This article deals with objectives of EU BGs, required abilities and possible employment, namely from the legal point of view. Last but not least, there are mentioned relations between NATO and EU BG. Military capabilities of the EU are closely tied not only with the second pillar of the ?Maastricht Temple? (Common Foreign And Security Policy), but they are united with the activities of the EU as a whole (with all three pillars). The EU should have the potential to carry out independent military actions to solve international crises. The Battle Group is the smallest independent military unit (group) capable of being deployed in the area of operation. It is a combined arms grouping, the exact composition will vary according to the tactical requirement at the time. One of new BG?s tasks will be separation of parties by force. The ACR has earmarked the same units both for NATO and the EU led operations. This future deployment is specified in the current Czech Military Strategy and related documents. Now we are preparing the documents for building up common Czech and Slovak Battle Group (EU CZE/SVK BG).

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The term "new wars" is often used to describe how terrorist groups achieve objectives in addition to the "classic" means of intervention by states. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The "war on terror" is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. In addition to an alliance-wide approach, there is a national solution to answer these new threats in form of the comprehensive national defense in Austria.

The article deals with the use and future prospects of the international cooperation for the development some of Czech Armed Forces capabilities in the field of military medicine. It has no ambition to address this issue in its entirety, but only contains an analysis of some of the current formats and initiatives of international cooperation in the field of military medicine, with the justification of their origins and a brief evaluation of their contribution. Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation.

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

The authors offer the research outcome focusing on the assessment of risk management practices applied in the Armed Forces development planning process. Based on analytical outcomes, contemporary theory and best practices authors outline comprehensive approach to risk management within the Armed Forces development planning process. The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic.

Security and defence issues have always been the subject of scientific and artistic interest. The topicality of the researched issues is especially emphasized in the conditions of changing the concepts of security and bringing them from the traditional level to a level reflecting the modern reality. The article attempts to review the genesis and development of the security concept by presenting related and fundamental concepts, related and synonymous terms of the term "security", and various levels of security. The authors try to briefly describe the problem, which is reflected in a number of Bulgarian and international scientific and legislative sources, and which reflects the research purpose of the presented work.

This study deals with long-term monitoring of physical fitness of soldiers, namely members of the 31st Radiation, Chemical and Biological Protection Regiment in order to determine whether the annual fitness test has rising trend, or in another words, whether the military service physical training process is fittingly effective. The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines.
Due to the managed long-term military physical training process, overall improvement in the strength and endurance disciplines throughout the monitoring period took place.
Based on the acquired data, it may be stated that the annual testing showed rising trend and thus the efficiency of the in-service physical training process proved to be good and appropriate.

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

Review of the Author's Monography PROCHÁZKA, Josef and Pavel NEČAS. Approaches to Security and Defence Strategy Formulation.

The article deals with providing situational awareness in operations at the operational level of command in the context of the information environment, the current nature of which significantly affects the execution of this capability. It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel.

The paper analyses differences in remuneration of professional soldiers in the Czech Republic and the Slovak Republic between 1999 and 2020. This structural analysis focuses on changes in respective remuneration systems and their design. Results of the presented research enable to identify differences in the development of remuneration of professional soldiers after the split of the Czechoslovak Federation in 1993. The paper submits development of the amounts of salary for selected military ranks, their comparison and relation to general trends in domestic labor market and relation to average costs of living in respective countries. Between 2016 and 2019, salaries of professional soldiers grew higher in the Czech Republic than in the Slovak Republic, in 2020, the pay gap is already narrowing.

The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers.

The article deals with the evaluation of military expenditures of European Union's four selected countries in the period of 2001-2008. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks.

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution.

The most frequent word in language preparation is successfulness. This term could be quantified, defined, examined from the point of growth or rating decrease. Our language preparation sticks to Defence Minister Order No 1/2007 (effective from September 2010) on language training. It abolished integrated language courses, teaching units for SLP 1, 2 were decreased. The author examines the situation before and after the publication of the said order and provides possible explanations of the current state, showing slow descent. He supports his explanations with empirical data gathered in foregoing years, through surveys, statistical analyses of test results, in-class observations, and oral feedback from course learners.

The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises.

The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

Backed by a heap of articles from the Western Press, author summarizes the recent conflict in the Caucasus. Georgia's position astride the western access route to the Caspian sea's energy reserves and Central Asia give it geopolitical significance. Moreover, Georgia represents exactly what Russia does not want to see on its borders: a country both independent and increasingly democratic. Russian government instead seeks submission, preferably by authoritarian rulers that it can manipulate. In summer 2008, Russia invaded South Ossetia, aimed at locking Georgia out of NATO. Moscow's military operation has far-reaching implications. To leaders in Ukraine and the Baltic states, it sends signals that it seeks to re-establish control in the former Soviet space. How should the West react? The author is a supporter of improving Russia's behaviour by mutual dialogues, negotiations. He sets an example: dispassionate, non-ideological talks between the former Soviet leader M. Gorbachev and an American president George Bush Sr.

It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

The aim of the text is to present the approach to assessing the military potential of the state as well as the will or possibilities to be used to achieve national strategic interests or power objectives. This approach is methodologically based on the sectoral analysis of the state's power potential and its possible projections in the construction and use of armed forces. The described and used approach in the Ministry of Defence of the Czech Republic is applied to the current Russian Federation and its military or power activities

The article deals with ways to help soldiers with the integration into the labour market after leaving the military service. Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation.

Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate.

The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.
