This text sets its aim in analyzing the current state of active reserve in the Czech republic. The function, current state along with future plans as envisioned in the Concept of Active reserve from the year 2012 and relevant public anouncements of certain military and ministry officials will be described first. The ammendment to the conscription act will be briefly introduced along with its effects on the function of Active reserve, its perspectives and on the requirements on the recruits. Then the possible issues that may arise during the implementation of reforms will be analyzed. These lay mainly in the personal level and training. Several possible solutions for these issues will be put forward.

The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The paper is determined for future military observers, military observers deployed in MINUSCA operation as well as training purposes.

This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasi­state at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

The accession of the Czech Republic to NATO is reflected in the Czech security system, especially in the political, institutional, organizational and legislative areas. The article describes the ways to achieve the NATO key requirements: political, institutional, legislative, defence, resources, as well as information security and public support. In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

Under the auspices of Defence University Brno, for the third time, the social researchers executed the investigation of opinions and attitudes of Czech citizens towards the Army of the Czech Republic. It is a continual, systematic monitoring of long-run attitudes, perspectives, and preferences of Czech population, their stability or variability, preferences and priorities. It was measured by the sample survey (quota sampling). A total of 1,050 adult respondents (with a representative sample of 1,005 respondents) were polled by 62 interviewers. The first place among Army tasks took the help of the forces in time of natural disasters and ecology catastrophes (96.4 %); the second came the defence of Czech territory (85,2 %); and the third fight against terrorism (82,7 %). As less important is regarded the deployment of the Czech army abroad (55,4 %). All gathered data are presented on several graphs and schemes.

The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. The purpose of this article, dedicated to military strategy problems, is deeper understanding to its basic connections, understanding a direction the strategy took in a designated period and its development. I ought to explain in short its role and attitude towards the nature of military operations.

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.

The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex.

The article deals with nutritious conditions of professional soldiers of the army of the Czech Republic in foreign operations. The way of food subsistence in KFOR and ISAF missions was evaluated. Results reached of performed investigations were summarized; collected data of respective observations were used for processing. Anti-ballistic missiles are missiles designed to counter enemy's ballistic missiles. First, the author compares strategic patterns reflecting various eras of the former bipolar world. Their mutual balance of that time could be described as Mutual Assured Destruction (MAD). As long as MAD was a fact of life, the ABM Treaty fulfilled its important function as a cornerstone of strategic stability. Keeping nuclear arsenals at a level which is not even justifiable is selfcontradictory, as the military strategy and targeting policy is based on the capability of the other side, not on its intentions. Today's Russian policy is shaped by the status-driven desire to deal with the United States from a position of power-related symmetry and strategic parity, by negating the unique position of the United States. The American ballistic missile defence policy used to be also a central element of their containment strategy towards China. However, at present, Ballistic Missile Defence (BDM) sets as a top-priory the defence against the so-called rough states, rather than against Moscow or Beijing.

It is a work of enduring value and listing relevance, this book is both a classic account of the application of powerful ideas to the problem of managing the U.S. Ministry of Defence (DoD) and a cautionary history of the controversies inspired by that successful effort ...206 Defence secretary Robert S. Namara's device was a new system for allocation defence resources, the Planning, Programming, and Budgeting System (PPBS). Most of those decisions are taken as bedrock defence policy today, and the methods have become embedded ad the DoD's approach to defining and resolving issues. According to the author of this article, this book ought to be the inspiration even for our Ministry of Defence in its effort to save restricted means and at the same time to increase Czech military capabilities.

Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures.

The article deals with the provisional bridging systems that are being used in the Czech Republic area. The main and mostly deployed bridge sets owned by one of the Czech agencies are covered. Every bridging systems is described, along with the way of construction, deployment and a list of main advantages and disadvantages. An evaluation of contemporary usability of the bridging sets is conducted at the end of the article.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

That is the reason why the article is the comparison of French policy before and after the attacks. There is currently about 1 500 Moroccan citizens fighting for the so-called Daech in Syria and Iraq; that makes the North African monarchy one of the main countries which export radical islam djihadists and supporters abroad to the war-beaten Syrian-Iraqi region. Until 2014 Moroccan officials let them leave the country almost freely, to be precise, they didn´t prevent them from travelling to Syria, Iraq and other proxy war destinations. That´s how have the Moroccan fighters joined the Daech rows fighting in the beginning against the Syrian president Asad. But it seems now that the situation has rapidly changed: the Kingdom of Morocco is currently fighting and closely monitoring its own foreign fighters who are coming back home. Especially such eventual threat is pushing the country for creating a new national security strategy related to this risky minority, which needs to be integrated back to the Moroccan society.
