The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes. |

(LVII.): 91-101 | DOI: 10.3849/1210-3292.25.2016.01.091-101 The article presents possible approaches to solve problems of finding the optimum state of tactical activities within the level of small Engineer Units. The intention is, by elaborating of the partial engineer goal which is focussed on the area of engineer units' tactics, to develop input data/ information needed for further development of mathematical models of the tactical activities. Subsequently, with the judgement on modelling outputs (applicability within C2 activities of staffs' task force structures) from engineer unit tactics point of view, the article contributes to enhancing all of C2 processes effectiveness. The article also provides us with information about the range of facts relative with problems of selected engineer unit (counter-mobility task forces) deployment planning, and controlling. There can be also found inventory of activities appropriate for optimization. |

The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities. |

(LVI.): 58-67 | DOI: 10.3849/1210-3292.24.2015.04.058-067 The lecture discusses the possible forms and methods for further development of Population protection, focusing on implementation of measures to protect the population at higher crisis status. The aim of the lecture is to analyze possible priorities, resources, and procedures for population protection in serious and large-scale crisis situations using all available forces and capabilities of the State and citizens. The work also deals with the possibility of more effective measures of population protection during announcement of higher crisis status generating additional forces and means and methods for the management of these measures. The aim of the work is among other things to point out the fact that the measures of population protection must be prepared in perspective and comprehensive and must reflect the potential risks, including the large scale crisis, which may be occur in the territory. |

(LVI.): 132-143 | DOI: 10.3849/1210-3292.24.2015.03.132-143 The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit. |

(LVI.): 159-171 | DOI: 10.3849/1210-3292.24.2015.03.159-171 The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities. |

It depicts CBRN EOD in the context of operational use of chemical troops, introduces an option of appropriate task force and mentions basic operational requirements to ensure safe proceeding at the incident site. It highlights the importance of common training and interoperability amongst participating units. The article derives from NATO written sources, national operational procedures and expert views of interested persons. |

(LVI.): 131-137 The main goal of the article is to present the activities of members of the Slovak Armed Forces in the military operation ISAF and familiarize the reader with the main facts involving the Slovak Republic as a member of the Alliance in this operation. The text outlines the genesis of the ISAF and structure of the components of the Slovak contingent. SAF members during their tenure at ISAF gain valuable experiences that make up their professional competence and achieve greater compatibility with other members of the Alliance. In conclusion, the most important awards are presented by the coalition partners for professional use, so competence and commitment of the SAF to assist and defend basic human rights and freedom of the Afghan people, to help them take responsibility for themselves and their country. |

(LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio". |

There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out. |

(LIV.): 168-181 The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

(LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

(XLIX.): 170-172 This year, the Defence University published the book titled Risk Management, by Brig. Prof. Ing. Rudolf Urban, CSc., and Prof. Ing. Rudolf Božek, CSc., as a textbook offering comprehensive glance at topical questions of impending risks and responses to match them. Risks are in fact part of our everyday life, out aspiration must be not to create unnecessary risks, constituted risks as fast as possible eliminate. The authors give a definition of many terms, together with their English counterparts. Especially they draw our attention to terms used wrongly in newspapers or magazines. This reviewed monograph is of highest quality and the peer reviewer recommends it to all qualified readers, not only to those who are professionally interested in security problems. Security Forum '08 by PhDr. Antonín Rašek. In February 2008 the Security Forum took place in Slovakian city Banská Bystrica. The collection of 32 presented papers was issued by Matěj Bél University. This review summarizes main ideas of those papers, in a form of cross-section study. The reviewer finds most inspirative Maersheimer's neorealistic theory of stability, classifying bipolarity above multipolarity, which is reflected in consequent evaluation of security threats. |

(XLIX.): 107-110 The University of Defence Brno belongs to non-philological schools of technical nature that not only offers training for military specialists, but also puts stress on foreign languages. Unlike many civilian technical graduate schools, it takes over the responsibility for language preparations and therefore studying languages is obligatory both for bachelor and graduate degrees. But in this article the authors are more concentrated on bachelor's programmes. They summarize students' answers to various questions collected at the Faculty of Military Technologies (English language, 300 teaching units), and the Faculty of Economy and Management (two foreign languages, 180 teaching units for every language). There are many elements influencing the efficiency of teaching, the authors analyze some of them and make several recommendations how to improve the space for individual language drills. |

(XLIX.): 167-169 The basic change in world's security situation after the September 11, 2001, Attacks is accompanied by raising numbers of security studies, dealing namely with the subject of terrorism. The monograph written by three authors of Defence University Brno defines categories of terrorism, its historical development, psychology, methods of attacks, their forms, consequences. The special part is consecrated to the fight against individual types of terrorism. We must value highly the general summary of literature dealing with theme of terrorism, including electronic sources. Last but not least, we must also appreciate the chronological list of the worst terrorist attacks, starting with assassinated Francis Ferdinand in Sarajevo, Bosnia (1914); short characteristics of representative terrorist groups: Action Directe (France), a Basque separatist group known as the ETA, Irish Republican Army (IRA), Aum Shinrikyo (Supreme Truth) in Japan, Hamas (Islamic Resistance Movement), Hezbollah guerrillas, or al-Qaeda, etc. Selected Aspects of Contemporary Terrorism, MoD CR-AVIS 2008. |

Therefore, the transactions and events are recorded in the accounting records and recognized in the financial statements of the periods to which they relate. At first, the article introduces briefly the history of accrual accounting concept implementation in the area of public sector. Secondly, it summarizes main possible benefits and risks connected with the implementation of accrual concept to the public sector accounting. |

(XLIX.): 86-93 Similar to the Czech Republic, all NATO nations have their own military territorial administrative authorities that both execute tasks of state administration and at the same time fulfil assignments of territory defence. Their overall numbers differ and mostly depend upon the fact whether the country has compulsory military service, alternatively military service is voluntary (professional army). Or as in the case of Greece, the scheme of Military Territorial Authorities is influenced by security situation in neighbouring areas. The author deals with Slovakia, Poland, Germany, Greece, and Spain. Those authorities have basic influence on recruitment, and manning, which is especially important in time of crisis, as the authorities have prepared manning system to increase numbers to prescribed volume. |

(XLIX.): 111-113 English is one of official NATO languages, therefore at the Defence University belongs among very important subjects. The Centre of Language Preparation took over ELT (English Language Teaching) in all faculties of Defence University, so did at FEM (Faculty of Economics and Management). This paper is dealing with students' proficiency monitoring in ELT and the factors that could influence their results during their language preparation. The authoresses have been monitoring bachelor programme students from the very beginning to the final university terminology exam in English language. The teachers' teams from particular faculties of the University of Defence observe in their research the students' progress for which the questionnaires data were used. The recommendations provide guidance for improving and making more uniform procedures for screening and entrance testing prospective students of the Defence University |

In comparison with 2006 their common knowledge was significantly higher. The authors assume they acquire better English capabilities as a result of participation in foreign study projects and increasing level of schools. The results are presented in several tablets and graphs. |
