Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |

Today's Diverse Army: Changes in the System of Training and Career Preparation of Junior OfficersMilitary artPplk. Ing. Bohuslav Pernica, Ph.D., plk. gšt. Ing. Jaromír Zůna, MSc.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 43-48 The article elaborates local conditions that lead to the fundamental changes in recruitment and preparation system of new army officers. Traditionally, new career officers used to be graduates from military colleges (since 2004 University of Defence). Due to the changes aroused by the transition from conscription to all volunteer forces, Czech military is experiencing increased internal and external pressures on this traditional models of recruitment and preparation. At present, the most visible outcome of this development is severe shortage of junior officers. The combination of internal and external factors (competitive civilian job market) brings the need for expansion of the traditional recruitment models. One of the most promising ways of manning appears to be recruitment of graduates from civilian universities and their subsequent military training at Military Academy in Vyškov. |

Military DeceptionMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. Swarming: Basic Aspects, Development and Prospects of its ApplicationMilitary artMgr. Ľubomír Lupták, Ph.D., Bc. Petr KaliničVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |
Seeking Foundations of Economy Methods and Savings in MoD SectorInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

(LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |

The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |
