This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process.

The paper focuses on the topic of social work in the Czech Armed Forces, its possibilities and specific implementation. Based on the broad definition of the objectives of social work in an international context reflects the current status of social work with military personnel in an Armed Forces in the past 25 years. On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. There are many reasons to start learning French. With the involvement of our professionals in missions in Mali, it has also become desirable to improve their language skills before their departure. We interviewed those who attended the language courses at the Language Centre of the University of Defence. They confirm that the knowledge of English is not always sufficient. This interview can be inspiring for those who are going to fulfil their duties in the missions in the African continent. We also present statistical data related to the number of French-speaking Czech soldiers and some tips how to maintain the level of French after completing a course.

The outcomes of battles and fighting are significantly influenced by weather conditions. Together with other important circumstances they decide a chosen combat strategy, operational art, warfare tactics, and ways of personnel and vehicles deployment; consequently the volume of losses or casualties. The authors recount the establishing of weather service within individual arms, creating fi rst weather charts, they give details on situation in pre-war republic, during WWII, in the 50s, even after the Velvet Revolution in 1989. They mention the names of eminent personalities of Czech Hydrometeorological Service to be honoured and remembered. We must also remind that our Hydrometeorological Service works not only in favour of the ACR, but also for other NATO countries.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The paper is determined for future military observers, military observers deployed in MINUSCA operation as well as training purposes.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

The Directed energy weapons use highly focused energy to damage targets. These weapons use electromagnetic radiation, sound, or subatomic particles. This article aims mainly presentation of information on the current situation in the field of directed electromagnetic weapons that use pulsed electromagnetic field in the range of radio waves and microwaves band. These technologies are used for disruption or destruction of electronic and electrical circuits of the enemy equipment. This makes it possible to neutralize or completely destroy the operation of information, communication, management, control, firing and other electronic devices.

The article deals with the provisional bridging systems that are being used in the Czech Republic area. The main and mostly deployed bridge sets owned by one of the Czech agencies are covered. Every bridging systems is described, along with the way of construction, deployment and a list of main advantages and disadvantages. An evaluation of contemporary usability of the bridging sets is conducted at the end of the article.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

That is the reason why the article is the comparison of French policy before and after the attacks. The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

Successful protection against Weapons of Mass Destruction and Toxic Industrial Materials is a permanent and current challenge for the Czech Armed Forces Chemical Corps units and formations. Technical and technological improvements of the equipment and material as a result of defence development projects mostly contributed to enhancement of operational capabilities. In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015.

The Security System of the Czech Republic has gradually profiled since 1998 to the shape as it is generally defined and described in the final part of the Security Strategy of the Czech Republic (2015). The article is contemplation over some possibilities to further improvement of the system in terms of the current state and challenges arising from developments in the security environment and in terms of options, how to adequately respond to them.

A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment.

This article describes the doctrinal determination and definitions of the term Actionable Intelligence and the impact of this specific intelligence concepton commander's decision-making process. The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes.

The article specifies combat rations developed specifically for military catering in tropical regions (CRTRs). The ingredients and use value of foods used in these rations identified as CRTRs are different from those of previously established combat rations (CRs). When establishing them, specific requirements for each food component had to be respected, in particular with respect to storage conditions, use of foods with a long minimum shelf life (MSL) at extreme temperatures, reduced weight of the foods used, and adequate amount of beverages. The TCRs were developed by MEDIAP Slušovice, who designed 7 variants of these rations in total. Nutritional value tests and sensory evaluations following the storage test at modified temperatures after the thermostat test at a tropical temperature of 55 °C were made by the panel of evaluators in the laboratory of the College of Business and Hotel Management in Brno, Tomas Bata University in Zlín.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities.

Although the EU global security strategy has to offer orientation on multiple levels and domains, the present paper approaches the challenges emerging from the Union's eastern neighbourhood. The argumentation includes theoretical aspects of strategy, main characteristics of the Black Sea security environment, trends of frozen conflict evolution, and the EU's approach in this entire context. The study concludes that the serious challenges the EU faces nowadays in its eastern vicinity are the result of phenomena with a consistent history and deficient management by the EU. In our opinion, this train of events¨makes the project of a new EU security strategy so challenging that it could become a new document of an over-general character, with little practical value.

The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found.

This article deals with challenges for the defence policy and strategy of the Czech Republic and their further adaptation and. It outlines set of recommendations for ensuring its armed forces relevance and their long term sustainability. The article reflects debate during the international conference Defence and Strategy organised by the Centre of Security and Military Strategic Studies of the Defence University and held on 15-16 June 2015 in Brno.
