Mental strain of foreign operations as viewed by Czech soldiersReviewed - ReviewAdéla Kunčová, Alena KajanováVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 141-153 | DOI: 10.3849/2336-2995.27.2018.03.141-153 The article deals with the mental strain, as subjectively perceived by Czech soldiers and their families in the course of and after return from international missions. The research part was processed based on nine in-depth interviews with soldiers with different experiences from foreign missions. The data were processed with the help of grounded theory. The results showed that the involvement in missions is mainly positively assessed, primarily thanks to professional development. The operations bring specific stressors; additionally to critical situations, there is primarily the stress related to separation from the family and the cabin fever. The soldiers cope with the stressors thanks to the contact with their families, thanks to a good team, leisure time activities and support from the chaplain or the psychologist. The duration of the adaptation stage after the mission varies very much. It includes problems with restoring contact with the children and adapting to routine life, as well as the envy of surrounding people, considered by the soldiers a "Czech particularity", caused by low positive publicity of the Czech army. |

Analysis of quality of geographic support of foreign operationsReviewed - ReviewJosef RadaVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 71-81 | DOI: 10.3849/2336-2995.27.2018.02.71-82 The article analyses activities of geographical support in missions abroad. The proposals for adjustment of processes and equipment during a preparation phase of perspective deployment of mobile geographic support unit were created on a basis of author's knowledge and experience, studies of documents and a discussion of participants in missions. Combat Use of Light Infantry: Tactics with LMV IvecoReviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 85-105 | DOI: 10.3849/2336-2995.27.2018.01.85-106 Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance. |

From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment ProcessReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |

Methodologic Framework for Military Capability Assessment of Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |
Development and Change of the Concept of Hybrid WarReviewed - ReviewRichard StojarVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |

Utilization of Selected Methods of Strategic Analysis in Key Documents of The Czech Ministry of DefenceReviewed - Researchplk. Ing. Josef Melichar, Ing. Miroslav Mašlej, Ph.D., Ing. Alena Šafrová-Drášilová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 20-34 | DOI: 10.3849/2336-2995.25.2016.04.020-034 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |
