Expeditionary Capabilities and Food Acquisition

Military professional

Ing. Pavlína Vasická, prof. Ing. Aleš Komár, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 147-154

The ACR is going to take part in expeditionary operations abroad, so we must be prepared to supply and sustain such forces. Problems with the provision of the bakery products in the military operation and mission include diet; economical, technological, safety; and psychosocial aspects. The ground forces are to be effective. Now we are developing premixes that meet the conditions of nutritional content of bakery products and the indigenous products with the protective function. The new utilized technology is based on preparing dough with improvers. Cost analysis of producing bread and pastry in operation was carried out with a surprising outcome: the costs of our own production are approximately 4-6 times lower than the costs of products from the local or other producers or participating armies (which is contrary to present-day official policy buying from outside suppliers).

The Application of Fuel Dopes for ACR Cars, Material and Equipments

Military professional

Prof. Ing. Aleš Komár, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 94-98 | DOI: 10.3849/2336-2995.21.2012.04.094-098

The article presents the results of advanced defence research for the higher economy and security support of military cars and vehicles. The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets.

Military Deception

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011

Reviewed

PhDr. Miloš Balabán, Ph.D., PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 3-19

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

Military professional

Ing. Vladislav Vincenec, Ph.D., doc. Ing. Miroslav Cempírek, CSc.

Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 119-127

The paper offers data on the water supply to Federal German Armed Forces (Bundeswehr) combat units in the frame of ISAF operations. It explains new concept and technology of water purification and the exploration of natural water sources for BW water filling stations. Experiences have shown that clean water is of top priority especially in field missions such as that in Afghanistan. The systems of WTC 500, WTC 1600, WTC HS (High Salinity) and WTC container systems are able to prepare up to 15.000 litres of water supply every day. They are highly mobile, of friendly use, capable to work under rough climatic conditions. Built-in recycle systems could save as much as 60 per cent of operating costs. The water prepared by German purification stations is of high quality and meet both norms STANAG 2136 and WHO standards

Theoretical and Sociocultural Context of Suicide Attacks: The Proliferation of Martyr Subculture

Informational pages

Doc. Ing. Štefan Danics, Ph.D., PaedMgr. et ThMgr. Leoš Tuček

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 52-69

Suicide bombing represents a low-cost, low-tech weapon that is readily available, requires little training, leaves little forensic trace, and strikes fear into the general population. Almost exclusively, suicide bombers emanate from distinct ethnicities and religions; furthermore, recent history indicates that they come from the Arab/Muslim or East Asian cultures. As important as the suicide bombers are the activists and sympathizers who offer them support and comfort. These activists may recoil from committing acts of violence themselves but may sympathize with those who do, and offer moral and material support. This article explores the psychosocial aspects and methods of suicide bombers in general, but with particular focus on those operating in Palestine, Moscow (Chechen guerrillas, 2002), Singar (Iraq 2007).

The Elements of Arty Support to Division, Brigade and Battalion Task Forces

Military professional

Kpt. Ing. Michal Sobarňa, Ph.D., pplk. Ing. Josef Vondrák

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 162-171

At present, artillery problems are rather neglected. Artillery brigade, which consists of two arty battalions, can form two division task forces, up to two brigade task forces, or several battalion task forces. This presupposes establishing unified chain of command points. At present, we may form three main command points of division, brigade and battalion task force. The author depicts tasks and missions of individual levels of task forces, their composition, main elements of command and control. Special attention is paid to centres of combat support, or places of combat support at battalion level. At present, commanders of combat units do not use fully potential of artillery support. Therefore it is necessary to discuss those problems, so that our artillery could be used in most efficient way. The article is accompanied by several charts and pictures, showing schemes and tasks of artillery forces and standardized operational procedures.

Prof. PhDr. Miroslav Krč, CSc., prap. Jakub Picka

Vojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 35-56

The authors depict the development of outsourcing methods in US armed forces, its origins, and sources. Collected data are accompanied by experiences from British and German armies. The American Office of Management and Budget (OMB) issued in 1966 Circular No A-76 (lately several times revisited) to define procedures how to set rules which commercial activities are to be done within the frame of armed forces or in private sector. Backed by a number of literatures, magazines and newspapers (Air Force Journal of Logistics, Air Force Magazine, Armed Forces Journal, Defense Nationale, Washington Technology, Wehrtechnik, etc.) authors analyse several outsourcing processes. They present both positive and negative results, including open or hidden problems of A-76 policy (e.g. business process outsourcing). For the Army of the CR they recommend to overcome above mentioned problems by creating the corrective authority, similar to the British PPPU (PublicPrivate Partnership Unit).

The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment, and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world.

The article specifies combat rations developed specifically for military catering in tropical regions (CRTRs). The ingredients and use value of foods used in these rations identified as CRTRs are different from those of previously established combat rations (CRs). When establishing them, specific requirements for each food component had to be respected, in particular with respect to storage conditions, use of foods with a long minimum shelf life (MSL) at extreme temperatures, reduced weight of the foods used, and adequate amount of beverages. The TCRs were developed by MEDIAP Slušovice, who designed 7 variants of these rations in total. Nutritional value tests and sensory evaluations following the storage test at modified temperatures after the thermostat test at a tropical temperature of 55 °C were made by the panel of evaluators in the laboratory of the College of Business and Hotel Management in Brno, Tomas Bata University in Zlín.

Vojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 46-60

There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068

The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

Vojenské rozhledy / Czech Military Review Nr. 4/2007, Vol. XVI. (XLVIII.): 3-18

The process of modelling the new multipolar world will last for several decades, its key features will be evident till 2020. The rise of multipolar world is as important as the end of "cold war", some twenty years ago. The author sees the United States as the only global superpower, but confronted with Asia, with leading power of China, and raising power of India. Russia and the EU are going to be only regional powers. He enumerates main geopolitical priorities of key world's actors: raw materials, namely oil, gas, water; intellectual potential, combat of ideologies, with selfconfident militant Islam. All variants are still opened. Military power will remain important for completing main strategical aims, alongside with ?soft power?, economic cooperation, and diplomatic ties. The author also mentions organizations and institutions less known in Central Europe: Shanghai Cooperation Organization, APEC, ASEAN, African Union, ECOWAS, Mercosur, last but not least Barcelona Conference and European Neighbourhood Policy.

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 41-50

The end of the Cold War was the most important factor determinating political and security realities in the world. Consequent development has gradually led to the significant reengagement of the former Warsaw Pact member states and other military alliances, especially into all form of peace operations. The Czech Republic is following the path common for the other countries in Euroatlantic region, being motivated by common struggle for enlargement this area of stability, security, democracy and peaceful resolution of crises. Hand in hand, with growing experiences from peace operations, the Czech Republic reflects specificities of national security and military strategies, as well as the level of declared military ambitions. Principal changes the Czech forces undergoing now are aiming at fulfilment basic principles of the Security Strategy of the Czech Republic. Participation of the Czech Republic in peace operations and operations outside the republic is becoming the most predominant form of deployment of our armed forces. Therefore, peace operations studies are more pressing today than ever before in the past.
