Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

The Change In Global Strategic Balance: Current Status and Trends in Military Power of Selected CountriesReviewed - ReviewIng. (LIV.): 6-28 | DOI: 10.3849/2336-2995.22.2013.01.006-028 The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends. |

War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world. |

(LIV.): 65-75 | DOI: 10.3849/2336-2995.22.2013.01.065-75 In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice. |

Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings. |

It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator. |

The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |

Attention is paid to ensure a common understanding of COA process. The article broadens the vision and offers deep insights for its readers. Moreover, the war game was described as a method of refining or modifying the COA. It has also been emphasized the commander and staff consider each COA advantages and disadvantages. The Czech Army personnel training and preparation should steadily and deliberately bring improvements into the field of operational planning capability within forces´ command levels. In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive. |

This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |

(LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

(LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |

Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |

They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |

(LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |

A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |

Their growing power will precipitate consecutive results-the end of American leading role and coming multiple world. Will it produce world's stability or security threats? The author presents several scenarios. All take note of 9/11 attacks and a possible crash of two form of capitalism, democratic in the West and authoritarian in China and Russia. India has a special position. The economic success of those systems is a great chance for humane rights and civil liberties. World's dominance will be divided among the U.S., China, partly the EU, with strong position of regional powers, India, Japan, Indonesia, Iran, South African Union, Egypt, Brazil, Mexico and others. Russia will lose his superpower position, its internal economic and ethnical problems make it weak, and therefore Russia will attempt to form military coalition with China, which will lead to new world's bipolarity. |

(L.): 65-72 The establishment of nuclear-free zones in various regions covers roughly 110 countries and thus helps to the final aim--freeing of the world of nuclear, biological and chemical arms. Nuclear-free zones are suitable counterpart to other institutions to stop proliferation of nuclear weapons and the threat of its usage: Non-Proliferation Treaty, Biological and Toxin Weapons Convention, Chemical Weapons Convention, Comprehensive Test Ban Treaty. The risk of nuclear proliferation in the Near East is high, the main obstacle lies in different attitudes of key actors to the successive operations: whether to create peaceful arrangement among all involved states as a first step (proposed by Israel), or preferably to renounce atomic weapons (proposed by Arabic countries). The author suggests rethinking security interests in the Near East, to remove deployment of nuclear weapons from military doctrines, to concentrate on soft security to bolster up mutual trust, to create security guarantees and transparency in the region. |

(XLIX.): 3-10 The purpose of this report is to imagine the unthinkable of the worst case scenario for the global future post-modern society. The analysis addresses the main features of global risk society, human suffering, and loss of life from natural catastrophes, man-made catastrophes, economic losses, peak-oilcrises impacts, threat of terrorism, radical Islam, fragile states, etc. Important are the consequences of the end of the Vestfal system and global climate change. There is substantial evidence to indicate that significant global warming will occur during the 21st century. The research suggests that once temperature rises above some threshold, adverse weather conditions could develop relatively abruptly. Drought persists for most of the decade in critical agricultural regions and in the water resource regions for major population centres in Europe. As fertility shrivels, societies get older-and much of Europe are set to get older than any functioning societies have ever been. To avoid collapse, European nations will need to take immigrants at a rate no stable society ever attempted. Europe will be significantly more Islamic. |

(XLIX.): 29-51 This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. (XLIX.): 68-80 The major topic of this article is the problem of radical Islam in the context of contemporary as well as historical development in Europe. In the course of several chapters the author describes basic facts of the modern phenomenon of Islamisation, impending over Europe. His study is supported from several sources, e.g. Gadhafi M., Islam taking over Europe (2006); or reports issued by the Netherlands Security and Intelligence Service (2005); Swiss Country Report on Islamisation (2007), etc. There are over 50 million Muslims in Europe, if Turkey is added to the EU, Europe will have another 50 million Muslims. When terrorism can be considered as a danger, Islam should be considered as a risk to generate such a danger. The democratic state is fully entitled to diagnose any kind of "side effects" as a result of Islamic preaching. This is not judging the religion but its effects on the system. The solution is long-lasting: to support cultural integration, because only a few European Muslims are involved politically, or take part in terrorist attacks. |

(LIII.): 6-11 On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |

Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |
