Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 164-177 | DOI: 10.3849/2336-2995.23.2014.01.164-177 Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |

Libor Soumar, Ph.D., PhDr. Čestmír ObermanVojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 174-189 This article presents trends in actual physical status of Czech population with emphasis to the military population. Cash Fulfilment of State Budget, Expense Section, Defence Ministry Chapter, 2004 till 2007Opinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 49-53 An article in the Vojenské rozhledy magazine triggered an argument over the importance cash-flow planning for the application of 3E-methodology at the Czech MoD in 2004. Today's study re-opens this argument again, but on the background of the modernization of Czech state finance management and the implementation of a modern cash-flow management into the Czech public finance, under the authority of Finance Ministry. Those processes profoundly affected the economic policy of the MoD, granting more responsibility and economic independence. MoD is allowed to formulate, administer and control its own financial policy to reach higher cost-effectiveness. But does the ministry really become a better financial manager? This article deals with fiscal years 2004-2007. |

NATO Defence Planning Process in (Permanent) TransitionReviewed - ReviewPhDr. Jan StejskalVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 71-80 | DOI: 10.3849/2336-2995.22.2013.04.071-080 NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |
Armament of Mechanized Force: Keeping on BVP-2 and the Vision of DevelopmentReviewed - ReviewNadporučík Mgr. et Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |
