Vlastimil Galatík, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

The Position of the Russian Federation to Western Military Interventions in 1999-2011Reviewed - ReviewMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |
The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |
Preparation of Military Observers of the Czech Armed Forces before Dispatch for OperationNonreviewed - OtherMjr. Ing. Jan DrozdVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. The lager part of the article is focused on military observers´ general preparation and its subjects and contents. In respective chapters, there are individual items of this training and their implementation explained, partly in the ACR. Finally, the author opens the question of chances to implement some neglected types of military observer's schooling, specific mission training, in-place training, and refresh training. |
Armed Forces Capability TheoryReviewed - ReviewDoc. Ing. Milan Kubeša, CSc., pplk. Ing. Radek Dubec, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 41-51 | DOI: 10.3849/2336-2995.22.2013.03.041-051 The paper presents reflections over the issue of armed forces capabilities. It is a phenomenon much discussed and written earlier, namely from the point of its building, estimation and development. Nevertheless the question is whether practical experiences are backed by theory fundamentals. Now we have a chance to introduce the live theory of quality management [1] into this specific and frequented military problem. The article is a polemic consideration over possibilities of introducing capabilities management into command and control capabilities system in armed forces. |

The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. Preparation of School Youth in the Czech Republic for EmergenciesNonreviewed - ReviewMgr. Libor Kirsch, JUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 168-181 The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |
European Gendarmerie Force - Myths and RealityReviewed - ReviewMgr. Oldřich Krulík, Ph.D., Mgr. Jan TvrdekVojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 182-193 | DOI: 10.3849/2336-2995.22.2013.02.182-193 During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

Threat of CBRN Agents, Biological ClassMilitary professionalIng. Daniel Maršálek, doc. Mgr. Ing. Radomír Ščurek, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 119-130 | DOI: 10.3849/2336-2995.21.2012.03.119-130 This article describes the question of CBRN and their possible abuses in civil aviation. Command and Control in EU OperationsMilitary artPplk. Ing. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 29-51 This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. All information and data for this paper were drawn from unclassified sources. |
NATO Common Funding as a Tool for Cohesion Enhancement and Ability to ActMilitary artIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |
Operational Analysis: Key Capability Supporting Decision-makingMilitary artIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
Military Expenditures and their Evaluation in Selected EU CountriesMilitary professionalIng. Lenka Brizgalová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks. |
Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |
Command and Control as the Ability of CommandersInformational pagesIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |
The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
Neglecting Security is Dangerous: Ways Out of CrisisBook reviewVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 165-167 The global crisis has gravely affected and continues to affect the lives of people around the planet. It is high time to change the paradigm for interpreting the problems of contemporary societies as well as the ensuing governance. In his reviewed book the author Martin Potůček attempts to answer the question what divides and unites our society. He helped us to understand the nature of this crisis and finds our ways out of it. In closing chapter, Key Challenges, he concludes by proposing some desirable directions for further development: to strengthen people's trust in institutions, to oppose to weakening the role of state. He argues against the concept of higher competitiveness of products in market. |
The Organizational Set up of MoD Sector and the Implementation of White Paper IntentionsReviewed - ReviewIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.02.003-016 The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |
Up-to-date Trends and Shifts in Global Security EnvironmentReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
