Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks.

They have shape and image of modern corporative companies; they are highly structuralized, well supported. They do not resemble the old band of soldiers of fortune. Language instruction is an integral part of the training of military professionals and various experts of the Czech Ministry of Defence. An important contributor to this is the Defence Language Institute (DLI) in Vyškov. This article describes the principles of work being applied, at the present time, in the activities of the fundamental components of the DLI, the language instruction section and the methodics and testing section and the scope of this activity. It presents the volume and the results of language training in the ACR from 2003 to 2006, as well as new commitments that the DLI in Vyškov has for 2007. It acknowledges the significant growth in the number of the students in the language courses, and the specialization of the various courses according to the needs and tasking of the ACR.

The article deals with some aspects of applied theory of operational art within the operations planning process. It discusses the area of operational design concepts and suggests possible ways of this theory application in the process of operational approach development. The described theory is a sequel to the article published in this Military Review No. 1/2014.

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

Military Mobilization is activation of military forces for imminent threats, and redirection of economic and social activities to support a military effort. As the ACR does not use conscription (forced military service-the draft); instead, everyone in the Czech Army enrols voluntarily. The regular service is accompanied by the Reserves (voluntary and regular). Those interested in joining the ACR or Voluntary Reserve Force must complete an application, take an aptitude test, and undergo a physical fitness examination. Recruitment personnel use the results from the application process to determine whether an applicant qualifies to serve. Army reservists are trained to reinforce the regular force and to perform active duty during the state of was and selected peacetime operations, natural disasters, and industrial hazards. By means of several charts the authors explains details on ACR war deployment, recruiting process, scheme of preparation and execution of mobilization. The present system is flexible, it enables to react to security threats and fulfil the objectives resulting from vital interests of the Czech Republic.

The paper is focused on the area of defence sources in the Czech Republic. Within an analysis of the actual situation in military spending in the Czech Republic, some potential approaches are defined to enable the reasonable and transparent allocation of resources for national defence. Based on these approaches, three courses of action are derived in order to deal with current resources inadequacy and instability in defence.

The article analyzes several key conclusions of US National Intelligence Council's study "Global Trends 2030: Alternative Worlds", published in December 2012. Primarily it focuses on: the diffusion of global power influencing political, economic and security development on both global and regional scales; rising importance of the Asia-Pacific region for global economy and security; Sino-American security relations; the role that the United States and Europe should be played in the changing geopolitical reality. The conclusions offer the author's own interpretation of certain development trajectories, based on his earlier published monographs, studies and articles.

The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs.

The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

The article is related to the building process of Capabilities Development Concept of Military Police (MP) in Ministry of Defence environment. With regards to the specific status of MP within Ministry of defence and with regards to diversity of assigned tasks Capabilities Development Concept of MP is finally hybrid document, containing elements of concept, strategy and long-term development intent. This is positive fact based on unique status of this branch of arms. The author who is actively influencing the proces of concept building is describing his recommendations and observations which might be convenient also for those readers who are not Military Police workers.

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied.

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

The peace is a state of affairs among states, nations and mankind, characterized by a friendly coexistence, solving matters in dispute by means of negotiations and accords, without use of armed and physical forces or psychological coercion. For preserving peace it is important to respect state sovereignty, independence, the right of nations to define their own courses. The theory of peace, dealing with those items, being introduced by the following article, is called paxology.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future.

Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example.

The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development.
