The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

Alliance's New Strategic Concept (Discussion Continues)

Reviewed

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 3-15

The NATO's New Strategic Concept is only starting point to open discussion on a wide range of security problems. At the beginning there is a description of Czech home politics, attitudes of Czech political parties toward NATO alliance. The author explores the history of NATO's identity crisis. In recent years, different security optics of the members splintered NATO. The US wants an expeditionary alliance with a global reach, the Western Europeans hold to a vision of a regional club of liberal democracies, the Central Europeans have a wish so that Washington would stand by them when they will find themselves pressured by Russia. NATO is divided on how to reform its decision-making processes and how to fund and resource its home and away missions. In Afghanistan, the Alliance faces the most difficult operational challenge to date, with a real possibility of strategic failure. The overarching problem is how to define the core business of NATO: cyber defence, energy security, WMD proliferation, stability and reconstruction missions, out-of-area missions, territorial security, enlargement, partnership-building. The discussion over the New Strategic Concept needs to reorder the question how to define NATO's appropriate roles and go from there.

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 108-112

The necessary predisposition of successful meeting assigned tasks of every military contingent sent abroad lies in a high cooperation of its elements, hidden performance of all mission members. The purpose of this article is to introduce nearly invisible activities of geographic and hydro meteorological specialists of the ACR, who prepared and printed geographical maps of Logar province. It is the very first set of maps created by the method of rapid symbolization of GIS data (Geographic Information System), based upon standard Topographic Map TLM50. Vocational preparedness of military geographers is high. Technological means, advanced technology they use in Logar, are an indispensable prerequisite for successful fulfilment of their mission with honours. In fact, the Czech contingent consists of nearly 200 members, formed by soldiers of 102nd reconnaissance battalion Prostějov, 7th mech brigade Hranice, 13th arty brigade Jince, 15th rescue engineers brigade Bechyně, 103rd Centre CIMIC/PSYOPS Lipník, 22nd Air Base Náměšť and other members of Czech armed forces.

Intelligence Support to Psychological Operations

Mgr. Jiří Hodný

Vojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 113-117

Intelligence activity is an essential part of psychological operations (PSYOPS). Intelligence data are collected, treated, and assessed by intelligence officers together with analytical specialists in cooperation with intelligence authorities from other services. Two basic documents are made. First, in British Army, it is called Country Area Study; in US forces it is labelled as PSYOP Basic Study. The second type of studies represents the assessment of target audience, called in British Army Basic Psychological Study, in US Special PSYOP Assessment. Gathered information are integrated into special electronic bases, e.g. SOCRATES (Special Operations Command, Research, Analysis and Threat Evaluation Data System), or POADS (Psychological Operations Automated Data System) used by the US Army. The rating of effectiveness of psychological campaigns is extremely difficult and consists of several phases. Even enemy's propaganda is analyzed. This process is of specific structure, categorized as SCAME (Source, Content, Audience, Media, and Effect). For PSYOPS operations is extreme important their precise timing. NATO Common Funding as a Tool for Cohesion Enhancement and Ability to Act

Military art

Ing. Josef Procházka, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034

In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains.

Ing. Pavel Zůna, MSS, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44

The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice.

The Cyber War Continues

Informational pages

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

Intelligence Services (A Multidisciplinary Approach to Problem)

Book review

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 136-138

In our country we can meet various publications on intelligence activities, nevertheless we feel the lack of expert books with wider overreach. Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook.

A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

Is Economic Education of Military Professionals Necessary?

Opinions, controversy

Prof. PhDr. Miroslav Krč, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076

This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.

Leader of the Free Word and the Balance of Threats: Understanding Obama's New Defence Strategy

Informational pages

Mgr. et Mgr. Jan Ludvík

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 77-85 | DOI: 10.3849/2336-2995.21.2012.02.077-085

This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally.

Security and Strategic Culture of USA, EU and CR

Book review

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 168-174

It is the title of homonymous publication by Jan Eichler from the Institute of Foreign Relations. The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

The Problems of Prevention of Socially Undesirable Behaviour

Nonreviewed - Review

Ing. Michael Hrbata

Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55

Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority.

The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security System

Bohuslav Pernica

Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088

The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be.

This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command.
