The Information War in Ukraine as a Part of the Military StrategyReviewed - ReviewJan MěřičkaVojenské rozhledy / Czech Military Review Nr. 1/2022, Vol. XXXI. (LXIII.): 21-37 | DOI: 10.3849/2336-2995.31.2022.01.021-037 This paper assesses the information war in Ukraine in the context of the military strategy. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors. |
Convergence of NDPP and CSDP Planning Process as a Part of the NATO-EU Strategic Partnership ReinforcingReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 45-59 | DOI: 10.3849/2336-2995.30.2021.04.045-059 Over the last few years, a need for reinforcing the NATO-EU mutual coherence has become increasingly apparent. The EU and NATO have recently initiated the steps to consolidate the strategic cooperation where a way ahead to converge NDPP and CSDP planning process was also underpinned. The recent introduction of new tools tailored to get more effective the CSDP process offers new opportunities for facilitating a convergence of EU and NATO planning approaches. Even if it is impossible to assume that the Alliance's and the Union's planning processes would become identical, the implementation of PESCO and other subsequent procedural tools has created a room for potential synchronization and harmonization of respective planning processes. The paper summarises findings on certain parts of both processes which could be brought closer, in terms of time and procedures, without affecting the autonomy of both organizations in any way. |
NATO After the End of the Cold WarReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2021, Vol. XXX. (LXII.): 3-25 | DOI: 10.3849/2336-2995.30.2021.02.003-025 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |
Concepts of the Hybrid Warfare and the Czech Armed ForcesReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |
EU's Common Security and Defence Policy in a Nutshell - Part TwoNonreviewed - OtherVilém KolínVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 105-117 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |
Reasons of formation and integration of cyber forces and information operations into the Army of the Czech RepublicNonreviewed - OtherMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 72-86 The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations. |
Conceptualization of Intelligence TerminologyReviewed - ReviewJosef ŘíhaVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 20-36 | DOI: 10.3849/2336-2995.29.2020.02.020-036 The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. Prospective Horizons of Further Cooperation between NATO and the EUReviewed - Reviewplukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 22-30 | DOI: 10.3849/1210-3292.23.2014.03.022-030 At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. The article is available only in the Czech language. For more information please contact editors. |
Operational Concepts and Armed Forces Use in the Future OperationsReviewed - ReviewPodplukovník gšt. Ing. Ivo Pikner, Ph.D., Mgr. Lukáš DyčkaVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |
Information and Psychological Operations as a Challenge to Security and DefenceReviewed - ReviewPetra VejvodováVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 83-96 | DOI: 10.3849/2336-2995.28.2019.03.083-096 The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience. |
Demobilisation of the Colombian Guerillas: FARC-EP and ELNReviewed - ReviewPavlína Bláhová, Malvína Krausz HladkáVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 85-97 | DOI: 10.3849/2336-2995.28.2019.01.085-097 Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor. |
Perfecting the Instrument: Learning Operations at the Beginning of CampaignsReviewed - ReviewLazar Berman, Yaniv FriedmanVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 75-92 | DOI: 10.3849/2336-2995.27.2018.03.075-092 Uncertainty is a constant in war. Militaries regularly go into conflicts with operational concepts that are not relevant in the face of the enemy and his plans. The authors propose a way to reduce uncertainty and rapidly check, then adapt, the operational concept - designed learning operations at the beginning of campaigns. These relatively small operations will create friction with the enemy, giving learning teams crucial information to assess their operational concepts. Learning operations offer conventional militaries a way to maximize their advantages over sub-state enemies, by concentrating learning at the outset of the fight and adapting first. |

Professional Soldiers Act Within the Czech Legal System (on the Issues of Certain Terms Interpretation)Reviewed - ReviewLeopold Skoruša, Ondřej Horák, Radim Vičar, Tomáš ZbořilVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 33-43 | DOI: 10.3849/2336-2995.26.2017.02.033-043 The article deals with the general considerations on the relationship between Public and Private Law and on the relationship of the Professional Soldiers Act (Act no. 221/1999 Coll., on Professional Soldiers) to other legal regulations. The contribution also defines and interprets certain terms (family, household/shared household, close person, child, spouse/partner) at which demonstrates the combination of both legislative branches. It attempts to demonstrate that the laws so called armed legislation, particularly the Professional Soldiers Act is not a world closed on itself, but rather an area that is a part of the unified legal system linked to a number of laws, including Private Law (especially to the CivilCode and Labour Code). |
Analysis of Approaches of Selected NATO and EU Countries to Defence Planning and Capability PlanningReviewed - Reviewplk. gšt. Ing. Zdeněk PETRÁŠVojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 3-19 | DOI: 10.3849/2336-2995.25.2016.04.003-019 The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |
Innovative view of the methodical process of facing disinformationReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 23-36 | DOI: 10.3849/2336-2995.31.2022.04.023-036 The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |
Leadership development in the conditions of the Czech Armed ForcesReviewed - ResearchMilan Marek, Aleš TesařVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 50-70 | DOI: 10.3849/2336-2995.31.2022.04.050-070 The aim of this article is to define leadership as a process required in the Czech Armed Forces. To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |
Future Tactical Unmanned Aircraft Systems of the Czech Armed ForcesReviewed - ReviewJan Nohel, Marek Pavlačka, Petr StodolaVojenské rozhledy / Czech Military Review Nr. 1/2022, Vol. XXXI. (LXIII.): 51-70 | DOI: 10.3849/2336-2995.31.2022.01.051-070 The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. The main goal of the article is to bring a view of the issue from a broader context and to find a possible way-out together with an evaluation of the advantages and disadvantages of each of the proposed variants. |
The Revolt of French Soldiers Against the Failing Immigration PolicyReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 3-22 | DOI: 10.3849/2336-2995.30.2021.04.003-022 The article is about the revolt of French soldiers against the failing immigration policy of their country. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario. |
Current Nuclear Strategies and Arsenals of the United States of America and the Russian FederationReviewed - ReviewAdam PotočňákVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 23-44 | DOI: 10.3849/2336-2995.30.2021.04.023-044 The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022. |
Qualitative Research on PESCO Projects Direction in the Field of CBRNReviewed - ResearchMiroslav Pohanka, Antonín NovotnýVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |
The Process Approach to Human Resource Management in the Czech MoDNonreviewed - OtherFrantišek MičánekVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

American Military Doctrines of New GenerationReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 3-19 | DOI: 10.3849/2336-2995.29.2020.01.003-019 The article is based on the neorealist theory and is aimed to the analysis of the military doctrines of the USA published between 2012 - 2018. It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. Comparison of Approaches Towards Electronic WarfareReviewed - ReviewPetr HlaviznaVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 78-104 | DOI: 10.3849/2336-2995.27.2018.04.078-104 The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic. |
