Career Education Of Military Leaders in the Area of the Lessons LearnedReviewed - ResearchRichard SaibertVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 84-100 The paper is focused on the issue how to develop and strengthen the competencies of military leaders essential for management of the Lessons Learned process in the Czech Armed Forces. The analysis shows that the issue of lessons learned is sufficiently addressed in relevant military documents which provides a foundation for definition of relevant competencies. Questionnaire survey proves that most respondents apply identified competencies related primarily to analysis phase and the verification of lessons identified. The article further presents a study curriculum proposal that can be used as a comprehensive framework for study programs within career education currently provided by the Center for Security and Military Strategic Studies of the University of Defence and the Training Command - Military Academy. |
Optimization of Lessons Learned Process and the Importance of Personnel Development in this DomainReviewed - ReviewJanka Kosecová, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 33-52 | DOI: 10.3849/2336-2995.27.2018.02.33-52 The authors present the results of the research on the Lessons Learned process applied within the Ministry of Defence of the Czech Republic. The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education. |
The Security-Development Nexus in Practice: Lessons Learned from the US Provincial Reconstruction Team in Panjshir in AfghanistanReviewed - ReviewZdeněk RodVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 105-126 The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain. |

(LVII.): 46-60 | DOI: 10.3849/2336-2995.25.2016.03.046-060 The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process. |

(LXII.): 59-74 | DOI: 10.3849/2336-2995.30.2021.03.059-074 The article deals with the issue of application of the European Sectoral Qualifications Framework for Military Officer Profession. Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Lessons learned gained from the levelling were employed in a recent revision of study programs of the career courses organized by the Center for Security and Military Strategic Studies of the University of Defence. |

(LXIII.): 41-62 The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |

Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations. |

(LXV.): 3-20 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |
Enhancing Decision-Making Resilience through Mission Command. Intended as a framework of analysis, it describes the ways in which the involved parties manage warfighting from the perspective of practicing mission command as a method to enhance military effectiveness. Using qualitative methods, combining literature review, critical analysis of relevant resources, comparative analysis and indirect observation, the findings are related to aspects of mission command that are critical for enhancing operational and decision-making resilience, through identifying and examining various situations involving Ukrainian and Russian military forces. From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |

The aim of the article is to present the potential of the concept of security sector reform as a NATO tool for prevention and resolution of internal conflicts on the real example of the deployed military advisory team of the Armed Forces of the Slovak Republic to the ISAF operation in Afghanistan. The authors focus on the orientation in the topic and correlation and causal anchoring of the topic in the introduction and the first part of the article. The second part presents the initial situation of the deployment of the Slovak advisory team in the ISAF operation. The third part and the discussion summarize lessons identified from the deployment of the advisory teams of the Armed Forces of the Slovak Republic. It also illustrates the conceptual framework, conditions and axioms for optimal and effective security force assistance within the efforts of the security sector reform as an important part of the stabilization and reconstruction concept. |

(LXIV.): 155-170 The article presents selected functionalities of intelligence support in the Czech Armed Forces, which are addressed in the context of opportunities and challenges of the future operating environment. Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go. |

Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |

(LXV.): 56-76 Most experts believe that urban operations will gain importance in the future, but even though we have sufficient examples and experience at hand, we still struggle with the development of the necessary skills and capabilities. The resulting gaps are a combination of different tasking and shrinking resources in the past decades, the difficulty of training for and a mere misunderstanding of the urban environment and harmful innovations - we seem to find ourselves always in the beginning. Fighting in isolated "prisms of responsibility" requires flexible task forces with all necessary enablers at hand and well-trained commanders exercising mission command and understanding their role, task, and the purpose of action. Mastering the urban environment on all three levels of movement is a very challenging task and requires focused attention on various aspects, inter-actor interaction and interdisciplinary research and development. The development of a methodology suitable for looking into the hidden aspects and contextualizing them with current activities and future developments is key to capability development. |
The Command Post Exercise "Good Neighbourhood 2010" (CPX GN 2010): Lessons and ExperiencesMilitary artIng. Ladislav Koláček, Ing. Among others, participants of the CPX were representatives of Defence University Brno, National Defence Academy Vienna, Austria, and the Armed Forces Academy, Liptovský Mikuláš, Slovakia. During the exercise, in imaginary region POPRADLAND, there were practiced various basis aspects of forces preparations and engagement that focus on EU Battle Group in Area of Responsibility, explaining forming commander and staff's decision-making process at the level of Battalion Task Force, during operational planning and its engagement in action. At the end the Officer Conducting the Exercise certified that participants in the CPX fulfilled set goals and aims of this exercise sucessfully. The exercise was designated maily for members of Higher and Basic Command and Staff Courses. |

(LXV.): 21-39 The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |

(LXV.): 51-69 This article deals with the use of constructive simulation software in the planning process of military engineer staff personnel. The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |
