Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO. |

(LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060 The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method. |

(L.): 12-18 As we look at some organization as the system of mutually tied and connected processes, se can see that every process is specifically defined. Then key processes constitute the mission of organization (the very core of its existence), which are further divided into several sub-processes, i.e. risk management is subdivided into: establishing the context, risk identification (risk sources), risk analysis, risk evaluation, risk management and risk management re-evaluation (its effectiveness), compiled by the so-called stockholders. Enumerating various risks, the authors conclude that state administration is influenced by two categories of risks: from outside and inside. They have impact both on strategical level and operational one. At the same time, most of elements of organization (employees, material, activities) can present assets, on the other side might present inner risks. |

(LVII.): 82-91 | DOI: 10.3849/2336-2995.25.2016.05.082-091 A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment. |

The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article. |

(LVII.): 138-152 Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises. |

There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes. |

(LVII.): 92-103 | DOI: 10.3849/2336-2995.25.2016.05.092-103 Although the EU global security strategy has to offer orientation on multiple levels and domains, the present paper approaches the challenges emerging from the Union's eastern neighbourhood. The argumentation includes theoretical aspects of strategy, main characteristics of the Black Sea security environment, trends of frozen conflict evolution, and the EU's approach in this entire context. The study concludes that the serious challenges the EU faces nowadays in its eastern vicinity are the result of phenomena with a consistent history and deficient management by the EU. In our opinion, this train of events¨makes the project of a new EU security strategy so challenging that it could become a new document of an over-general character, with little practical value. |

(LVII.): 109-117 Proliferation of weapons of mass destruction, danger of misusage of toxic materials, terrorism and other phenomena of current security environment are factors that lead to the development of capabilities of the Chemical Corps. The paper is looking at the problem of collecting evidence and forensic attribution of responsibility for hostile acts. This capability is required by the North Atlantic Treaty Organization and is supported by experience from military operations, which confirm the validity and significance of required changes. The article presents some recommendations that may lead to development of units that will contribute to the ability of collecting evidence and thus support forensics. |

(LVII.): 113-119 The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found. |

Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed ForcesReviewed - Researchpor. Ing. Tatiana Macháčová, Ing. (LVII.): 73-90 | DOI: 10.3849/1210-3292.25.2016.01.073-090 The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements. |

The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |

Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

The goal of IHL is to limit the effects of warfare on people and property and to protect particularly vulnerable persons. The IHL does not exclude war activities as it acknowledges the principle of the so-called war necessity. Humanitarian law is the branch of public international law that comprises the rules, which, in times of armed conflict, seek to protect persons who are not or are no longer taking part in the hostilities, restrict the methods and means of warfare employed, and resolve matters of humanitarian concern resulting from war. This article is intended to help to soldiers to understand better IHL rules and principles. |

They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |

(LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity. |

(LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |

It is not only a matter of Army of the Czech Republic and other uniformed forces of the Czech Republic, e.g. Police of the Czech Republic or Prison Service of the Czech Republic. Uniformed forces ought to receive adequate material support, as they have to distinguish themselves from civilians with the regard to the nature and specifics of their duties. |

It is a work of enduring value and listing relevance, this book is both a classic account of the application of powerful ideas to the problem of managing the U.S. Ministry of Defence (DoD) and a cautionary history of the controversies inspired by that successful effort ...206 Defence secretary Robert S. Namara's device was a new system for allocation defence resources, the Planning, Programming, and Budgeting System (PPBS). Most of those decisions are taken as bedrock defence policy today, and the methods have become embedded ad the DoD's approach to defining and resolving issues. According to the author of this article, this book ought to be the inspiration even for our Ministry of Defence in its effort to save restricted means and at the same time to increase Czech military capabilities. |

(LVI.): 68-78 The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations. |

The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field. |

Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |
