Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development.

Article deals with analysis and description of defence-industrial cooperation of V4 countries from the beginning of nineties of the 20th century up to 2016. The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.

The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department.

This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. The NATO Washington Summit in 1999 discussed Defence Capability Initiatives to increase Alliance defence potential together with capacities for accelerated deployability and mobility of NATO forces. This fact was underlined during Prague Summit 2002. One of Prague Capabilities Commitments is the requirement of deployability and sustainability in operations. Among others, this requirement is met by Memorandum of Understanding and bilateral agreements. The Czech Republic is involved in activities of international organizations, enumerated in this article. We support a principle of specialization, the concentration to limited, part-time scale of transport capacities operating for Czech peacekeeping missions. Active participation in the Movement Coordination Centre Europe could be the leading pattern for synergic cooperation in the field of strategic transport.

In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains.

The defence of air area was always of vitally importance, both for fighting off an aggressor or enforcing our own goals in offensive operations. The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The first article consists of introduction, theoretic-methodological part, analytical part and short summary, which defines main features of Russians engagement in the conflict. Theoretic-methodological part deals with terminological, theoretical and methodological background of analysis, including generally approach of Russian federation to security policy. Analytical part is divided in to the two partial chapters. The first deals with main Russian objective in the conflict. The second deals with the phases of Russian engagement.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

The article deals with the contemporary form of terrorism, introduces selected issues and discusses the psychology of terrorism. Various forms and typologies of contemporary terrorism which occurs in different geographical and cultural areas and uses large scale of methods and tactical and strategic approaches are introduced as well.The main goal of this article is to describe psychological aspects of terrorism with the emphasis on the motivation and group dynamics of terrorist organizations. The staircase metaphor which allows thinking about the process of recruitment of terrorists is introduced as well. The article derives especially from theoretical socio-psychological and political findings.

The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

This article describes the doctrinal determination and definitions of the term Actionable Intelligence and the impact of this specific intelligence concepton commander's decision-making process. The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes.

The paper solved changes in the legislation and the Analyse of continuance of the railway transport branch after the State of National Emergency announce or the State of War announce The analyse highlights on actual difference between documentation (the Operational Read- iness of National Territory) and real options. Long­time and gradual impacts in the entire domain decrease real possibilities of the system. The final step has been cancel of mobilization delivery for protecting and recovery of designated railway network without any measures. The paper offers possible solution of that situation.

This text focuses on process of armament policy of the Armed Forces of Georgia and how it was influenced by country's effort to join NATO. Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO.

The Security System of the Czech Republic has gradually profiled since 1998 to the shape as it is generally defined and described in the final part of the Security Strategy of the Czech Republic (2015). The article is contemplation over some possibilities to further improvement of the system in terms of the current state and challenges arising from developments in the security environment and in terms of options, how to adequately respond to them.

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

This article deals with challenges for the defence policy and strategy of the Czech Republic and their further adaptation and. It outlines set of recommendations for ensuring its armed forces relevance and their long term sustainability. The article reflects debate during the international conference Defence and Strategy organised by the Centre of Security and Military Strategic Studies of the Defence University and held on 15-16 June 2015 in Brno.

The paper deals with the principle of legality during putting in practice of Military police support to allied armed forces in the Host nation Support operation on the Czech Republic territory. Security of sending nation armed forces weaknesses have been identified on the base of analysis of the issue current state supplemented by the legal framework assessment. Suggestions, for expert discussion of Military police authority change, are in the last chapter.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

The article presents possible approaches to solve problems of finding the optimum state of tactical activities within the level of small Engineer Units. The intention is, by elaborating of the partial engineer goal which is focussed on the area of engineer units' tactics, to develop input data/ information needed for further development of mathematical models of the tactical activities. Subsequently, with the judgement on modelling outputs (applicability within C2 activities of staffs' task force structures) from engineer unit tactics point of view, the article contributes to enhancing all of C2 processes effectiveness. The article also provides us with information about the range of facts relative with problems of selected engineer unit (counter-mobility task forces) deployment planning, and controlling. There can be also found inventory of activities appropriate for optimization.

The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

One of the objectives of the project for organization development titled "Trends in development the Armed Forces of Czech Republic in relation to the development of the security environment", is to identify trends in career management and life-long education in the MoD. The article presents partial findings of the substudy focused at proper use of management methods to execute primary data collection and to construct complete problem formulation for both preparation and implementation of Career Order as a part of human resources management in the Ministry of Defense. There is summary of methods and tools used for problems formulation in the first part, the second part shows how these methods are applied in practice. Based on results, the conclusion is then formulated depicting the primary problem of preparation and implementation of the career system.
