This paper is trying to correct such speculations and summarizes available information about the respective unit. |

Is Economic Education of Military Professionals Necessary?Opinions, controversyProf. PhDr. Miroslav Krč, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076 This paper deals with problem of education in a military college on the background of military-economic reality. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |

Missions and Tasks of ACR Logistics Since its Establishment till PresentMilitary professionalProf. Ing. Petr Hajna, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 142-148 The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise. |

Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |

(LIII.): 111-119 | DOI: 10.3849/2336-2995.21.2012.02.111-119 The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |
Operational PlanningMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. Public Sector Economy in Management PracticeMilitary professionalIng. Svatopluk KuncVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity. |
NATO Response ForceMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 46-71 This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. The views expressed in this assessment are those of the author and do not reflect the official policy or position of NATO or EU. |
Forming Security Culture of the European Union (European Security Strategy)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |
The Relative Leverage of Combat PowersMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 74-85 The overall purpose of this paper is to describe the way the Alliance and the also the Czech Army is going to apply the leverage of powers while conducting operations in the future. The article shows in details that the relative combat power analysis requires an assessment of factors either directly or indirectly affecting the potential outcome of the operation. In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. The views expressed in this assessment are those of the author and do not reflect the official policy or position of Alliance or the Czech Ministry of Defence. |
Strong and Week Features of "Responsible Ownership of Technology" ConceptMilitary professionalIng. Marie PoláchováVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 138-144 There is an urgent need to recognize changed priorities and evolve new approaches to non-proliferation and disarmament objectives for a sharper focus on the real and present dangers to international peace and stability. The focus must now shift to more effective monitoring and verification of compliance at various levels. The proposed ROOT system (Responsible Ownership of Technology) might be one of such means to meet above mentioned challenges that could eliminate present-day dangers and contribute to international peace and stability. It is the technology for security in the 21st century. |
A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
