The article deals with approaches and tasks of education in the field of security and state defence of the Czech Republic. It is based on the legal framework and informs the professional public about the initiative and process of the Ministry of Defence of the Czech Republic and Ministry of Education, Youth and Sports of the Czech Republic in particular area. Preparation of citizens for state defence conception, which was approved by the resolution of the Government of the Czech Republic on the 1st April 2019, reacts to results within the implementation of this Conception adopted in 2013 and reflects an unsatisfactory situation in its realization. It deals with new approaches and tasks of education in the field of security and state defence.

The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science.

The complex security strategy must pay attention not only to outer threats, but also to inner security risks. Social and cultural impacts of globalisation produced even to our country a rise of several extremist right-wing political groups inspired by or following the tenets of Hitler's Nazi Party, referred to as neo-Nazis, because they modify Nazi doctrine and because the original Nazi movement inspires them. Some forms of fascism are also anti-Semitic or xenophobic. On the contrary, Anarchism is a political theory opposed to all forms of government. Anarchists believe that the highest attainment of humanity is the freedom of individuals, unhindered by any form of repression or control. To accept matching strategy, we must know those theories, their international background, as those movements are usually tied with organized crime and terrorism.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

Backed by the current history, the monograph explains different ways in which the USA and the Russian Federation use their power. A large part is devoted to the concepts of strategy and the strategic culture, militarism, mental model or smart power. The attention is focused on Obama´s vision to have a world without nuclear weapons, as well as the Prague treaty for the reduction of strategic nuclear weapons, and Obama's restraint and caution in using military force for achieving political goals. The book analyses strategic and doctrinal documents that constitute a framework of Russian security and foreign policy.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

The Importance of Development Trends Analysis and its Military Implications for Defense Planning

Participation of experts form NATO member and partner countries in security situation development trends together with related military implications is meanwhile the newest mean of member states engagement onto NATO Defence Planning. In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition

Analysis of quality of geographic support of foreign operations

The article analyses activities of geographical support in missions abroad. The proposals for adjustment of processes and equipment during a preparation phase of perspective deployment of mobile geographic support unit were created on a basis of author's knowledge and experience, studies of documents and a discussion of participants in missions. The ISAF mission (currently Resolute Support mission) represents a model on which a future form of geographic support of national contingents in missions abroad is being developed. The brought up results represent a recommendation for further development of geospatial support of AČR in missions. The main conclusion is defining a need of position for a geographer within a mid-sized contingent and at a same time making use of a new mobile geographic set GeMoZ-C, which already complies with a majority of mentioned remarks.

The article deals with the issue of methodological approach to scenario development. This paper describes the methods and techniques used in scenarios development both in civilian sphere and within NATO and the EU, with an emphasis on their role in the military capability development process of the armed forces. The article defines the usual scenario construction process and describes the location and differences of generic and specific planning situations. In addition, the principles necessary to create quality scenarios are described here. The conclusion of the article deals with proposals focused on the elaboration of a methodology for scenario building in the Czech Armed Forces as part of the project "Strategic Alternatives to the Construction and Development of the Czech Armed Forces", which is being elaborated at the Center for Security and Military and Strategic Studies of the University of Defense in Brno.

When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. The reluktance to "complicate the situation" in training may have different causes, but the continuing importance of CBRN defence is indisputable. The article discusses probable commander questions related to the effective management of subordinate units in a contaminated environments. Their answering can help to successfully fulfill defined combat tasks that have been disrupted by the use of enemy weapons of mass destruction, improvised devices containing highly toxic substances, or leakage of industrial hazardous substances into the environment.

The article focuses on the issue of foreign fighters from the Balkan peninsula, and examines the measures that have been taken by governments in the region to combat it. The author asserts that the first ISIS losses and the thinning of the first wave of enthusiastic recruits accompanied with the first disillusioned returnees and changes in public policies and in public discourse (political narrative and narrative of Islamic communities, mass media) caused the unprecedented decline in the number of new recruits.

Comparison of Approaches Towards Electronic Warfare

The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic.

This article deals with the Czech defence industry and its role in the defense policy of the Czech Republic. The basic goal of the text is a short introduction to abilities of the Czech defence industry and answering the question if and how it is able to fulfil the demand of the Czech defence sector for an armament and a military gear. Basic items needed for a military capability of soldiers on a field and the ability to develop and produce them at the Czech territory is mainly examined.

The Preparation of NATO's New Strategic Concept

The article deals with the Declaration on Alliance Security issued in Strasbourg on 4 April 2009. The author enumerates its main items: reform of NATO structures, improving ability to meet the security challenges, strengthening cooperation with other international actors. Today we are facing global threats, such as terrorism, the proliferation of weapons of mass destruction; our security is increasingly tied to that of other regions. Deterrence, based on an appropriate mix of nuclear and conventional capabilities, remains a core element of Alliance overall strategy. NATO will continue to play its part in reinforcing arms control and promoting nuclear and conventional disarmament in accordance with the Nuclear Non-Proliferation Treaty, as well as non-proliferation efforts. The author is a strong supporter of Obama's idea of world without nuclear weapons; he hopes that this notion will be also reflected in preparing NATO strategic concept. They are also further points to be stressed, e.g., a cooperative partnership between NATO and Russia.

This article deals with one of the approaches to command - Mission Command - which can be seen as a dominant command philosophy in NATO nations and especially in the United States. This approach is considered as a very important in terms of possible responses to the challenges having impact on current and future security environment. Respective parts of this article describe the military causes and related historical consequences based on which the mentioned command philosophy had been constructed. The relevant parts describe basic principles of Auftragstaktik, developed and implemented by Prussian and later on by German military leaders which aim is to emphasize centralized intent and dispersed execution through disciplined initiative.

The issue of terrorism is becoming increasingly important on the level of social, economic, political and security. The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight.

The article deals with the experimentation in the military domain. It is anchored by the experiment explanation in the NATO context paying special attention to the capability development. Basic principles and terminology of design, execution and analysis is discussed in the following part employing 5W approach. The main focus is aimed at the experiments' examples from the NATO and Nations environment. The article is closed by the explanation of the role of the experiment in the decision making process under the uncertainty in the complex environment.

The article focuses on confronting the Lebanon's Shiite movement Hezbollah with Israel in the field of energy. The aim of the article is to analyse the importance of energy in strategy of movement Hezbollah generally and specifically in confronting with Israel and motives and methods of the energy strategy of the Hezbollah. The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon.

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S.

This paper is above all a quick piece of information on current problem which could have provoked a large war in the Middle East. And also about a unique operation to resolve it. Syrian chemical weapons used to be a serious threat to the entire Middle East, mainly in the context of the ongoing civil war. This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries.

This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

The article deals with the development of the security system since the November 1989 events. Special attention is paid to the situation near the year 2005, when the last opportunity to update a comprehensive concept of security system occurred. The text deals with the comprehensive management of the security system issue. The authors of the article present key events and strategic documents forming the current shape of the Czech security system. In the final part of article, you can find the proposal of the strategic document management system within the security development system. Article results in the knowledge that the modern security system concept is still challenge for us.
