The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.

During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

Managerial economics is a branch of economy science which constitutes the introduction of economy theories and methods into the practice of management control. The principles of managerial economics can be applied even to non-business and nonprofit organizations. The author introduces recently released "Managerial Economics in the Army of the Czech Republic" (Defence University Brno). Proposed issues of economic control and functionality of system offer both immediate and long-term economical effects

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

The article deals with aspects of operational art inside the operations planning process. It deals with the concepts of operational design and suggests a possible way of introducing such theory into the development process of operational approach. This paper is a free sequel to several articles published in Military Review on this theme. It introduces several professional terms in the field of operational art, up to now not officially established.

This article aims to explain possibilities of using modern evaluation tools of operational effectiveness for managers in the ACR. Ground military vehicles operations are an important aspect of each organizational unit within the ACR. For its realization is necessary to have adequate sources. The authors reviewed current traditional approaches to evaluate the operation effectiveness of ground military equipments. They focused on the role and abilities of transport commanders and executives. This research presents the methods to identify the causes of excessive fuel consumption. The selected vehicle was analysed for exceeding the consumption norm of 270 litters. The primary cause of passing established limits were idle running vehicle's engine and unusual decrease in fuel.

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements.

In November 2006, there was the international conference organized by the Defence University Brno "Tactics 2006". This article is based upon several presentations held at this conference and presents main ideas in this field. They are as follows: validity of management assumptions in the 21st century (changes), new trends in management styles and their application in military science, current state of management schooling at military schools, possible directions and perspectives of management education. Military management covers not only classical managerial subjects, but comprises rich spectrum of items commanders might use, including e.g. knowledge of etiquette. Now we are familiarized with recent trends and it is only upon us to introduce them into practice, so that graduates from military schools could use them in practice.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

This leading article deals with the sphere of strategy and defence policy. The essay is an output of scholarly work and therefore it is summarizing and evaluating problems in question with professional recommendations. First, the author draws our attention to various concepts of security and underlines national differences backed by national histories. Security concepts have their sources in deep analyses of potential threats and corresponding scenarios, with specific bias to Czech environment. He openly expresses his critical opinions on contemporary security documents, for lack of political security directions, as politicians in general have little knowledge of security and defence problems. In his opinion, the possible outcome lies in a partnership and cooperation with academics outside military and government structures, experts and members of security community, whose expert opinions could help namely to form long-term security concepts.

The life and work of General Dr. Milan Rastislav Štefánik is without doubts the life and work of one of the three leading crisis managers of extraordinary skills operating in an enviroment of first escalating global crisis of the 20th century. The phenomenal result of their activivities was the establishment of the Czechoslovak Republic. The author concludes that Štefánik´s work is timeless, from which we ought to draw a continual inspiration.

The article deals with the reasons why NATO is interested in energy security and main tasks which Alliance fulfils in this area. A special attention is paid to the energy dependence of the European member states of the Alliance, the increase of awareness about energy security, critical energy infrastructure protection and energy efficiency in the armed forces. The author elaborates the implementation of the energy security issues into the Alliance main activities, education and training in the field of energy security and cooperation with partner countries, other international organizations and private sector.

The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development.

One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters.The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. The author underlines that we are the last member nation in the EU that has no official CSIRT (Computer Security Incident Response Team) to react cyber /terrorist attracts.

Czech MoD has to be economical with resources provided from the state budget. The article deals with the distribution and structure of state budget in relation to MoD itemized summary of expected income and expenditures. The authoress discusses several patterns used in this field, e.g. costminimization analysis, or assessing the total amount of money allocated for a specific purpose during a specified period. She also points to several unintended mistakes done by MoD officials.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

The aim of the article is to present an up-to-date discussion on cyberspace as a new, fifth domain of warfare. The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces.

The article identifies specific attributes which have influenced success of modern warfare conducted by infantry battalions and their sub-units. There are mentioned ways to suppress the negatives and opportunities to use positives. There is drafted a possible task organization structure of battalion which allows the variability, modularity and combat readiness, according to capabilities and statements catalogue. The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

Infomantion era could be characterized as a period of steem qualitative and quantitative information raise, aroused namely by sharp development of information and comunication technologies (ICT) . Military deception thus acquires new dimensions, wider chances to be employed in armed forces operations. This article concludes a free series of essays dealing with military deceiving. It is thinking over questions resulting from deception-information age relations, the beginnig of which could be situated into the 80s last century.

Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world.

The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR.

At first, in 1918, the new Czech Republic took over Military Territorial Authorities from the former Austro-Hungarian empire. In 1920 the net of 48 regional Are We Able to Govern at Strategical Level? by PhDr. Antonín Rašek. This is the question asked by the book "Strategical Governance and the Czech Republic", published by the Centre of Social and Economic Strategies, Social Science Faculty, Charles University Prague, in which also the Centre for Security Policy participates. The opening sentence says that humankind is not able to control itself. The team of authors guide us through individual items dealing with world's political and economy situations, plans for economy growth, security and defence concepts, forming supranational security structures and finally towards depressing destiny of adopted strategy concepts and plans. If Czech leadership has any deficiency, then it is a lack of strategical dimension, concludes the reviewer.
