Black Sea Dimension of Ukraine WarReviewed - Reviewdoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 6-23 | DOI: 10.3849/1210-3292.25.2016.01.006-023 The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges. |
Russian-Georgian War and its Impact on International SecurityInformational pagesDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 94-102 Backed by a heap of articles from the Western Press, author summarizes the recent conflict in the Caucasus. Georgia's position astride the western access route to the Caspian sea's energy reserves and Central Asia give it geopolitical significance. Moreover, Georgia represents exactly what Russia does not want to see on its borders: a country both independent and increasingly democratic. Russian government instead seeks submission, preferably by authoritarian rulers that it can manipulate. In summer 2008, Russia invaded South Ossetia, aimed at locking Georgia out of NATO. Moscow's military operation has far-reaching implications. To leaders in Ukraine and the Baltic states, it sends signals that it seeks to re-establish control in the former Soviet space. How should the West react? The author is a supporter of improving Russia's behaviour by mutual dialogues, negotiations. He sets an example: dispassionate, non-ideological talks between the former Soviet leader M. Gorbachev and an American president George Bush Sr. |
Operations with Effective Impacts (EBAO - Effect-Based Approach to Operations)Military artIng. Antonín Krásný, CSc., plk. gšt. Ing. Oldřich SochaVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 66-75 The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises. |

Artillery in the Vojenské rozhledy JournalReviewed - ReviewLadislav Potužák, Jan IvanVojenské rozhledy / Czech Military Review Nr. MC/2020, Vol. XXIX. (LXI.): 55-64 The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery. |
Weapons of Mass Destruction and Chemical Corps in Light of Czech Military Periodicals of 1920-2020Reviewed - ReviewRadim ZahradníčekVojenské rozhledy / Czech Military Review Nr. MC/2020, Vol. XXIX. (LXI.): 75-85 | DOI: 10.3849/2336-2995.29.2020.MC.075-085 Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector. |

(LXI.): 86-102 | DOI: 10.3849/2336-2995.29.2020.MC.086-102 This paper is devoted to the role of a periodical Vojenská mysl in the reform of Czechoslovak "1968". There were various contributions on its pages, which criticized the lack of the Czechoslovak military doctrine. The corn of criticism was also aimed at non-systemic arrangements based on Soviet pressures in the area of diplomacy and military policy. Vojenská mysl reflected carefully the general process of democratization, which influenced the daily life in the Czechoslovakian army. EU's Common Security and Defence Policy in a Nutshell - Part TwoNonreviewed - OtherVilém KolínVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 105-117 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

How Far is the World to Achieve World Peace and Why?Reviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 76-91 | DOI: 10.3849/2336-2995.29.2020.02.076-091 The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident. |

Internal Conflicts in Works of Thucydides and MachiavelliReviewed - ReviewJakub ŠedoVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 85-101 | DOI: 10.3849/2336-2995.29.2020.01.085-101 Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate. |

Operational Art: A different viewOpinions, controversyIng. Ján Spišák, doc. Ing. Milan Kubeša, CSc., Ing. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 93-96 The article polemize against the content of the article "Operational Art" that was published in the previous issue of this Czech Military Review, 3/2011.
