The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. It primarily answers the questions of whether these factors are sufficient and can be used effectively in the mobilization process. It addresses the issue of military records, sustainability of military reserves and their profitability. It also deals with the influence of secondary factors on the possibilities of creating and training reserves, especially the motivation of citizens to defend the state and the physical fitness of the mobilized population.

The article describes the reasons that led to the development of the implementation tool for development projects used by the Czech Ministry of Defence to simplify the planning processes and the experience of its users with the tool. Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice.

The paper argues that proxy war is an increasingly often used tool in the Middle East, in the already conflicted territories where international involvement is not only enabled, but also attracted and encouraged by the international law for the purpose of region's securitization. Thus, the paper's aim is to increase awareness on the fact that the Middle Eastern countries passing through civil war periods and accepting external actors to deal with their crises do not only become fertile territories for proxy wars, but the intervening actors start pursuing their own interests beyond the host country's interest in resolving the conflict.

The magazine Europäische Sicherheit No. 5/2007 published the article "1st die NATO fur die Zukunft gerustet?" by NATO Secretary General Jaap de Hoop Scheffer. This article summarizes his main ideas. The logic of cooperation in security is timeless. That is why NATO did not end when the Cold War ended. The security environment has changed. The Alliance's missions have little in common with the territorial defence and deterrence functions that characterized the Cold War, namely the terrorist attacks of 11 September 2001. The need to cooperate in meeting common security challenges has not changed. The new NATO programme is very ambitious: the Alliance must broaden the forum for political consultations; military transformation must continue, we have to develop modern military capabilities, among the most important developments in this respect is the NATO Response Force, which gives NATO an entirely new rapid reaction capability. We cannot afford a two-tier Alliance with some countries doing only the peacekeeping and reconstruction and others doing the high intensity and occasionally combat operations. Solidarity and equitable burden sharing means that Allies must be willing and able to do both-and have the military forces to back up their political commitments. NATO must both cooperate with Russia and at the same time be opened to new members.

NSIP-NATO Security and Investment Programme presents an outstanding field of cooperation among Alliance nations and are the fundamental pillar for planning their common defence. The programme serves for securing necessary sources for investments in building, renovation and establishing air and navy bases, strategic depots, core radar systems, and the like. It also supports individual national commands. The article shortly summarizes the history of NSIP, cites examples of its implementation and formulates proposals how to better utilize common sources of this programme. The Czech Republic belongs among states that still enjoy benefits from common funds, particularly in the connection with the building backbone NATO airports. The genuine contributors are Canada, the U.S., and Belgium; at the head of benefit states are Turkey, Greece, and Portugal. It is recommended for Czech representatives at the HQ Allied Command Transformation to increase number of them in decisionmaking staff elements to prevent administrative complications with allocation of approved investments.

The aim of this article is to define leadership as a process required in the Czech Armed Forces. To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article also dedicates extensive attention to the Russian naval strategy.

European Sectoral Qualifications Framework for Military Officer Profession from the Perspective of the Czech Republic

The article deals with the issue of application of the European Sectoral Qualifications Framework for Military Officer Profession. Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Lessons learned gained from the levelling were employed in a recent revision of study programs of the career courses organized by the Center for Security and Military Strategic Studies of the University of Defence.

The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered.

The aim of this article is to clarify the terminology of Peace Support Operations. This article briefly explains the evolution and history of peacekeeping operations, as well as the basic concepts and operations division of NATO Peace Support Operations. An important part of this article is the definition of Peacekeeping Operations in the doctrinal documents of the Czech Armed Forces.
Peace Support Operations are dynamic and challenging activities. The intensity and complexity of Peace Support Operations has been increasing. That is why their political and military ambitions have been increasing too. There is a reason why authors explain this issue for readers, which is the main goal of this article.

Career Education Of Military Leaders in the Area of the Lessons Learned

The paper is focused on the issue how to develop and strengthen the competencies of military leaders essential for management of the Lessons Learned process in the Czech Armed Forces. The analysis shows that the issue of lessons learned is sufficiently addressed in relevant military documents which provides a foundation for definition of relevant competencies. Questionnaire survey proves that most respondents apply identified competencies related primarily to analysis phase and the verification of lessons identified. The article further presents a study curriculum proposal that can be used as a comprehensive framework for study programs within career education currently provided by the Center for Security and Military Strategic Studies of the University of Defence and the Training Command - Military Academy.

Major Trends in the Military Budgets of the United States and the Russian Federation in the 21st century

Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. The paper compares the defence budgets of the USA and the Russian Federation between 2000 to 2019 with the aim to analyse potential causes of fluctuations in defence spending. The purpose of the paper is to demonstrate that military budgets are dependent on a combination of various factors such as current domestic policy, the economic cycle and global security and economic issues. The work uses significant as historical milestones to analyses their impacts on the dependent variable of military budget. As these, Operation Enduring Freedom (2001), Iraq war (2003), the inauguration of the US Presidents Barack Obama and Donald Trump, the economic crisis (2007-2008), the Russian currency crisis (2014) and the Russian annexation of Crimea (2014) were identified.

This article discusses the transformation of the information environment, which allows an adversary to exploit cyber-enabled psychological and information operations. It presents the options currently available to an adversary to exploit the vulnerability of the information environment, chiefly the cognitive vulnerabilities of target groups. Thus, hostile interests are often pursued through manipulation, using disinformation, propaganda, algorithms and artificial intelligence. In the light of these developments, the article defines a society-centric approach, in which societal and human resilience are emphasised.

Combat Use of Light Infantry: Tactics with LMV Iveco

Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance.

This article studies the current stage of development of armed Unmanned Aerial Vehicle technology in Turkey, within the context of the current media attention caused by its deployment in various conflicts. Authors first provide a classification framework for surveillance and armed drones. Text proceeds with an overview of the technology and its military use. The core of the text focuses on Turkey's past and present use of armed drones. Authors analyse the current stage of Turkey's armed drone development production and export destinations. Furthermore, operational use by Turkey or other parties is discussed. Authors conclude by comparing current generation of Turkish drones to those deployed by the United States, highlighting technological edge on the side of the US, as well as continuing dependency of Turkey's main drone systems on foreign components.

The Capabilities of the Army of the Czech Republic to Conduct Military Operations in the Tropical Rainforest

The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution.

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

The term "new wars" is often used to describe how terrorist groups achieve objectives in addition to the "classic" means of intervention by states. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The "war on terror" is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. In addition to an alliance-wide approach, there is a national solution to answer these new threats in form of the comprehensive national defense in Austria.

The Revolt of French Soldiers Against the Failing Immigration Policy

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

The authors offer the research outcome focusing on the assessment of risk management practices applied in the Armed Forces development planning process. Based on analytical outcomes, contemporary theory and best practices authors outline comprehensive approach to risk management within the Armed Forces development planning process. The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic.

Security and defence issues have always been the subject of scientific and artistic interest. The topicality of the researched issues is especially emphasized in the conditions of changing the concepts of security and bringing them from the traditional level to a level reflecting the modern reality. The article attempts to review the genesis and development of the security concept by presenting related and fundamental concepts, related and synonymous terms of the term "security", and various levels of security. The authors try to briefly describe the problem, which is reflected in a number of Bulgarian and international scientific and legislative sources, and which reflects the research purpose of the presented work.

Long-term Monitoring of Physical Fitness of Soldiers from a Specialized Part of the Czech Armed Forces

This study deals with long-term monitoring of physical fitness of soldiers, namely members of the 31st Radiation, Chemical and Biological Protection Regiment in order to determine whether the annual fitness test has rising trend, or in another words, whether the military service physical training process is fittingly effective. The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines.
Due to the managed long-term military physical training process, overall improvement in the strength and endurance disciplines throughout the monitoring period took place.
Based on the acquired data, it may be stated that the annual testing showed rising trend and thus the efficiency of the in-service physical training process proved to be good and appropriate.

Conceptualization of Intelligence Terminology

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

Situational Awareness and Current Information Environment

The article deals with providing situational awareness in operations at the operational level of command in the context of the information environment, the current nature of which significantly affects the execution of this capability. It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel.

Remuneration of Professional Soldiers in the Czech Republic and in the Slovak Republic

The paper analyses differences in remuneration of professional soldiers in the Czech Republic and the Slovak Republic between 1999 and 2020. This structural analysis focuses on changes in respective remuneration systems and their design. Results of the presented research enable to identify differences in the development of remuneration of professional soldiers after the split of the Czechoslovak Federation in 1993. The paper submits development of the amounts of salary for selected military ranks, their comparison and relation to general trends in domestic labor market and relation to average costs of living in respective countries. Between 2016 and 2019, salaries of professional soldiers grew higher in the Czech Republic than in the Slovak Republic, in 2020, the pay gap is already narrowing.
