The future security environment through 2035 and beyond will likely be increasingly complex and both present challenges and offer opportunities to NATO military forces. Analysis of the future security environment indicates that forces will likely face challenges that could unfold in an exponentially accelerated and increasingly complex fashion. As trends converge in the future, there are twelve likely instability situations that could reach a threshold requiring the Alliance's use of military forces, including: weapons of mass destruction/effect use, conventional war, escalatory use of force, hybrid war, unconventional war/terrorism, global commons disruption, critical infrastructure attack, cyberattack, governance challenges, endangerment of civilian populations, pandemic disease, and natural/man-made disasters. However, there are also many opportunities that NATO military forces could seize in the future, including building and strengthening relationships, addressing emerging challenges, capitalising on innovative technology and ideas to maintain the military edge, and understanding and influencing the human aspects of conflict. Ultimately, to keep the operational edge today and in the future, NATO joint forces and partners will need to continually evolve, adapt, and innovate to improve their ability to act together comprehensively across all domains to communicate and achieve the political-military objectives of the Alliance.

The article focuses on confronting the Lebanon's Shiite movement Hezbollah with Israel in the field of energy. The aim of the article is to analyse the importance of energy in strategy of movement Hezbollah generally and specifically in confronting with Israel and motives and methods of the energy strategy of the Hezbollah. The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon.

This article studies the current stage of development of armed Unmanned Aerial Vehicle technology in Turkey, within the context of the current media attention caused by its deployment in various conflicts. Authors first provide a classification framework for surveillance and armed drones. Text proceeds with an overview of the technology and its military use. The core of the text focuses on Turkey's past and present use of armed drones. Authors analyse the current stage of Turkey's armed drone development production and export destinations. Furthermore, operational use by Turkey or other parties is discussed. Authors conclude by comparing current generation of Turkish drones to those deployed by the United States, highlighting technological edge on the side of the US, as well as continuing dependency of Turkey's main drone systems on foreign components.

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.

The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. It primarily answers the questions of whether these factors are sufficient and can be used effectively in the mobilization process. It addresses the issue of military records, sustainability of military reserves and their profitability. It also deals with the influence of secondary factors on the possibilities of creating and training reserves, especially the motivation of citizens to defend the state and the physical fitness of the mobilized population.

The article discusses the importance of security sector reform. The aim of the article is to present the potential of the concept of security sector reform as a NATO tool for prevention and resolution of internal conflicts on the real example of the deployed military advisory team of the Armed Forces of the Slovak Republic to the ISAF operation in Afghanistan. The authors focus on the orientation in the topic and correlation and causal anchoring of the topic in the introduction and the first part of the article. The second part presents the initial situation of the deployment of the Slovak advisory team in the ISAF operation. The third part and the discussion summarize lessons identified from the deployment of the advisory teams of the Armed Forces of the Slovak Republic. It also illustrates the conceptual framework, conditions and axioms for optimal and effective security force assistance within the efforts of the security sector reform as an important part of the stabilization and reconstruction concept.

Review of the Author's Monography PROCHÁZKA, Josef and Pavel NEČAS. Approaches to Security and Defence Strategy Formulation.

The authors offer the research outcome focusing on the assessment of risk management practices applied in the Armed Forces development planning process. Based on analytical outcomes, contemporary theory and best practices authors outline comprehensive approach to risk management within the Armed Forces development planning process. The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic.

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.

The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. The purpose of this article, dedicated to military strategy problems, is deeper understanding to its basic connections, understanding a direction the strategy took in a designated period and its development. I ought to explain in short its role and attitude towards the nature of military operations.

The article is based on the neorealist theory and is aimed to the analysis of the military doctrines of the USA published between 2012 - 2018. It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

When the White Paper on Defence was drafted, there was lot optimism as of crisis, then only set in motion. It was regarded as a mere limited, transitional phenomenon. Nowadays we see that it is not a standard crisis known from history, but the so-called systems crises. It is a different sort of crises; we ought to respond by systems reaction in which the society should response to crisis as a whole. This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. The author proposes to draw up a working document "The Army for the Next Twenty Years".

The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector.

The article deals with the issue of warfare. Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications.

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3^rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies.

The aim of the article is to broaden scientific discussion held within the defence and security community on methodological approach to scenario development process. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process.

This review attempts to analyze in detail the specific roles and interests of the key players represented by Pakistan and India in Afghanistan. The focus of individual actors in the South Asian region was focused on identifying key objectives, defining specific national interests and strategies in Afghanistan. The aim of the article is to find out, analyze, interpret and understand information about the power relations of Pakistan and India in relation to the security situation in Afghanistan. The content focuses on the analysis of Pakistan-India relations and their intertwining in Afghan society. The aim is not to relate the content to a generalized theory or known theoretical paradigm of international relations, but to analyze the aspects of the Afghanistan in relation to Pakistan and India.

During the period between 2016 and 2019, the efficiency of language courses was scrutinized by invention methods. In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria.

The aim of the text is to present the approach to assessing the military potential of the state as well as the will or possibilities to be used to achieve national strategic interests or power objectives. This approach is methodologically based on the sectoral analysis of the state's power potential and its possible projections in the construction and use of armed forces. The described and used approach in the Ministry of Defence of the Czech Republic is applied to the current Russian Federation and its military or power activities

This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally.

The article deals with selected international treaties, current agreements and international cooperation initiatives in the field of non-proliferation of nuclear and chemical weapons, in which the Czech Republic is represented through specific bodies or ministries. There is also a general description of the view and the specific military approach. The involvement of the MoD and the Czech Armed Forces in NATO structures enables to influence the strategic decision-making in the area of CBRN and thus support the current trends concerning forensic analysis, sampling of CBRN samples and response to new trends in the field of WMD elimination.
