(LIX.): 144-160 The aim of the article is to make the general public acquainted with a new view of the state service issue and to offer the author´s observations and conclusions relating to state service issues. The article briefly explains the public service and defines the relationship between the public service and the state service. It describes the organization of the state service and the entities of service relationships in the Czech Republic. It deals with the employment relationship - its origin, non acceptance for employment relationship and its termination. It presents important milestones of the employment relationship, such as an oath of service, a clerical exam and a service evaluation. It characterizes the state service within the Ministry of Defence, clarifies the role and responsibilities of the Secretary of State within the Ministry of Defence, state employees and other categories of the staff in the service office. |

(LIX.): 141-153 | DOI: 10.3849/2336-2995.27.2018.03.141-153 The article deals with the mental strain, as subjectively perceived by Czech soldiers and their families in the course of and after return from international missions. The research part was processed based on nine in-depth interviews with soldiers with different experiences from foreign missions. The data were processed with the help of grounded theory. The results showed that the involvement in missions is mainly positively assessed, primarily thanks to professional development. The operations bring specific stressors; additionally to critical situations, there is primarily the stress related to separation from the family and the cabin fever. The soldiers cope with the stressors thanks to the contact with their families, thanks to a good team, leisure time activities and support from the chaplain or the psychologist. The duration of the adaptation stage after the mission varies very much. It includes problems with restoring contact with the children and adapting to routine life, as well as the envy of surrounding people, considered by the soldiers a "Czech particularity", caused by low positive publicity of the Czech army. |

(LIX.): 83-94 | DOI: 10.3849/2336-2995.27.2018.02.83-94 The general trend of weight gain, decreasing physical fitness and health complications in the general population is also reflected in the recruitment of new candidates. Their physical readiness is expected to be high. The aim of this study was to verify whether or not the physical condition of the soldiers entering the army during the 2000-2017 test of physical fitness actually deteriorated or not. The results for the assessed period in the monitored parameters indicate that some components of physical fitness are copying the general trend and showing a slight deterioration. Yet, in general, it can not be said that the fitness of new soldiers is declining, as some of its components show a slight increase. |

(LIX.): 95-108 | DOI: 10.3849/2336-2995.27.2018.02.95-108 Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

(LIX.): 45-67 | DOI: 10.3849/2336-2995.27.2018.01.45-68 The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |

It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken. |

(LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |

Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |

Four scenarios as another source of identified tasks were created and used to describe possible situations requiring cyber defence capabilities. The presented analysis is a prerequisite for specifying required capabilities, and a proposal how to assign roles, responsibilities and required capabilities. |

The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight. |

The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state. |

Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level. |

(LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060 The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method. |

The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages. |

Ing. Jaroslav Moravčík. NATO's current operational experience and that from other operations indicates that purely military actions cannot resolve a complex emergency of crisis. The requirement for the military to interact with non-military actors shows a new, more comprehensive approach. In response, NATO's Effect-Based Approach to Operations was highlighted. The four functions of EBAO and their related activities are mutually supportive. The functions are carried out in a continuous, interactive, parallel process and should not be regarded as sequential steps. They are as follows: Knowledge development; Effect-based planning; Effect-based execution; and Engagement space assessment. EBAO recognizes the importance of applying the various instruments available to the Alliance to create overall effects that will lead to crisis resolution. Achieving synergies amongst NATO and non-NATO actors will enable to identify better how it may best harmonize its contribution with other actors involved in a crisis. |

In comparison to preceding conflicts, main reasons for their use have changed significantly - at the present time, children have become highly efficient psychological weapon in battles against the military from developed countries. This may have momentous consequences not only for the given children but also for professional soldiers. Fighting against child soldiers can indisputably affect the soldiers' capability to discharge their duties. Furthermore, they have to cope with many individual moral dilemmas. The article will look into potential moral aspects regarding confrontation between child soldiers and members of professional armed forces. In the following section, training of professional soldiers and preparation of military mission will be explored. Subsequently, weaknesses which are crucial to forestall in the future will be outlined. |

The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon. |

Based on the analysis of the results of structured interviews conducted with extensive amount of the Czech Armed Forces officers, and their generalization, were found discrepancies between the current and required state in the organizational structure of engineer units to provide effective mobility support, and requirements for engineer devices to support mobility in the Czech Armed Forces conditions were formulated. The aim of this article is to present recommendations for inclusion of different types of engineer devices into formed engineer formations for mobility support in relation to the tasks performed within engineer role of mobility support and determine recommendations for the further direction of research in this area. |

The contribution also defines and interprets certain terms (family, household/shared household, close person, child, spouse/partner) at which demonstrates the combination of both legislative branches. It attempts to demonstrate that the laws so called armed legislation, particularly the Professional Soldiers Act is not a world closed on itself, but rather an area that is a part of the unified legal system linked to a number of laws, including Private Law (especially to the CivilCode and Labour Code). |
