The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions.

Vojenské rozhledy / Czech Military Review Nr. 4/2019, Vol. XXVIII. (LX.): 94-105

The editorial board of Vojenské rozhledy Journal presents an article by General Staff Colonel (plk. gšt.) Tomáš Novotný, currently the Chief of the Department of Strategic Planning (J-5) of the General Staff of the Armed Forces of the Slovak Republic. This article was published in HORYZONTY BEZPIECZEŃSTWA Nr 8 (3) 2017 and it is available online at http://www.prawo.uni.opole.pl/horyzonty_bezp/Nr_8(3)_2017.pdf. The article is very closely linked to the subject of the contribution published in Vojenské rozhledy 3/2019, entitled "Religious Extremism as a Cause of Armed Conflicts: Indicators and Early Warning Systems", and in a certain way it defines its theoretical foundations.
This article briefly describes and puts together conclusions of the Copenhagen Peace Research Institute' key publications, which were released within the transformation of the Security Studies at the turn of the millennium, with conclusions of the UN Human Security Concept that was successfully institutionalized in 2012. Afterwards, the "Copenhagen School" methodology was applied on the UN Human Security Concept to identify a set of human security challenges and threats, which have been - after analysis of their causal relationship - supplemented by a causal classification. Most security threats create a causal link with one or more other security threats. This fact implies that there is a possibility to create a causal model (mental, graphic, etc.) of any security threat to simulate or to predict the consequences and successfulness / efectivity of a suggested security solution (securitizating or de-securitizating). As a practical subject of a security threat causal analysis was used the model of processes on the way "from a state failure to a terrorism manifestation" adapted to contemporaty situation in the European Union.

The Armed Forces of BiH were officially unified in 2005 and are composed of two founding armies: the Bosniak-Croat Army of the Federation of Bosnia and Herzegovina and the Bosnian Serb Army of Republika Srpska. Even though the unified armed forces celebrated their 13th anniversary in December 2018 and are presented as a success story, the political environment in Bosnia and Herzegovina, particularly in Republika Srpska, does not foster a sense of unity in the armed forces. The paper explores the vulnerabilities that the unified armed forces face, particularly in relation to the process of state building in Bosnia and Herzegovina. The text concludes, that the main concerns for the BiH armed forces include the old equipment, the economic problems of the country and budget constraints, politicisation and ethnicisation - while ongoing nationalism and the unsure future of BiH remain the greatest external challenges.

Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles.

The authors' intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders.

Since the end of the Cold War, several military reforms have been carried out in Germany so far and a new military transformation is in the process of preparation. Over the years, the definition of the Bundeswehr's main missions has gradually shifted towards crisis management operations and the structure of the armed forces has accommodated to this shift. After the 2010-2011 reform, it was entirely evident that crisis management operations have become the main task of the armed forces. At present, German military policy places the main emphasis on "restoring the capacities" for collective defence. The strengthening of the expeditionary element in the German armed forces was made possible by the most efficient use of resources and investment inherited from the Cold War era and cutting capacities tailored to territorial defence. The author comes to the conclusion, that such policy is now evidently exhausted and is no longer sustainable - if German collective defence capacities are to be truly restored.

Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 38-49

The basic task of the post-1989 period was to formulate a security policy and a strategy ensuing from it. The strategy had to be based on a synthesis of the international policy concept, defence concept and internal security concept to ensure that defence would not be seen solely as the task of the army and the Ministry of Defence, but of the whole state and society-of every citizen. In this article his author evaluates some aspects of the armed forces transformation in process of adaptation. He assesses these changes with regard to approved strategic and conceptual documents that significantly determined this gradual transformation process. He identifies both same of its successes as well as failures. The study does not have a clearly analytical and evaluative character; rather it is a combination of factual information drawn from official sources, country's practical security policy as they appeared in contemporary Czech press, and opinions of the author.

The language preparation was the main theme of the research done by the Faculty of Military Technology (Defence University Brno) in 2005. Two types of questionnaires were employed, one for university staff and a second one for career officers. Although we still underline the importance of English language for career soldiers in the ACR, the professional usage of foreign languages is low. Among others, the total of 43 per cent of respondents to the poll on usage of English language answered that they never had used English in their work; only 36 per cent used English occasionally, from time to time. It was not a research for academic sake; the answers by professional soldiers represent an important back feed for English teachers. They identified the fields of language teaching on which we could concentrate (military English, technical terminology) and prepared study schemes for teaching some subjects in English. The language preparation in our army is based upon NATO STANAG 6001 that ought to be harmonized with the requirements of individual departments ...220
