The Implementation of Defence/Military Policy in the Czech Republic: Little Stability of Governance and Unsuitable Management ConceptOpinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D., pplk. (LI.): 101-113 The article deals with persistent problems of Czech military policy within 1993-2009, its achievements and failures. A new managerial concept, system planning, programming and budgeting, which superseded a communist central control, was not implemented fully because of governance instability. The office of Defence Minister was held by 11 persons within 1993-2009 (Czech Republic). Among others, it aroused the return of a concept of central planning in 2004, which was not successful, because it was not supported by institutions outside the MoD. The authors propose more transparency in military matters and better cooperation with academic community to prevent the repetition of concepts supporting short-term goals instead of long-term visions. |

A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |

The continent is facing huge difficulties today and the EU is more and more involved in peace enforcement and expeditionary operations. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. (L.): 138-151 The paper deals with the assessment of extremism in connection with the Czech Armed Forces. It analyses attitudes of various forms of Czech domestic extremist movements to the military sphere and possible impacts of the infiltration of extremists into the army, namely in time of danger (training militant activities, including paramilitarism, subversion, espionage, etc). The most important problem of the contemporary Czech counter-extremist policy in this area is the rise of neo-Nazi activities in the armed forces and the establishing of extreme right paramilitary units which take interest in the engagement of soldiers. Even though these activities are limited in our country, the author offers overall survey various obscure organizations, having connections to foreign groups sponsoring their Czech counterparts. |

(LV.): 40-50 | DOI: 10.3849/1210-3292.23.2014.04.040-050 The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

(LV.): 51-62 | DOI: 10.3849/2336-2995.23.2014.04.051-062 The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts. |

(LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |

Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development. |

Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. (LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu. |

(LV.): 117-127 Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users. |

On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

(LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks. |

At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

The potential consequences of climate change are so significant that the prudent course of action is to begin now to assess how these changes may potentially affect our national security, and what courses of action, if any, our nation should take. Armed forces must should limit emissions to prevent the greenhouse effect, global warming. They also must be prepared to be sent do regions disorganized by mass migration, brought about by humanitarian catastrophes tied with calamity, caused by climate change.
