Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse.

The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

International humanitarian law hinges on the principle of the distinction between combatants, whose function is to conduct hostilities during armed confl ict, and civilians, who are presumed not to be directly participating in the hostilities and, therefore, entitled to full protection from attack. They lose this protection only if, and for as long as they "directly participate in hostilities". After several years of expert discussions and research, the International Committee of the Red Cross (ICRC) has published the Interpretive Guidance, which aims to clarify the meaning and consequences of direct participation in hostilities under international humanitarian law (IHL). This article is devoted to the explanation of this notion. The presented interpretation follows the Interpretative Guidance published this year.

This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic.The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The aim of this article is to clarify the terminology of Peace Support Operations. This article briefly explains the evolution and history of peacekeeping operations, as well as the basic concepts and operations division of NATO Peace Support Operations. An important part of this article is the definition of Peacekeeping Operations in the doctrinal documents of the Czech Armed Forces.
Peace Support Operations are dynamic and challenging activities. The intensity and complexity of Peace Support Operations has been increasing. That is why their political and military ambitions have been increasing too. There is a reason why authors explain this issue for readers, which is the main goal of this article.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

The Directed energy weapons use highly focused energy to damage targets. These weapons use electromagnetic radiation, sound, or subatomic particles. This article aims mainly presentation of information on the current situation in the field of directed electromagnetic weapons that use pulsed electromagnetic field in the range of radio waves and microwaves band. These technologies are used for disruption or destruction of electronic and electrical circuits of the enemy equipment. This makes it possible to neutralize or completely destroy the operation of information, communication, management, control, firing and other electronic devices.

This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasi­state at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.

Successful protection against Weapons of Mass Destruction and Toxic Industrial Materials is a permanent and current challenge for the Czech Armed Forces Chemical Corps units and formations. Technical and technological improvements of the equipment and material as a result of defence development projects mostly contributed to enhancement of operational capabilities. In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015.

The article identifies specific attributes which have influenced duality of training for urban area operations. There are mentioned only the crucial ones. The author was inspired his own experience as infantry unit commander. He used his knowledge gained from military assignments. The article could be considered as topic for future discussion not only on academic but also on specialized level.

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders.

Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority.
