The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |

We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security. |

In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity. |

The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users. |

Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

(LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |

The paper does not discuss in detail variants EU Battle Groups, but concentrates on their historical background, basic characteristics, structure, EU political-military ambitions, scenarios, reaction time, tasks, standards, training and certification, Battle Groups commitments, concept and implementation, achievements. The article also includes recommendations for the Czech Armed Forces that are currently involved in the formation of the EU Battle Group CZE/SVK. (XLVIII.): 117-120 Soldiers are trained for combat situations. But peace missions are not tied with the fight. In some measure, they remind more civil police actions: patrolling, duties at sentry points. But still they are activities done by servicemen; those who retire are called "military veterans". Peacekeepers are exposed to high level of stress situations. People who experience a high level of stress for a long time may become irritable, socially withdrawn, and emotionally unstable. Some people under intense and prolonged stress may start to suffer from extreme anxiety, depression, or other severe emotional problems. All psychological research can be divided into two groups: first dealing with actual stress symptoms, the second one dealing with inner structure of individual stress. Discussed model was formed according the pattern of American airborne units deployed in the Sinai Peninsula. Dimensions of psychological stress in peacekeeping operations are formed above all by "boredom", the real threats are in fact at the end of risk scale. More stress reactions come after the mission ends. (XLVIII.): 52-58 Asymmetric operations lack some linear qualifications at operational levels and split themselves into dozens of tactical warfares. This type of warfare demands quick analytical thinking tied with intelligence preparation of the battlefield, formulating specific information requirement to fill in the missing elements in information requests. As to technological potential, military intelligence is developing very fast. So, the intelligence analysts transfer the main information burden on various information systems, e.g. JSTARS (Joint Deployable Intelligence Support System), AWACS (Airborne Warning and Control System), ASAS (All Source Analysis System), or JDISS (Joint Deployable Intelligence Support System). But large capacities of those systems gave rise to another logical judgement that leads to different interpretation of intelligence data, i.e. the judgements corresponding to higher levels (operational and above) of analytical thinking. Nevertheless, tactical warfare represents operations of small tactical units and this fact puts the main burden on an intelligence analyst who must very quickly cover the gaps in intelligence reports and adopt appropriate decisions. |

(LI.): 101-108 The article depicts the methods of logistical support to combat units of the German Federal Forces (Bundeswehr), deployed in Afghanistan. Professionally trained and prepared personnel are capable to meet requirements of forces in ISAF operations. The centralizations of composite logistical services can guarantee the lowering of payments and expenses in logistics. Such arrangement makes logistic activities more economical, namely by taking over of mechanisms used in civilian economy sphere. This method is called "focused logistics". It is used for logistical support of small contingents. Its characteristic feature is interconnection of logistical data and transport technologies, rapid crisis response, and the ability of logistical support during all combat and non-combat activities. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |

(LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075 The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest. |

In addition, the article highlights some important measures of the White Paper that has been implemented in practice. The author who was a member of the committee, responsible for development, and an editor of the White Paper, responds to some voices, claiming that the document has not come up to expectations and it is not usable for the future of the Czech Armed Forces. The author presents his lessons learned from the development and implementation of the document and describes some recommendations for the future. |

(LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership. |

The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence. |
