Mgr. Petr Zelinka

Vojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 46-60

There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida.

The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. European Army: Utopia or Actual Future? ... or better EU Common Armed Forces

Doc. Ing. Milan Kubeša, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 103-108

The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance.

Jan Eichler: Terrorism and Wars in Era of Globalisation. (Is it possible to prevent wars?)

Book review

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 172-174

The author Jan Eichler works at the Institution of International Relations Prague, so those are the themes he is professionally involved in. His publication deals with security threats and their assessments at the beginning of 21st century. This second edition of his book is amended by several wars taking place since the first edition was released. They were wars between Russia and Georgia 2008-2009, Israel vs. the Palestinians 2008-2009, several conflicts in Africa, Columbia, and Sri Lanka; ISAF operations in Afghanistan; in Iraq the new attitude of the USA towards conflict solution. Somalia represents a typical failed state with warlords, criminal gangs, Somalia and sea piracy is a mutually tied problem the word community was not able to solve. Last but not least, there are dangerous activities of Islamists in North Africa. Even though those mentioned conflicts are only regional, their consequences are global. They therefore need the involvement of international organizations, the EU and the UN respectively.

Al Qai'da Hybridisation in North Africa and its Implication for Europe

Bc. Martin Janků

Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 55-70

The article is focused on issue of hybridisation of Al Qai'da in Islamic Maghreb (AQIM), in North Africa, and its implications for European countries. The process of hybridisation is being conceived as growing nexus and convergence between violent non-state actors, while these processes could be in this case identified mainly in issues of use of kidnappings and secondary also reported involvement of AQIM in regional smuggling, mainly drugs, activities through Sahel and Saharan region to Europe. Regarding GSPC background, AQIM could be in long term theoretically able to re-establish its financial and supporting networks in Europe via cooperation with organized crime, which were largely disrupted after major crackdowns by security forces between 2004-2007. Event though a direct Al Qai'da attack in Europe is-according to the author-excluded, the purpose of this article to draw our attention to an eventuality of rebirth of European operation network of AQIM operational predecessor, i.e. GSPC.
