This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

The article is involved in the problems of providing humanitarian aid. The authors analyze legislative and social surroundings upon which the humanitarian assistance is rendered by the Army of the Czech Republic. They characterize various forms of non-governmental organizations in our country and the conditions under which the Czech Army is allowed to cooperate with them. There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. The list of selected denominations with their short profiles is enclosed.

Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world.

It discusses the area of operational design concepts and suggests possible ways of this theory application in the process of operational approach development. This paper is a free sequel to several articles published in Military Review on this theme. It introduces several professional terms in the field of operational art, up to now not officially established.

Respecting rules of international laws is indispensable to guarantee a peace balance among forces of all states. It ought to be in their own interest. By and large, the flagrant breaking of those rules and acts of aggression correspond directly to the military power of individual states. Examples are abundant. This essay deals with the definition of aggression that was adopted by the United Nations General Assembly on December 14, 1974.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

Backed by the current history, the monograph explains different ways in which the USA and the Russian Federation use their power. A large part is devoted to the concepts of strategy and the strategic culture, militarism, mental model or smart power. The attention is focused on Obama´s vision to have a world without nuclear weapons, as well as the Prague treaty for the reduction of strategic nuclear weapons, and Obama's restraint and caution in using military force for achieving political goals. The book analyses strategic and doctrinal documents that constitute a framework of Russian security and foreign policy.

This article suggests to introduce a new method of compilation and distribution of meteorological messages in the ACR artillery. The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages.

The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio".

The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use.

The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.

The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science.

The article informs about methods and ways of maintenance and repairing military equipment, armament, materiel, for the duration of UN international missions. It depicts the whole system, including personnel duties during maintenance and recovery of materiel in the areas of United Nations peacekeeping operations. Further it explains some maintenance rules and activities done while scheduling the maintenance and repairing scheme, as well as contracted services.

The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. The article deals with controlling implementation into the mechanism of central institutions and state administrative management of the CzechRepublic (CR), hereinafter state administration. The purpose of this article is to present state administration controlling as an effective control tool, backed by best experiences and practice in the Germany. The authors explain and determine theoretical bases and circumstances to put controlling into practice. They comment the effecitivity of controlling implementation in Czech state administration, using as an example the Defence Ministry of the CR.

Data analyses using methods of exploratory and inductive statistics nowadays form an integral part of many areas of human activities. The paper is focused on the statistical processing of data using a new application STAT1 that works under Microsoft Office Excel. The explanation is given, the source is stated, and the comparison with alternative application software tools is mentioned. Moreover, the examples of practical utilization of STAT1 in the military area are presented.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities.
