The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense.

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. The article deals with experience in closure of military bases in foreign operations. It follows in article Life cycle of military bases in foreign operations, published in Vojenské rozhledy Nr. 4/2009. The text of article presents current knowledge about the life cycle of military bases and general principles from the perspective of the latest NATO Handbook. The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities.

Proliferation of weapons of mass destruction, danger of misusage of toxic materials, terrorism and other phenomena of current security environment are factors that lead to the development of capabilities of the Chemical Corps. The paper is looking at the problem of collecting evidence and forensic attribution of responsibility for hostile acts. This capability is required by the North Atlantic Treaty Organization and is supported by experience from military operations, which confirm the validity and significance of required changes. The article presents some recommendations that may lead to development of units that will contribute to the ability of collecting evidence and thus support forensics.

This article deals with challenges for the defence policy and strategy of the Czech Republic and their further adaptation and. It outlines set of recommendations for ensuring its armed forces relevance and their long term sustainability. The article reflects debate during the international conference Defence and Strategy organised by the Centre of Security and Military Strategic Studies of the Defence University and held on 15-16 June 2015 in Brno.

The article presents the results of advanced defence research for the higher economy and security support of military cars and vehicles. The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets.

The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering. The purpose of this article is to initiate a debate about the topic and to start the brainstorming process in a broad military environment.

One of the objectives of the project for organization development titled "Trends in development the Armed Forces of Czech Republic in relation to the development of the security environment", is to identify trends in career management and life-long education in the MoD. The article presents partial findings of the substudy focused at proper use of management methods to execute primary data collection and to construct complete problem formulation for both preparation and implementation of Career Order as a part of human resources management in the Ministry of Defense. There is summary of methods and tools used for problems formulation in the first part, the second part shows how these methods are applied in practice. Based on results, the conclusion is then formulated depicting the primary problem of preparation and implementation of the career system.

This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied.

The article presents partial conclusions of the questionnaire survey on "Problem Solving in the Defence Department of the Czech Republic". First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article.

The purpose of this essay is to analyze the role of conceptional documents as guideposts supporting decision-making process of ministerial top-management. The key role belongs to visions. They reflect various political targets, whereas prognoses represent the prospective image of goals of department in question. The author offers several matrices of assorted components serving for the creation of predicted variants of normative and nonnormative scenarios. This leads to forming concepts, followed by plans and methods of their implementation. It is necessary to respect this outlined principle, so that titles of individual documents would match their real contents. This highly theoretical article is based upon the Research Project MSM002162084 "The Development of the Czech Republic within the EU: Challenges and Risks", Faculty of Social Sciences, Charles University Prague.

The main goal of this article is to depict the issue of intelligence information sharing within the so called principle "need to share" and highlight the differences of this current trend, which was to replace the "need to know" principle. The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field.

The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR.

The aim of this article is to clarify the terminology of Peace Support Operations. This article briefly explains the evolution and history of peacekeeping operations, as well as the basic concepts and operations division of NATO Peace Support Operations. An important part of this article is the definition of Peacekeeping Operations in the doctrinal documents of the Czech Armed Forces.
Peace Support Operations are dynamic and challenging activities. The intensity and complexity of Peace Support Operations has been increasing. That is why their political and military ambitions have been increasing too. There is a reason why authors explain this issue for readers, which is the main goal of this article.

The paper concerns the crisis in Yemen which escalated once again in the beginning of 2015 and considers legality of Operation Decisive Storm launched in March 2015 by military coalition led by Saudi Arabia.

The article focuses on the current use of NATO logistics information systems in the NATO Defense Planning Process and the Operations Planning Process in the area of logistics. Information support is provided through the logistics information systems of LOGFAS (Logistics Functional Area Services), which generate the necessary information environment through various software tools. In order to improve future logistics information support, NATO is concurrently preparing a modernization of the existing information environment by the development of the LOG FS projects. In the future, those projects are expected to replace the existing information systems in order to optimize information support, deliver new features and to facilitate the coordination of logistic operations within the NATO integrated command and control network.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.

It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article also dedicates extensive attention to the Russian naval strategy.

But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world.

This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined.

The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region.

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

This paper is above all a quick piece of information on current problem which could have provoked a large war in the Middle East. And also about a unique operation to resolve it. Syrian chemical weapons used to be a serious threat to the entire Middle East, mainly in the context of the ongoing civil war. This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries.

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.
