threat to Alliance security. We must create new rules of co-operations between civil and military sections, with the use of Alliance materials, resources and documents from conferences, seminars and field working shops. Today we have also abundant experiences that the Army of the Czech Republic, its CIMIC section, have acquired in preceding ten years. |
