Some Aspects of Structured Intelligence AnalysisReviewed - ReviewJozef VojtekVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 59-72 | DOI: 10.3849/2336-2995.28.2019.01.059-072 Structured analysis is a systematic approach to solving intelligence analytic problems. Methodology and analytical techniques in the intelligence analysis include the selection of structured techniques from the point of view of the analytical task and the use of the analytical spectrum. Basic structured analytical techniques ensure transparency and reduce personality bias. Taxonomy is the basis for quality analysis. There are 55 types of techniques that complement expert judgment and intuition. A properly structured analysis contains twelve questions supplemented by a number of analytical techniques. The method of analytical spectrum in strategy leads to the split of the process into the phase of analysis, synthesis, selection of information and argumentation, and the analysis itself consists of four sub-stages. The basic parameters that negatively affect the use of structured analytical techniques by intelligence analysts are the analytical and collective approach, the patterns and the level of education. |
Models of Proliferation of Rocket Technologies Used by Hybrid Actors in the Middle EastReviewed - ReviewLadislav KulhánekVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 73-84 | DOI: 10.3849/2336-2995.28.2019.01.073-084 Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles. |

Comparison of Approaches Towards Electronic WarfareReviewed - ReviewPetr HlaviznaVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 78-104 | DOI: 10.3849/2336-2995.27.2018.04.078-104 The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic. |
Retraining of soldiersReviewed - ResearchKristýna BinkováVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 105-119 | DOI: 10.3849/2336-2995.27.2018.04.105-119 The retraining courses of the Ministry of Defence aim to prepare soldiers for the civilian environment and to enable them to acquire the knowledge and skills that are applicable in the labour market. In the years 2008-2017 11 605 soldiers of the Czech Armed Forces terminated their service. The application for retraining was submitted by 3 644 persons, of whom 2 769 were retrained. The prevalence of retraining is in technical professions (1 342 persons) and in managerial and business training (832 persons). The research question and the statistical evaluation of the data obtained confirms the hypothesis that most soldiers were not retrained. The results of sociological research carried out among 313 former soldiers of the Czech Armed Forces show that more than three fifths of soldiers did not apply for retraining (64%), especially among higher positions and college graduates, because of no information about the data of termination of service (25%), no need for retraining (20 %) and not completing the retraining course (30 %) mostly because of the refusal of the superiors. The shortcomings of the retraining system of professional soldiers are summarized. |

Strategic engagement of the Russian Federation and the United States of America in the South Caucasus: Four phases of developmentNonreviewed - OtherJakub MacoVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 125-141 This article analyzes strategic engagement of the Russian Federation and the United States of America in the South Caucasus in four phases of development from the end of the Cold War until present day. The first phase covers early nineties, the second is from mid-nineties to 2003, the third from 2004 to 2008 and the fourth from 2009 to 2016/2017. There are three key trends during the examined period. First, Russia has permanent strategic interests in the South Caucasus due to maintaining its own state security and securing the position of the most prominent external actor in the region. Second, Russia's weakness and active engagement of the US/NATO are barriers to realizing Russia's state interests. Third, the South Caucasus is strategically more significant to Russia than the US/NATO. |
Implementation of Capability Assessment Process within the Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 25-43 | DOI: 10.3849/2336-2995.27.2018.01.25-44 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |

The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |
Development of soldiers' physical preparedness during basic training in the Czech armyReviewed - ResearchJitka Soumarová, Lubomír Přívětivý, Čestmír Oberman, David GerychVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 83-94 | DOI: 10.3849/2336-2995.27.2018.02.83-94 The general trend of weight gain, decreasing physical fitness and health complications in the general population is also reflected in the recruitment of new candidates. Their physical readiness is expected to be high. The aim of this study was to verify whether or not the physical condition of the soldiers entering the army during the 2000-2017 test of physical fitness actually deteriorated or not. The results for the assessed period in the monitored parameters indicate that some components of physical fitness are copying the general trend and showing a slight deterioration. Yet, in general, it can not be said that the fitness of new soldiers is declining, as some of its components show a slight increase. |

Combat Use of Light Infantry: Tactics with LMV IvecoReviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 85-105 | DOI: 10.3849/2336-2995.27.2018.01.85-106 Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance. |
Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment ProcessReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |
Practical Questions and Answers to Problems of Conducting Operations in a Contaminated EnvironmentNonreviewed - OtherRadim ZahradníčekVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 79-97 When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. The reluktance to "complicate the situation" in training may have different causes, but the continuing importance of CBRN defence is indisputable. The article discusses probable commander questions related to the effective management of subordinate units in a contaminated environments. Their answering can help to successfully fulfill defined combat tasks that have been disrupted by the use of enemy weapons of mass destruction, improvised devices containing highly toxic substances, or leakage of industrial hazardous substances into the environment. |

Methodologic Framework for Military Capability Assessment of Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.02.003-017 The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |
Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet SpaceReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 89-105 | DOI: 10.3849/2336-2995.26.2017.02.089-105 In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s. |
Application Equipment as an Alternative to the Field Artillery Automated Fire Control System of the Czech Republic ArmyNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. The first part of the paper includes an analysis of Czech artillery current software and the introduction of two developed software. This two developed software are under finishing works and they should partly eliminate the poor Czech artillery software equipment. On the basis of the synthesis of author's experiences followed from the development of two new programs PVNPG-14 and ArtyCalc there are defined key principles in the paper, that should be applied in the future development of new software for the Czech artillery. |
Analysis of NATO and EU Approaches to Capability Planning ProcessReviewed - ReviewIng. Zdeněk Petráš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. (LVIII.): 3-21 | DOI: 10.3849/2336-2995.26.2017.01.003-021 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

European Naval Strategy: Analysis of Selected Issues in EU Member StatesReviewed - ReviewMgr. Tereza ŠafářováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 25-39 | DOI: 10.3849/1210-3292.23.2014.04.025-039 Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level. |
The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |
