Assesment of the Development of European Air Forces in the Context of US-China CompetitionReviewed - ResearchJan Feryna, Libor KutějVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 123-139 | DOI: 10.3849/2336-2995.32.2023.04.123-139 The air force plays an important role in armed conflicts. It was no different in the Odyssey Dawn and Unified Protector operations in Libya in 2011. The European dependence on the US became fully apparent during those operations. After 2011, US attention has been shifted to Asia. This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support. |

As part of the study, the issue of strategic surprise was analyzed and assessed, the aim of which was to find causal mechanisms and connections between the security of state defense and the phenomenon of surprise in the conditions of the 21st century. The article deals with the issue of surprise and its impact on state defense security. It describes strategic surprise as a principled aspect with implications and impacts on state defense. It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking. |

(LXIV.): 96-110 | DOI: 10.3849/2336-2995.32.2023.03.096-110 The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research. |
Use of Methods of Strategic and Decision-making Analysis in the Process of Creating Conceptual Documents of the MoD CZEReviewed - ResearchEva Štěpánková, Kristýna BinkováVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 35-51 | DOI: 10.3849/2336-2995.32.2023.02.035-051 The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach. |

(LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |

(LXIV.): 50-68 | DOI: 10.3849/2336-2995.32.2023.01.050-068 The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |

(LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.04.003-022 The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter. |

The aim of this article is to point out some specific aspects of the development of the conflict in Ukraine in its initial stages. In the beginning of the article, the author deals with the surprising development of the so-called "special military operation", leading to a change in Russia's original plans. In the following parts, he discusses the way the forces of the warring parties are used in individual domains, applies the principles of warfare and discusses the possible causes of the operational failure of the Russian military forces. The article mainly uses data from open sources. Analysis, comparison, deduction and synthesis were used in its compilation. The overall intention of the author is to offer readers one possible view of the ongoing conflict and to motivate them to think about the nature and character of war. |

(LIX.): 25-43 | DOI: 10.3849/2336-2995.27.2018.01.25-44 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |

After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription. |

(LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |

A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience. |

(LXIV.): 188-205 | DOI: 10.3849/2336-2995.32.2023.04.188-205 The article deals with the consequences of changes in society and the army after the "Velvet Revolution" in 1989 for teaching social sciences at military schools. The changes are illustrated by the example of the Military University of the Ground Forces in Vyškov, which trained most of the officers for the ground troops. The first part of the article shows the use of social science teaching at military schools to ideologically indoctrinate students in favour of the ruling Communist Party of Czechoslovakia before November 1989. The next part of the article deals with the reflection of changes in society and in the army after the abolition of the article on the leading role of the Communist Party of Czechoslovakia in the Constitution in the system of teaching social sciences, in their content and scope. The content of the article also shows individual milestones in the process of changes in the teaching of social sciences on the way from their use for communist indoctrination to the formation of democratic army officers. |

The following part is devoted to individual perspectives of different branches of international law on military aid to Ukraine - the law of neutrality, ius ad bellum, ius in bello, issues of co-belligerency and state responsibility for complicity in internationally illegal actions. The conclusion summarizes the findings and gives an answer to the question why Western aid to Ukraine mostly does not violate the norms of international law. |

Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario. |

(LXIV.): 23-34 | DOI: 10.3849/2336-2995.32.2023.02.023-034 The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality. |

The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

(LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |

(LXIII.): 63-83 | DOI: 10.3849/2336-2995.31.2022.03.063-083 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |

(LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |

As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |
