Sharing of Intelligence Information in Terms of Process "Need to Share"Reviewed - ReviewIng. Martin HAVLÍK, MBA, MSc.Vojenské rozhledy / Czech Military Review Nr. 2/2015, Vol. XXIV. (LVI.): 83-92 | DOI: 10.3849/1210-3292.24.2015.02.083-092 The main goal of this article is to depict the issue of intelligence information sharing within the so called principle "need to share" and highlight the differences of this current trend, which was to replace the "need to know" principle. The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field. |

(LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |

(LVI.): 38-45 | DOI: 10.3849/1210-3292.24.2015.01.038-045 This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied. |

One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process. |

It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations. |

V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu. |

(LV.): 106-120 | DOI: 10.3849/2336-2995.23.2014.01.106-120 This paper deals with a geospatial support at a strategic level, especially with the production of rapid map products, presenting at this level the most required product type. Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU. |

On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation. |

(LII.): 69-70 The document "Security and Stabilization: the Military Contribution UK revision of Joint COIN doctrine" was created by the team of authors of DCDC (Development, Concepts and Doctrine Centre), Defence Ministry, Great Britain. The publication was similarly as other JDP series written as an instruction manual for members of armed forces to solve at general level the tasks in missions abroad, in disintegrated countries: security, stabilisation and insecurity, strengthening the capacity within armed forces to work alongside civilians for certain specific, short-term reconstruction, development tasks in hostile environments, and to provide a stabilisation presence in the immediate aftermath of a military operation while sufficient security is put in place to enable civilians to deploy. It is highly recommendable literature for members at the level of join staffs, participants in stabilization operations, or for attenders of Higher General Staff Courses. |
The Command Post Exercise "Good Neighbourhood 2010" (CPX GN 2010): Lessons and ExperiencesMilitary artIng. Ladislav Koláček, Ing. Among others, participants of the CPX were representatives of Defence University Brno, National Defence Academy Vienna, Austria, and the Armed Forces Academy, Liptovský Mikuláš, Slovakia. During the exercise, in imaginary region POPRADLAND, there were practiced various basis aspects of forces preparations and engagement that focus on EU Battle Group in Area of Responsibility, explaining forming commander and staff's decision-making process at the level of Battalion Task Force, during operational planning and its engagement in action. At the end the Officer Conducting the Exercise certified that participants in the CPX fulfilled set goals and aims of this exercise sucessfully. The exercise was designated maily for members of Higher and Basic Command and Staff Courses. |

(LII.): 119-127 The paper offers data on the water supply to Federal German Armed Forces (Bundeswehr) combat units in the frame of ISAF operations. It explains new concept and technology of water purification and the exploration of natural water sources for BW water filling stations. Experiences have shown that clean water is of top priority especially in field missions such as that in Afghanistan. The systems of WTC 500, WTC 1600, WTC HS (High Salinity) and WTC container systems are able to prepare up to 15.000 litres of water supply every day. They are highly mobile, of friendly use, capable to work under rough climatic conditions. Built-in recycle systems could save as much as 60 per cent of operating costs. The water prepared by German purification stations is of high quality and meet both norms STANAG 2136 and WHO standards |

(LI.): 116-126 First, the author, who works at the Supreme Headquarters Allied Powers Europe, Mons, briefly describes the contribution of Geographic Service of Czech Forces in terms of geospatial support for NATO. He also mentions current allocation of personnel in military missions and NATO/EU international structures. The article deals with tasks fulfilled by the Geospatial Section within Supreme Headquarters (SHAPE). One of the main section's responsibilities is Geospatial Data Management and Distribution, in line, with releasability conditions, and overall coordination of geo-cells within subordinate HQs. This section widely cooperates in the field of research and development, namely Core GIS project and Geospatial Standardization. Direct Geospatial Support is shortly mentioned, as well as variety smaller assignments. |

(LI.): 127-134 NATO's Research and Technology Organization covers six panels dealing with technology. System Analysis and Studies panel drafted a long-term scientific study "Joint Operations 2030" that was performed for three years under the direction of CNAD (Conference of National Armaments Directors). This study identifies system approaches of NATO further development. Its purpose is recommend remedies for eliminating potential defects in future Alliance capabilities, in the frame of anticipated security surrounding and emerging new technologies. The work was divided into five states: evaluating previous studies, evaluating basic potential, setting priorities, new technologies and the last stage evaluated results reached by means of Multinational Exercise. The final version of this document (Final Report) will be released in next half. By joining JO2030 the Czech Republic underlined its resolution to contribute to the advance of NATO defence potential. |

(LI.): 65-81 Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

(LV.): 63-74 | DOI: 10.3849/2336-2995.23.2014.04.063-074 Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future. |

This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

And also about a unique operation to resolve it. Syrian chemical weapons used to be a serious threat to the entire Middle East, mainly in the context of the ongoing civil war. This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries. |

But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate. |

The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world. |

(LV.): 44-51 | DOI: 10.3849/2336-2995.23.2014.03.044-051 The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

(LV.): 106-111 The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |
