The article deals with the preparation of the Active Reserve of Czech Armed Forces, territorial forces in detail. It compares them to the equivalent of the active reserves of the Polish army, namely the Territorial Defense troops. A comparison of the development and preparation of these forces points to the necessity of solving or updating the system of calling up reserves of the Czech Armed Forces, their training, arming and equipping.

Laser Weapons as a New Entity to Small Firearms

Laser weapons have long been the subject of debate. The article discusses the potential adoption of laser weapons by infantry units and the future of small firearms. The text analyses these weapons in selected categories that subsequently support the evaluations and the conclusion. If miniaturisation is successfully managed, the comparison reveals an interesting paradox. While laser weapons and firearms do not rival each other as distinct functionalities, given the right conditions, they can actually complement each other and compensate for any disadvantages within their respective categories. Today's complex battlefield is placing ever greater demands on small arms, pushing conventional weapon mechanisms - combined with ammunition that guarantees accuracy and lower recoil, albeit at the expense of penetration - towards the limits of further possible advancement in technology. Improved passive individual protection restricts the wounding potential of pistol ammunition, reducing it to below 150 m for rifle cartridges, while guided ammunition tends to be prohibitively expensive. Under the right conditions, laser weapons could compensate for any of these drawbacks.

The war game is a respected tool for commanders' decision-making. Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario.

The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research.

The article follows the author's comparative analysis of American and Russian nuclear doctrines and armaments from the fall of 2021. It presents the current nuclear strategy of the United States of America based on a content analysis of three specific areas of the updated version of the Nuclear Posture Review. Applying interpretive analysis and a rich secondary sources apparatus, the author also reflects on his 2021-formulated assumptions and expectations about the further development of American nuclear strategy under President Joe Biden. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles.

The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach.

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

The study presents a meritorious view of the traditional operational factors of space, time and force. On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations.

The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.

The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience.

The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces.

Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates.

The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter.

The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks.
