The article deals with experience in closure of military bases in foreign operations. It follows in article Life cycle of military bases in foreign operations, published in Vojenské rozhledy Nr. 4/2009. The text of article presents current knowledge about the life cycle of military bases and general principles from the perspective of the latest NATO Handbook. The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities.

The article is about six French Special Military Operations (SMOs) that were conducted in Islamic countries in the MENA region between 2011 and 2022. It provides an explanation of their historical, geopolitical, and military contexts while also assessing their compliance with international law. The text introduces two innovative concepts, the Holland doctrine and the Macron doctrine, and analyses both their successes and failures. Ultimately, the article concludes by addressing the question of why these SMOs achieved military success but failed to meet political objectives, resulting in a significant disillusionment among French political and military elites, as well as the participating soldiers.

Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards.

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

Backed by the current history, the monograph explains different ways in which the USA and the Russian Federation use their power. A large part is devoted to the concepts of strategy and the strategic culture, militarism, mental model or smart power. The attention is focused on Obama´s vision to have a world without nuclear weapons, as well as the Prague treaty for the reduction of strategic nuclear weapons, and Obama's restraint and caution in using military force for achieving political goals. The book analyses strategic and doctrinal documents that constitute a framework of Russian security and foreign policy.

This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level.

The article contributes to a more efficient use of the theoretical, technological and application base, especially to the improvement of decision-making processes at the strategic level. It offers a methodological framework for solving the armed forces capability optimization problem by implementing modeling, simulation and operations research tools and theories.

No military operation is conceivable without logistics. It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics.

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.

The study presents a meritorious view of the traditional operational factors of space, time and force. On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations.

The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results.

In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

The article describes attributes will influence character of modern warfighting and presents the basic approach to prepare commanders and leaders of "new generation". The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs.

The article deals with the preparation of the Active Reserve of Czech Armed Forces, territorial forces in detail. It compares them to the equivalent of the active reserves of the Polish army, namely the Territorial Defense troops. A comparison of the development and preparation of these forces points to the necessity of solving or updating the system of calling up reserves of the Czech Armed Forces, their training, arming and equipping.

The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022.

Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

This paper assesses the information war in Ukraine in the context of the military strategy. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors.

Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents.

The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

An article describes a humanitarian camp at Mokraď in Slovakia, built up by the Czech Army in cooperation with the Armed Forces of Slovak republic, as a reaction on refugee crises caused by the war in Ukraine. All phases of the development, preparation, movement and transportation, construction and operation are mentioned there, an internal structure, used technical means and involvement of personnel, lessons identified and recommendations included, leading to increase of efficiency of similar activities in the future.

The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic.
